Letter to Commission Regarding Resolution for Installation of "Quiet Zone"
Signage
The purpose of this memo is to advise the Mayor and Members of the City Commission that the
Marine Waterfront Protection Authority (MWPA)Board unanimously approved the attached
resolution on December 10,2024,recommending the installation of "Quiet Zone"signage to
address noise pollution from boats near residential areas in Miami Beach.
This recommendation is intended to complement Ordinance§46-152,which governs noise from
marine vessels,and to support the proactive enforcement efforts by the MBPD Marine Patrol.The
resolution proposes strategic placement of signage on city-owned waterfront properties,privately-
owned residential properties (upon request by resident-owners),and other appropriate locations.
Additionally,it includes coordination with the Florida Fish and Wildlife Conservation Commission
(FWC)and the U.S.Coast Guard (USCG)for waterway markers and permitting as needed.
The MWPA Board believes this initiative will further mitigate noise pollution and enhance the
quality of life for residents near Miami Beach waterways while fostering a respectful coexistence
with recreational boating activities.
The attached resolution outlines the full scope of this recommendation for your review and
consideration.

Resolution of the Marine &Waterfront Protection Authority
Whereas,noise pollution from boats,particularly loud music,has been an ongoing issue
negatively impacting the quality of life for residents near Miami Beach waterways;
Whereas,in response to these complaints,the City of Miami Beach has passed Ordinance §46-
152 to address boat noise in residential areas;
Be it resolved,that the Marine &Waterfront Protection Authority recommends the installation
of "Quiet Zone"signage on city-owned waterfront properties near residential areas,including
waterfront parks and city easements,as well as on privately-owned residential waterfront
properties (if requested by the resident-owner)and in waterways within Miami Beach limits
near residential areas;
Be it further resolved,that the City develop and procure sign age clearly stating "Quiet Zone"or
"Residential Quiet Zone,including appropriate references to Ordinance§46-152;
Be it further resolved,that the City identify city-owned waterfront properties near residential
areas,such as waterfront parks and city easements,for strategic placement of the sign age and
offer it to resident-owners of privately-owned residential waterfront properties for installation
on their seawalls;
Be it further resolved,that the City coordinate with the Florida Fish and Wildlife Conservation
Commission (FWC)and the U.S.Coast Guard (USCG)to obtain necessary permits and approvals
for installing waterway markers,utilizing existing navigation piles or posts for signage where
feasible.
