Resolution 2024-33440RESOLUTION NO, 2024-33440 A RESOLUTION A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING, BY 517TH VOTE, FOLLOWING A DULY NOTICED PUBLIC HEARING ON DECEMBER 11, 2024, PURSUANT TO SECTION 82-504 (A) OF THE CITY CODE, THE ESTABLISHMENT OF A COMMEMORATIVE PLAQUE LOCATED ON 3RD STREET AND THE BEACHWALK, IN HONOR OF ROBERT "RAVEN" KRAFT. WHEREAS, On December 30, 2024, Robert "Raven' Kraft will be celebrating running daily on the same path for 50 years on Miami Beach without missing a single day; and WHEREAS, Robert "Raven" Kraft has ranked 6th globally by the United States Streak Runners' Association, his dedication has drawn over 3,700 runners from around the world to join him for his signature 8-mile run, and has inspired runners from all 50 states and 100 countries to participate; and WHEREAS, Kraft has performed 17 water rescues in Miami Beach, and has encouraged people of all abilities, including those battling serious health conditions, to take part in his runs, inspiring countless individuals to get active and live healthier lives; and WHEREAS, at the October 30, 2024, City Commission meeting, the Mayor and City Commission referred a discussion item regarding installing a plaque on the Beachwalk in honor of Robert "Raven" Kraft to the Public Safety and Neighborhood Quality of Life Committee (the "Committee"); and WHEREAS, at its November 13, 2024, meeting, the Committee discussed and recommended the installation of a commemorative plaque on 3rtl Street and the Beachwalk in Robert "Raven" Kraft's honor, and WHEREAS, pursuant to Section 82-504(a) of the City Code, establishing a memorial plaque requires a public hearing, with notice of the public hearing regarding the establishment of the memorial plaque published at least ten days prior to the hearing in a newspaper of general circulation in the City. WHEREAS, on November 20, 2024, the Mayor and City Commission adopted Resolution No. 202433366, accepting the recommendation of the Committee to approve the establishment of a commemorative plaque on 3f6 Street and the Beachwalk, and set a public hearing on December 11, 2024, pursuant to Section 82-504 (a) (6) of the City Code, directing the City Clerk to provide public notice of the hearing NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City approve, by 5/7ths vote, following a duly noticed public hearing on December 11, 2024, pursuant to Section 82-504(a) of the City Code, the establishment of a commemorative plaque, located on 311 Street and the Beachwalk, in honor of Robert "Raven" Kraft. RECOMMENDATION The Administration recommends approving by 5/7ths vote, the establishment of a commemorative plaque on 3rd Street and the Beachwalk in honor of Robert "Raven" Kraft, following a duly noticed public hearing pursuant to Section 82-504(a) of the City Code. On October 30, 2024, the Mayor and City Commission approved the referral of item C4 AE, sponsored by Commissioner Rosen -Gonzalez, and co -sponsored by Commissioner Dominguez, Commissioner Shaft and Commissioner Magazine, to the Public Safety and Neighborhood Quality of Life Committee ("PSNQLC") to discuss installing a plaque on the Beachwalk in honor Robert `Raven" Kraft. On November 13, 2024. the PSNQLC discussed the item and recommended in favor of establishing a commemorative plaque in Robert"Raven" Kraft's honor. ANALYSIS On November 20, 2024, the Mayor and City Commission adopted a Resolution accepting the recommendation from the November 13, 2024, PSNQLC meeting to approve the establishment of the commemorative plaque on 3b Street and the Beachwalk in honor Of Robert "Raven" Kraft. Furthermore, said Resolution set a public hearing on December 11, 2024, pursuant to Section 82-504 (a) of the City Code, to consider whetherto approve the proposed commemorative plaque by a 5/7ths vole; and directed the City Clerk to provide public notice of the hearing consistent with the requirements of Section 82-504(a)(6). On December 30, 2024, Robert Raven" Kraft will be celebrating running daily on the same path for 50 years on Miami Beach without missing a single day. Over the course of his streak, he has covered more than 145,000 miles. Ranked 6th globally by the United States Streak Runnars Association, Raven's dedication has drawn over 3,700 runners from around the world to join him for his signature 8-mile run. Not only does he track their runs and award nicknames, but he also fosters a strong sense of community, having inspired runners from all 50 states and 100 countries to participate. The Project will consist of installation of the commemorative plaque, including design, fabrication, installation, and necessary improvements to the area.
