A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF
THE PUBLIC SAFETY AND NEIGHBORHOOD QUALITY OF LIFE
COMMITTEE, AT ITS NOVEMBER 6, 2024, MEETING, DIRECTING THE
ADMINISTRATON TO PARTNER WITH THE ADEN PERRY HERO LIFE
RING INITIATIVE TO INSTALL LIFE RINGS IN 14 CITY PARKS (16
LOCATIONS), AND POSSIBLY EXPANDING IN THE FUTURE TO OTHER
LOCATIONS NEAR WATERWAYS ACROSS MIAMI BEACH.
WHEREAS, during the September 11, 2024 Commission meeting, Commissioner
Kristen Rosen Gonzalez referred a discussion on partnering with the Aden Perry Hero Life Ring
Initiative to install life rings in various locations near waterways across Miami Beach to the
Committee and the Public Safety and Neighborhood Quality of Life Committee ("PSNQLC"); and
WHEREAS, during the November 6, 2024 PSNQLC meeting, the Committee directed
Administration to partner with the Aden Perry Hero Life Ring initiative to install life rings in 14
City park locations, and possibly expanding in the future to other locations near waterways
across Miami Beach; and
WHEREAS, the Aden Perry Hero Life Ring Initiative was established in honor of Aden
Perry, a 17-year-old South Florida teen who tragically lost his life while attempting to save a
driver who had crashed into a pond; and
WHEREAS, the initiative aims to prevent similar tragedies by installing life preserver
rings near bodies of water; and
WHEREAS, Aden's mother, Sarah Perry, spearheaded the initiative with the hope that
these simple yet effective tools will empower more people to act safely and prevent
unnecessary drownings, and since its inception, in 2023, over 200 life rings have been installed
across multiple cities, including those in Broward and Miami -Dade County; and
WHEREAS, the life rings are designed for anyone to use in emergency situations,
ensuring that even an ordinary bystanders, can help save a life; and
WHEREAS, when partnering with the Aden Perry Hero Life Ring Initiative, the first 10
life rings are free and gifted; and
WHEREAS, the Parks and Recreation Department has established a list of 14 parks to
install the Aden Perry Hero Life Ring Initiative life rings:
1. South Pointe Park (near pier & cove near lighthouse)
2. Brittany Bay Park (near bridge)
3. Pinetree Drive & 63rd Street (near bridge)
4. Muss Park
5. Maurice Gibb Memorial Park (near boat ramp & near bridge)
6. Collins Canal Park
7, Miami Beach Golf Club (lake areas)
8. Normandy Shores Golf Club (lake areas)
9. Pinetree Park (near kayak launch)
10, Palm Island Park (near bridge)
11. Sunset Island IV Park
12. Parkview Annex Park (near bridge)
13. Bayshore Park (future site - lake area)
14. Normandy Shores Park; and
WHEREAS, life rings can also be installed in the future on street ends and other areas
near waterways in the City; and
WHEREAS, the Aden Perry Hero Ring Initiative will cover the cost of the first 10 life
rings, and each one after is $60, with the total cost for the 16 park locations being $3,000,
including installation, supplies and signage; and
WHEREAS, the Parks and Recreation Department will cover the expenses through
their approved FY 25 budget.
NOW THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby accept the recommendation of the Public Safety and Neighborhood Quality
of Life Committee, at its November 6, 2024 meeting, directing the Administration to partner with
the Aden Perry Hero Life Ring Initiative to install life rings in 14 City parks (16 locations), and
possibly expanding in the future to other locations near
waterways across Miami Beach.

ADEN PERRY HERO LIFE RING INITIATIVE
After recently losing my son tragically when he jumped into a lake to try to save the life of a driver who's car went into
the lake. I am determined to do anything I an to try and prevent another good samaritan from suffering the same fate.
On a mission to make waterways safer so that when someone is in distress in the water, whether by a car going into a
bed of water or if someone falls in and is not able to get out, my goal is to get a life ring in every city and by ever bed of
water possible.
For many years, life rings have proven to save lives, they just have to be availalbe to be used to be effectivel The benefit
of having a fife ring by beds of water is that a would be rescuer does not have to go Into the water and put their own life
at risk trying to save the life of someone else. It is a known fact that when someone is in the water and panicking, they
an in their struggle to survive, drown even the best swimmer. This is why when a life guard does a rescue, they present
their Rotation device to the victim to hold onto first while rescuing them.
Through a generous donation made to the Aden Perry Good Samaritan and Scholarship Fund and a commitment with
Datrex, the Manufacturer of the life rings, we are using life rings with my son's Image and hero message on them as a
way to help prevent future drownings.
Living in South Florida, we are surrounded with water; in our parks, communities, HOA's and along many roadways.
Accidents WILL continue to happen ... it's just a matter of when and where the next one will be. There HAS to be
something available and ready to be used so that lives can saved.

My son died a hero and recently received medal of valors for his actions and most recently Aden was named as a
recipient of the Umegie Hero Award. This Is the greatest award a civilian In Northern America can receive. My son was

my on my mission, and have our life rings installed by their waterways, together we can save lifes in his name and also

bodies of water. Aden's mother, Sarah Perry, spearheaded the initiative with the hope that these
simple yet effective tools will empower more people to act safely and prevent unnecessary
drownings, and since its inception, in 2023, over 200 life rings have been installed across multiple
cities, including those in Broward and Miami -Dade County. The life rings are designed for anyone
to use in emergency situations, ensuring that even an ordinary bystanders, can help save a life.

standards , ensuring it has Coast Guard approval, It is up to City's discretion on the type and
length of rope, as well as the post on which the life ring sits.
