A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING (AND, AS TO
CERTAIN AGREEMENTS, RETROACTIVELY APPROVING AND
AUTHORIZING) THE CITY MANAGER, OR HIS DESIGNEE, TO APPLY FOR,
AND ACCEPT FUNDING, EXECUTE ANY AND ALL DOCUMENTS OR
AGREEMENTS, AND APPROPRIATE FUNDING RECEIVED BY THE CITY OF
MIAMI BEACH IN CONNECTION WITH THE FOLLOWING GRANTS,
PROGRAMS, AND AGREEMENTS: 1) BRANCHES INC., MIAMI-DADE VITA
COALITION PARTNERSHIP, VOLUNTEER INCOME TAX ASSISTANCE (VITA)
PROGRAM, IN THE APPROXIMATE AMOUNT OF $1,600; AND 2) SEA
TURTLE CONSERVANCY, SEA TURTLE LICENSE PLATE PROGRAM, IN THE
APPROXIMATE AMOUNT OF $24,000.
WHEREAS, the City Administration applies for grants and external funding from outside
organizations; and
WHEREAS, the City Administration requests approval to apply for a grant in the
approximate amount of $1,600 from Branches Inc., Miami -Dade VITA Coalition Partnership,
Volunteer Income Tax Assistance (VITA) Program, the details of which are set forth in the
Commission Memorandum accompanying this Resolution; and
WHEREAS, the City Administration requests approval to apply for a grant in the
approximate amount of $24,000 from Sea Turtle Conservancy, Sea Turtle License Plate Grant
Program, the details of which are set forth in the Commission Memorandum accompanying this
Resolution.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby approve and authorize (and, as to certain agreements, retroactively approve
and authorize) the City Manager, or his designee, to apply for, and accept funding, execute any
and all documents or agreements, and appropriate funding received by the City of Miami Beach
in connection with following grants, programs, and agreements: 1) Branches Inc., Miami -Dade
VITA Coalition Partnership, Volunteer Income Tax Assistance (VITA) Program, in the approximate
amount of $1,600; and 2) Sea Turtle Conservancy, Sea Turtle License Plate Grant Program, in
the approximate amount of $24,000.

BACKGROUNDIHISTORY
The City of Miami Beach applies for various grants and funding allocations from external agencies
and organizations. Information regarding the projects and funding sources is included in the
Analysis section of this Agenda Item.
ANALYSIS
1 Branches Inc Miami -Dade VITA Coalition Partnership Volunteer Income Tax Assistance
(VITA) Program in the approximate amount of $1,600 for VITA services.
Branches, Inc. partners with local organizations to collectively execute the Volunteer Income Tax
Assistance (VITA) Program as the Miami -Dade VITA Coalition. The VITA Program offers help
and support to organizations who offer free preparation and asset building services to low-income
or limited English proficiency clients within Miami -Dade County. Every year, the Department of
Housing and Community Services partners with Branches and the IRS to offer free tax services
to the community.
The City administration is applying for annual grant funding to subsidize the cost of running a tax
return service program. As a VITA site, the City receives payment for each return that is
completed. It is estimated that in 2025, the City will submit 300 tax returns and receive
approximately $1,600 in grant funding. No matching funds are required.
2 Sea Turtle Conservancy Sea Turtle License Plate Grant Program in the approximate amount
of $24 000 for Flip the Switch.
Funded by a portion of revenues from Florida's Sea Turtle Specialty License Plate, the Sea Turtle

Grants Program distributes funds each year to support sea turtle research, conservation and
education programs that benefit Florida sea turtles.
The City administration is applying for grant funding in the approximate amount of $24,000 for the
next phase of the City's Flip the Switch Program, which is a partnership between the Miami -Dade
County Parks Sea Turtle Conservation Program, the Greater Miami Convention and Visitors
Bureau (GMCVB), and other local community stakeholders to reduce the impact of artificial
lighting along the beachfront and educate the public on how to protect sea turtles during nesting
season. The City is providing matching funds in the approximate amount of $18,000. $10,000 will
come from account number 199-0830-000362-36-402-515-00-00-00-52419 and $8,000 will come
from account number 178-6886-000362-36-402-518-00-00-00-.

Based on the stated analysis, the Administration recommends that the Mayor and City
Commission adopt the Resolution appropriating funding and approving and authorizing the City
Manager or his designee to apply for and accept funds and execute all documents or agreements
