BEACH,FROM MARCH 1,2025 TO APRIL 30,2025,TO DETERMINE WHETHER A
MAJORITY OF THE AFFECTED PROPERTY OWNERS APPROVE THE CREATION OF A
SPECIAL ASSESSMENT DISTRICT TO BE KNOWN AS THE SOUTH BEACH BUSINESS
IMPROVEMENT DISTRICT AND CANVASSING BOARD SCHEDULE
Attached,please find the Notice of Special Mail Ballot Election and Canvassing Board Schedule (English
and Spanish) concerning the creation of a Special Assessment District to be known as the South Beach
Business Improvement District (SBBID).The Mail Ballot Election is scheduled to take place from March
1,2025 to April 30,2025.This Election will provide affected property owners with the opportunity to vote
on the creation of the SBBID for a 10-year term,with an estimated annual budget of $2,147,242,to
stabilize and improve the Ocean Drive and Collins Avenue retail business district,generally located within
a nationally recognized historic district,through promotion,management,marketing,and similar services,
which District shall be funded by special assessments against benefited properties,with assessments
increasing pursuant to the Consumer Price Index,up to 2%annually.
The attached Notice provides information regarding the voting process,including how ballots will be
mailed to property owners and the deadlines for ballot submission.It also outlines the schedule for the
Canvassing Board,which will oversee the opening and counting of ballots.

NOTICE IS HEREBY GIVEN that pursuant to City of Miami Beach Resolution Nos.2024-33229,2024-
33360,and 2024-33361,a Special Mail Ballot Election will be held in the City of Miami Beach,from
March 1,2025 to April 30,2025,for the purpose of submitting to the affected property owners the
following question:
Shall the South Beach Business Improvement District be created for a 10-year term,
with an estimated annual budget of $2,147,242,to stabilize and improve the Ocean

nationally recognized historic district,through promotion,management,marketing,
and similar services,which District shall be funded by special assessments against

The Office of the City Clerk and Office of the City Attorney shall conduct the Special Mail Ballot Election
following the Special Mail Ballot Election Procedures attached to Resolution Nos.2024-33360 and
2024-33361 .
The form of the ballot shall be a paper ballot,which shall be mailed to the affected property owners.
The Office of the City Clerk shall mail the Official Ballots to the affected property owners on February
24,2025.
Completed ballots from affected property owners may be mailed or hand-delivered to the Office of the
City Clerk,Miami Beach City Hall,1700 Convention Center Drive,1"Floor,Miami Beach,FL 33139,
from March 1,2025 through April 30,2025.Mailed or hand-delivered ballots MUST be received by the
Office of the City Clerk on or before 5:00 p.m.on April 30,2025,to be counted.
The Canvassing Board for this Special Mail Ballot Election consists of Rafael E.Granado,City Clerk;
Faroat Andasheva,Senior Assistant City Attorney;and Rogelio A.Madan,Development &Resiliency
Officer,Planning Department.On April 30,2025,commencing at 6:30 p.m.,the Canvassing Board
members will meet at the Office of the City Clerk,Miami Beach City Hall,1700 Convention Center Drive,
1 Floor,Miami Beach,FL 33139 to:1)Open and process the received ballots;2)Canvass received
ballots;and 3)Tabulate results.Interested parties or their agents are invited to attend.

Business Improvement District Proposed Budget;Preliminary Assessment Roll;Assessment
Methodology;Memorandum of Understanding Between the City of Miami Beach,South Beach BID

Special Mail Ballot Election Procedures;and a regularly updated tally of the number of ballots received

un distrito historico reconocido a nivel nacional,por medio de la promocion,gestion,
comercializacion y otros servicios similares,cuyo Distrito se financiara con tributos
especiales por cobrar a los inmuebles beneficiados,con tributos aumentando de
acuerdo con el indice de Precios al Consumidor,hasta un 2%anual?

La Oficina del Secretario Municipal y la Oficina del Abogado Municipal llevaran a cabo la Elecci6n
Especial de Voto por Correo siguiendo los Procedimientos para la Elecci6n Especial de Voto por
Correo adjuntos a las Resoluciones Nos.2024-33260 y 2024-33361.
El formate de la boleta sera de papel y se enviara por correo a los propietarios afectados.La Oficina
del Secretario Municipal enviara por correo las Boletas Oficiales a los propietarios afectados el 24 de
febrero del 2025.
Las boletas completadas por los propietarios afectados deberan ser enviadas por correo,o deberan
entregarse en persona en la Oficina del Secretario Municipal,en el Ayuntamiento de Miami Beach,
ubicado en el 1700 Convention Center Drive,Planta Baja,Miami Beach,FL 33139,a partir del 1 de
marzo del 2025 hasta el 30 de abril del 2025.Ya sean enviadas por correo o entregadas en persona,
ES NECESARIO que la Oficina del Secretario Municipal reciba las boletas antes de o a las 5:00 p.m.
del 30 de abril del 2025,para ser contadas.

p.m.del 30 de abril del 2025,los miembros de la Junta de Escrutinio se reuniran en la Oficina del
