Evaluation Committee Relative to Invitation to Negotiate (ITN)No.2025-013-ND for
Cultural Arts Tenant for Collins Park Artist Workforce Housing First Floor Space
The purpose of this Letter to Commission (LTC)is to update the Mayor and City Commission on
the status of Invitation to Negotiate (ITN)No.2025-013-ND.The ITN seeks to select a qualified
501 (c)(3)nonprofit organization to serve as the cultural arts tenant for the first-floor space of the
Collins Park Artist Workforce Housing Project,to be named the Anamar.The selected organization
will design,implement,manage,and operate a programming strategy to enhance the cultural,
civic,and artistic offerings in the Collins Park neighborhood.
A single proposal pursuant to this ITN was received on December 19,2024.The responsive
proposal will be reviewed by the Evaluation Committee in accordance with the criteria established
in the ITN.
I have appointed the following individuals to serve on the Evaluation Committee:
•Daniel Alzuri,Assistant Director,Facilities and Fleet Management Department
•Ray Breslin,President,Collins Park Neighborhood Association
•Francys Vallecillio,Assistant Director,Tourism and Culture Department
•Ariel Guitian,Interim Division Director,Office of Capital Improvement Projects
•Justin Karr,Economic Development Manager,Economic Development Department
I have also appointed the following individuals as alternates:
•Lissette Arrogante,Director,Tourism and Culture Department
•Thais Viera,G.O.Bond Program Director,City Manager's Office
•Troy Wright,Executive Director,Washington Avenue Business Improvement District
