Resolution 2025-33475RESOLUTION NO. 2025-33475 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, DIRECTING THE CITY ADMINISTRATION TO IMPLEMENT APPROPRIATE MEASURES, SUCH AS ENHANCED SIGNAGE AND ROAD MARKINGS, PUBLIC AWARENESS CAMPAIGNS, ADDITIONAL PERSONNEL TO DIRECT TRAFFIC, INCREASED TICKETING AND ENFORCEMENT EFFORTS, AND/OR SIGNAL TIMING ADJUSTMENTS, IN AN EFFORT TO MITIGATE TRAFFIC CONGESTION AND DANGEROUS SITUATIONS IN THE ROADWAYS BY PREVENTING AND ENFORCING "BLOCK THE BOX" VIOLATIONS AT MAJOR INTERSECTIONS IN THE CITY INCLUDING, BUT NOT LIMITED TO, THOSE ALONG 71ST STREET AND 41ST STREET. WHEREAS, Florida Statute 316.2061 prohibits any driver from entering an intersection or a marked crosswalk unless there is sufficient space on the other side of the intersection or crosswalk to accommodate the vehicle the driver is operating without obstructing the passage of other vehicles or pedestrians, notwithstanding any traffic control signal indication to proceed; and WHEREAS, Fla. Stat. 316.2061 "block -the -box" violations occur when vehicles obstruct intersections by entering when there is insufficient space to clear the area, causing gridlock and creating dangerous conditions for drivers, pedestrians, and cyclists; and WHEREAS, by violating Fla. Stat. 316.2061, drivers not only create substantial, additional traffic congestion and increase drive times around the City but, in particular, also endanger pedestrians who often must perilously cross busy streets by weaving in between vehicles illegally obstructing pedestrian crosswalks and roadways; and WHEREAS, in addition to "block the box" violations substantially contributing to traffic congestion and increasing the risk of various types of accidents, they also hinder emergency vehicle response times; and WHEREAS, the intersections along major corridors, such as 71st Street and 41St Street, are particularly prone to block -the -box violations due to heavy traffic and frequent delays; and WHEREAS, addressing this issue through proactive measures and enforcement will enhance public safety, improve traffic flow, and reduce congestion; and WHEREAS, the City Commission recognizes the need to prioritize the mitigation of block -the -box violations as part of its broader commitment to ensuring public safety, along with improving the efficiency of transportation within the City of Miami Beach. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission of the City of Miami Beach, Florida, hereby direct the City Administration to implement appropriate measures, such as enhanced signage and road markings, public awareness campaigns, additional personnel to direct traffic, increased ticketing and enforcement efforts, and/or signal timing adjustments, in an effort to mitigate traffic congestion and dangerous situations in the roadways by preventing and enforcing "block the box" violations at major intersections in the City including, but not limited to, those along 71 st Street and 41 st Street.
