Resolution 2025-33458RESOLUTION NO. 2025-33458 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING (AND, AS TO CERTAIN AGREEMENTS, RETROACTIVELY APPROVING AND AUTHORIZING) THE CITY MANAGER, OR HIS DESIGNEE, TO APPLY FOR, AND ACCEPT FUNDING, EXECUTE ANY AND ALL DOCUMENTS OR AGREEMENTS, AND APPROPRIATE FUNDING RECEIVED BY THE CITY OF MIAMI BEACH IN CONNECTION WITH THE FOLLOWING GRANTS, PROGRAMS, AND AGREEMENTS: 1) FLORIDA DEPARTMENT OF TRANSPORTATION, TRANSPORTATION ALTERNATIVES PROGRAM, IN THE APPROXIMATE AMOUNT OF $1.5 MILLION; 2) FLORIDA JUNIOR GOLF COUNCIL, FLORIDA GOLF LICENSE PLATE PROGRAM, IN THE APPROXIMATE AMOUNT OF $6,000; AND 3) U.S. DEPARTMENT OF HOMELAND SECURITY, FEDERAL EMERGENCY MANAGEMENT AGENCY, ASSISTANCE TO FIREFIGHTERS GRANT PROGRAM, IN THE APPROXIMATE AMOUNT OF $1.1 MILLION. WHEREAS, the City Administration applies for grants and external funding from outside organizations; and WHEREAS, .the City Administration requests approval to apply for a grant in the approximate amount of $1.5 Million from Florida Department of Transportation, Transportation Alternatives Program, the details of which are set forth in the Commission Memorandum accompanying this Resolution; and WHEREAS, the City Administration further requests approval to apply for a grant in the approximate amount of $6,000 from Florida Junior Golf Council, Florida Golf License Plate Program, the details of which are set forth in the Commission Memorandum accompanying this Resolution; and WHEREAS, the City Administration further requests approval to apply for a grant in the approximate amount of $1.1 Million from U.S. Department of Homeland Security, Federal Emergency Management Agency, Assistance to Firefighters Grant Program, the details of which are set forth in the Commission Memorandum accompanying this Resolution. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby approve and authorize (and, as to certain agreements, retroactively approve and authorize) the City Manager, or his designee, to apply for, and accept funding, execute any and all documents or agreements, and appropriate funding received by the City of Miami Beach in connection with following grants, programs, and agreements: 1) Florida Department of Transportation, Transportation Alternatives Program, in the approximate amount of $1.5 Million; 2) Florida Junior Golf Council, Florida Golf License Plate Program, in the approximate amount of $6,000; and 3) U.S. Department of Homeland Security, Federal Emergency Management Agency, Assistance to Firefighters Grant Program, in the approximate amount of $1.1 Million. RECOMMENDATION Adopt the Resolution. BACKGROUND/HISTORY The City of Miami Beach applies for various grants and funding allocations from external agencies and organizations. Information regarding the projects and funding sources is included in the Analysis section of this Agenda Item. ANALYSIS 1 Florida Department of Transportation Transportation Alternatives Program in the approximate amount of $1.5 Million for Pine Tree Drive Bicycle Lanes. Florida Department of Transportation (FDOT) administers federal funding received from United States Department of Transportation's (UDOT) Federal Highway Administration (FHWA) through the Transportation Alternatives (TA) Program. TA funds a variety of smaller -scale transportation projects and activities that expand and integrate accessible non -motorized travel choices and make them safer, including on- and off -road bicycle and pedestrian facilities, recreational trails, safe routes for non -drivers, safe routes to schools, and accessibility improvements to help achieve compliance with the Americans with Disabilities Act of 1990. The City administration is applying for a grant for the Pine Tree Drive Bicycle Lanes project. The City's Transportation Master Plan and Bicycle and Pedestrian Master Plan recommends bike lanes on Pine Tree Drive between Dade Boulevard and 63 Street, and on LaGorce Drive between 51 Street and 63 Street. The City is currently in the planning phase of this project and the grant would help to fund the construction phase, which is anticipated to begin in FY 2031. The City is providing matching funds in the approximate amount of $480,000. The match is contingent on Page 655 of 1859 City Commission approval during the FY 2031 budget process. 2. Florida Junior Golf Council, Florida Golf License Plate Program, in the approximate amount of $6.000 for Normandy Shores Youth Golf Clinic. The Florida Junior Golf Council (FJGC) provides grants to junior golf programs in Florida. The program is designed to assist organizations that introduce young people to golf through instruction and competition_ The program also assists junior golf organizations that serve economically disadvantaged youth and children with special needs, as well as the general population. The City administration is applying for a grant to support the Normandy Shores Youth Golf Clinic. The clinic offers golf instruction to City of Miami Beach youth. No matching funds are required. 3. U.S. Department of Homeland Security, Federal Emergency Management Agency, Assistance to Firefighters Grant Program, in the approximate amount of $1.1 Million for Stryker LifePak 35's. The primary goal of the Assistance to Firefighters Grant (AFG) is to meet the firefighting and emergency response needs of fire departments and non-affiliated emergency medical service organizations. Since 2001, AFG has helped firefighters and other first responders obtain critically needed equipment, protective gear, emergency vehicles, training and other resources necessary for protecting the public and emergency personnel from fire and related hazards. The City administration is applying for grant funding in the approximate amount of $1.1 Million for nineteen (19) Stryker LifePak 35s for Miami Beach Fire Rescue. This will equip all fire rescue response units with reliable defibrillators that can improve survival rates of patients experiencing cardiac arrest. Matching funds in the approximate amount of $110,000 are available from account number 011-1210-000674-19-410-599-00-00-00-.
