A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, DIRECTING THE ADMINISTRATION
TO INCLUDE WITH THE BUDGET PACKET DISTRIBUTED DURING
THE FIRST BUDGET WORKSHOP AND THE PROPOSED BUDGET
BOOK A COMPREHENSIVE MEMORANDUM DETAILING ALL
INCREASES TO CITY FEES OF EVERY KIND AND NATURE
SCHEDULED TO TAKE EFFECT IN THE RELEVANT FISCAL YEAR.
WHEREAS, the City of Miami Beach ("City") imposes various fees and charges for
services that affect residents, visitors, and businesses, as outlined in Appendix A of the
City Code; and
WHEREAS, many of these fees are subject to increases based on inflation, the
Consumer Price Index (CPI), or other pre -established formulas, while certain fees are
increased on a case -by -case basis by the Administration or pursuant to direction provided
by the City Commission; and
WHEREAS, while these fee adjustments are designed to ensure the City's
financial sustainability and its ability to provide services efficiently or to promote other
policy initiatives, the cumulative impact of these increases may affect residents, visitors,
and businesses; and
WHEREAS, the City Commission must be fully aware of the financial implications
of these fee adjustments, in order to provide appropriate oversight and ensure
transparency in the budgeting process; and
WHEREAS, providing the City Commission with a detailed summary of all
scheduled fee increases at the outset of the budget process will ensure that the
Commission is well-informed about any increases that impact the community and can
take those into account when making budgetary decisions; and
WHEREAS, on October 30, 2024, the City Commission adopted Resolution 2024-
33334, sponsored by then Vice Mayor Alex J. Fernandez, to require that a summary of
all automatic fee increases be provided at the outset of the budget process; and
WHEREAS, this Resolution is intended to expand upon Resolution 2024-33334 to
require that the requested summary be provided in respect of all fees that are scheduled
to be increased in the relevant fiscal year; and
WHEREAS, the City Commission desires to have this information, including a
comparison of the then current fee against the prospective fee after adjustment,
presented in a comprehensive memorandum as part of the budget packet distributed
during the first budget workshop each fiscal year and included in the proposed budget
book.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the City Commission
hereby directs the City Administration to include, with the budget packet distributed during
the first budget workshop each fiscal year and in the proposed budget book, a
comprehensive memorandum detailing all increases to City fees of every kind and nature
scheduled to take effect in the relevant fiscal year.
