A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, CALLING FOR
FREEDOM, DEMOCRACY, AND FAIR ELECTIONS FOR
HONDURAS IN NOVEMBER 2025, AND DIRECTING THE CITY
CLERK TO SEND A COPY OF THIS RESOLUTION TO U.S.
SECRETARY OF STATE MARCO RUBIO.
WHEREAS, the City of Miami Beach, Florida, is home to a vibrant and diverse
community, which includes individuals with strong ties to the nation of Honduras; and
WHEREAS, on November 30, 2025, general elections will be held in Honduras,
electing a president, 128 members of parliament, 20 members of the Central American
parliament, and several mayors and vice mayors.
WHEREAS, the people of Honduras have historically faced significant challenges
in their pursuit of freedom, democracy, and fair elections, with past electoral processes
marred by allegations of corruption, intimidation, and irregularities; and
WHEREAS, among the presidential candidates are the current Minister of
Defense, Rixi Moncata, and the wife of the former president Juan Orlando Hernandez,
Ana Garcia; and
WHEREAS, the current President Xiomara Castro, ally of Cuba and Venezuela
(among the few to have recognized the victory of Nicolas Maduro), has been recently
asked to resigned by an anti -corruption organization after a video was released in which
her brother-in-law, Carlos Zelaya, allegedly received drug money; and
WHEREAS, the climate in which the vote will take place could therefore be
characterized by distrust in the institutions, also because some members of Castro's
government have recently been implicated in accusations of collusion with drug
trafficking; and
WHEREAS, the City Commission recognizes the fundamental right of all people
to live in a democracy where their voices are heard and their votes are counted fairly, and
the City stands in solidarity with the people of Honduras in their pursuit of these ideals;
and
WHEREAS, the City Commission firmly believes that the future of Honduras
depends on the peaceful, democratic participation of its citizens, and urges the
government of Honduras to work toward ensuring free, fair, and transparent elections in
the nation; and
WHEREAS, the City Commission also calls on the international community,
including the United States, to support efforts that promote democratic governance,
human rights, and the rule of law in Honduras; and
WHEREAS, the City of Miami Beach, as part of its commitment to the promotion
of democracy and human rights, joins in calling for the protection of the right to vote and
the right to free expression for all Honduran citizens.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby call for freedom, democracy, and fair elections for Honduras in
November 2025, and directing the City Clerk to send a copy of this Resolution to U.S.
Secretary of State Marco Rubio.
