A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, DIRECTING THE CITY
ADMINISTRATION TO EXPAND THE NORTH BEACH GEOFENCE FOR
THE CITY'S FREEBEE ON -DEMAND TRANSIT SERVICE IN ORDER
TO BETTER SERVE ALL RESIDENTS OF NORTH BEACH; AND
FURTHER, DIRECTING THE ADMINISTRATION TO PROVIDE AN
UPDATE AT THE PUBLIC SAFETY AND NEIGHBORHOOD QUALITY
OF LIFE COMMITTEE MEETING, AFTER THE FIRST QUARTER OF
IMPLEMENTATION, ON THE EXPANDED FREEBEE SERVICE AND
THE IMPACT THE EXPANSION HAS HAD ON HEADWAY.
WHEREAS, Freebee is a free on -demand transit ("ODT") service that the City
presently provides to riders throughout Mid -Beach and portions of North Beach; and
WHEREAS, the Freebee ODT service provides first mile / last mile service
connecting to the existing Miami Beach Trolley and Miami -Dade County Bus service
within the geofenced service area and door-to-door service for trips originating and
ending within the geofenced service area; and
WHEREAS, the Freebee ODT service operates as a continuous auto pool,
dynamically adjusting vehicle routing to appropriately meet ridership demand and needs
within the service area; and
WHEREAS, the City is committed to providing accessible and sustainable
transportation solutions to its residents; and
WHEREAS, Freebee has proven to be a valuable resource for the City's residents
by offering , a completely free and convenient alternative to traditional transportation
options; and
WHEREAS, the current geofence for the Freebee service in North Beach severely
limits the areas that provides service for residents, thereby leaving certain North Beach
neighborhoods underserved; and
WHEREAS, the City recognizes the importance of equitable access to
transportation services for all residents of North Beach to enhance their quality of life,
reduce dependency on personal vehicles, and promote sustainability goals; and
WHEREAS, expanding the North Beach geofence for the Freebee service (to
include all areas of North Beach) will allow for broader coverage, enabling more residents
to benefit from the service and enhancing mobility throughout the community; and
WHEREAS, after the first quarter of implementation, an update to the Public Safety
and Neighborhood Quality of Life Committee on the impact the geofence expansion has
had on headway, along with any budgetary considerations, will allow for consideration of
any necessary modifications to the expanded service.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, hereby directs the City
Administration to expand the North Beach geofence for the City's Freebee on -demand
transit service in order to better serve all residents of North Beach; and further, directing
the Administration to provide an update at the Public Safety and Neighborhood Quality of
Life Committee meeting, after the first quarter of implementation, on the expanded
Freebee service and the impact the expansion has had on headway.
