A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING AND DIRECTING
ALL CITY EMPLOYEES AND CONTRACTORS CHARGED WITH
PROMOTING AND ADVANCING THE CITY'S LEGISLATIVE
PRIORITIES TO LOBBY FOR MORE EFFECTIVE STATE DRONE
REGULATION AND TO EASE THE STATE PREEMPTION OF LOCAL
GOVERNMENT REGULATIONS OF DRONES IN THE LOCAL
GOVERNMENT'S BOUNDARIES.
WHEREAS, each year, the Mayor and City Commission adopt the City of Miami
Beach's state legislative agenda to identify funding and legislative priorities that will be
pursued by the City's representatives in Tallahassee, Florida during the upcoming
legislative session; and
WHEREAS, it is critical for the City's legislative consultants to receive clear
direction regarding the City's priorities each year to enable them to work collaboratively
with the City Commission in the pursuit of funding for City projects, to advocate effectively
for legislative initiatives that are in the best interests of the City and to educate state
agencies on issues that impact the City; and
WHEREAS, the City has recently been inundated by drones buzzing around the
City, potentially creating privacy concerns and safety concerns for those who they drones
fly near; and
WHEREAS, this new and growing privacy and safety threat in the City was referred
by the City Commission to be discussed at the Public Safety and Neighborhood Quality
of Life Committee, where said discussion was had by the Committee at its November 13,
2024 meeting; and
WHEREAS, current Florida law has proven ineffective at curbing potentially
invasive and dangerous drone usage in the City; and
WHEREAS, current Florida law also preempts most potential local legislation that
the City could enact to protect the privacy and safety of our residents and visitors by
curbing potentially invasive and dangerous drone usage in the City; and
WHEREAS, the Mayor and the City Commission desire to add to the City's
legislative priorities for 2025 (and going forward) to add more effective state drone
regulation and to ease the state preemption of local government regulations of drones in
the local government's boundaries in order to protect the privacy and safety of our
residents and visitors by curbing potentially invasive and dangerous drone usage in the
City.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby authorize and direct all City employees and contractors charged with
promoting and advancing the City's legislative priorities to lobby for more effective state
drone regulation and to ease the state preemption of local government regulations of
drones in the local government's boundaries.
