A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, DIRECTING THE ADMINISTRATION
TO TAKE ALL NECESSARY STEPS TO IMPLEMENT IRRIGATION,
LANDSCAPING AND LIGHTING IMPROVEMENTS IN LUMMUS PARK
DURING THE 2025 OFF-SEASON AS PART OF THE VOTER -
APPROVED G.O. BOND LUMMUS PARK ENHANCEMENT PROJECT;
AND FURTHER, DIRECTING THE ADMINISTRATION TO EXPLORE
THE POSSIBILITY OF LANDSCAPING THE SPOIL AREA
IMMEDIATELY WEST OF THE DUNES AS PART OF THIS PROJECT SO
THAT ALL 30 ACRES OF LUMMUS PARK MAY BE FULLY UTILIZED.
WHEREAS, on November 6, 2018, Miami Beach voters approved the $439 million
G.O. Bond Program (the "Program") in a City-wide voter referendum to fund .critical
infrastructure improvements, including projects focused on enhancing public spaces,
such as Lummus Park; and
WHEREAS, on June 22, 2022, the City Commission approved the issuance of
Request for Qualifications (RFQ) No. 2022-436-ND for Architectural Design Services for
the Ocean Drive Corridor Improvement and Lummus Park Enhancement Project ("Ocean
Drive/Lummus Park Project Services"); and
WHEREAS, the Lummus Park Enhancement Project is a key element of the
broader vision for improving public spaces in Miami Beach, providing for the revitalization
of the park's landscaping, irrigation systems, and lighting infrastructure to enhance the
visitor experience; and
WHEREAS, on June 6, 2023, the City entered into a Professional Services
Agreement with Calvin, Giordano & Associates, Inc. ("CGA") for the. provision of
architectural design services for the Ocean Drive/Lummus Park Enhancement Project;
and
WHEREAS, Lummus Park, as a prominent public space within the City, plays a
vital role in the community's social, cultural, and recreational life, and improvements to its
landscaping, irrigation, and lighting systems are essential to elevate the park's aesthetics
and functionality for residents and visitors alike; and
WHEREAS, the City Commission recognizes the importance of implementing
these park improvements during the off-season to minimize disruption to park activities
and maximize the use of the park by the public during peak seasons; and
WHEREAS, a phased approach to carry out the enhancements for Lummus Park,
with a focus on initially addressing irrigation, landscaping, and lighting systems can help
advance the goal of creating a safer, more attractive, and sustainable public space for all
users in a more efficient manner; and
WHEREAS, the City Commission desires that the Administration explore the
possibility of landscaping the spoil area immediately west of the dunes so that all 30 acres
of Lummus Park may be enjoyed by residents and visitors; and
WHEREAS, the City Commission finds that advancing the Lummus Park
Enhancement Project during the 2025 off-season is critical to meeting community needs,
improving safety and accessibility, and contributing to the long-term goals of the G.O.
Bond Program without disrupting use of the park during the busiest months of the year.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby direct the City Administration to take all necessary steps to
implement irrigation, landscaping and lighting improvements in Lummus Park during the
2025 off-season as part of the voter -approved G.O. Bond Lummus Park Enhancement
Project, and further, directing the administration to explore the possibility of landscaping
the spoil area immediately west of the dunes as part of this project so that all 30 acres of
Lummus Park may be fully utilized.
