A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, DIRECTING THE CITY ADMINISTRATION TO
COLLABORATE WITH THE NEWLY ELECTED MIAMI-DADE COUNTY TAX
COLLECTOR, DARIEL FERNANDEZ, TO EXPLORE THE VIABILITY OF
ESTABLISHING A FLORIDA DEPARTMENT OF HIGHWAY SAFETY AND
MOTOR VEHICLES ("FLHSMV") SERVICE CENTER WITHIN THE CITY OF
MIAMI BEACH; AND FURTHER, THE ADMINISTRATION IS DIRECTED TO
CONDUCT A FEASIBILITY ANALYSIS IN CONSULTATION WITH THE TAX
COLLECTOR'S OFFICE INCLUDING, BUT NOT LIMITED TO, EVALUATING
POTENTIAL LOCATIONS, COSTS, OPERATIONAL REQUIREMENTS, AND
PROJECTED BENEFITS OF SUCH A FACILITY.
WHEREAS, the City of Miami Beach is committed to enhancing the quality of life for its
residents by providing convenient access to essential government services; and
WHEREAS, the Florida Department of Highway Safety and Motor Vehicles ("FLHSMV") is
the Florida agency tasked with providing vital services, including driver license issuance, vehicle
registration, and title transactions, which are frequently utilized by Miami Beach residents and
visitors; and
WHEREAS, as of January of 2025, the State of Florida began the process of transitioning
FLHSMV service centers to fall under the authority of the Miami -Dade County Tax Collector; and
WHEREAS, currently, FLHSMV serves more than 20 million Florida residents and over 100
million visitors to the State each year relating to driver licenses/ID cards and motor vehicle services;
however, there is no service center within the City's jurisdictional limits; and
WHEREAS, although FLHSMV allows certain tasks to be completed online, individuals often
need to go to service centers in person to verify their identity, provide necessary documentation, and
complete procedures that require a physical presence; and
WHEREAS, unfortunately, FLHSMV service centers are often overcrowded, relatively far
away from the City, and not properly staffed, resulting in an inability to schedule timely appointments,
poor customer service, and long wait times; and
WHEREAS, the creation of a FLHSMV service center within the City of Miami Beach will
serve as an invaluable community resource for all residents and visitors, by providing services which
include, but are not limited to: replacing or renewing Drivers Licenses or ID cards; replacing or
renewing registrations for motor vehicles or vessels; updating automobile insurance information;
viewing pending citations; updating emergency contact information; and issuing/renewing disabled
parking placards; and
WHEREAS, the establishment of an FLHSMV service center within the City of Miami Beach
would improve accessibility to these essential services, reduce the need for residents to travel to
other municipalities, and potentially enhance overall operational efficiency; and
WHEREAS, the City Commission believes it is in the public interest to direct the City
Administration to engage in this collaborative effort to better serve the City's residents and visitors.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, hereby directs the City Administration to collaborate
with the newly elected Miami -Dade County Tax Collector, Dariel Fernandez, to explore the viability
of establishing a Florida Department of Highway Safety and Motor Vehicles ("FLHSMV") service
center within the City of Miami Beach; and further, the Administration is directed to conduct a
feasibility analysis in consultation with the Tax Collector's Office including, but not limited to,
evaluating potential locations, costs, operational requirements, and projected benefits of such a
facility.
