95-21854 RESORESOLUTION NO. 95-21854 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROPRIATING $350,000 FROM THE RESORT TAX FUND TO THE GENERAL FUND, WITH WORK ORDERS TO BE ESTABLISHED THEREIN, FOR A CAPITAL PROJECT FUND FOR QUALITY OF LIFE IMPROVEMENTS IN THE NORTH BEACH COMMUNITY. WHEREAS, on July 26, 1995, the Mayor and City Commission approved $350,000 in Quality of Life expenditures from the Resort Tax Fund for the North Beach community; and WHEREAS, it was recommended that the North Beach community select priority improvement projects to receive funding; and WHEREAS, the North Beach Task Force, along with the North Beach Development Corporation, prioritized projects as outlined on. the attached listing. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby appropriate $350,000 from the Resort Tax Fund to the General Fund, with Work Orders to be established therein, for a Capital Project Fund for quality of life improvements in the North Beach Community. BACKGROUND: The City Commission, on July 26, 1995, adopted a three-year Strategic Plan for the North Beach Community. The plan, in one document, identified and organized major financial commitments that would be implemented over a three-year period to help transform the North Beach Community. The plan contained commitments to roadway, park, water and sewer improvements, and to the hiring of police and code enforcement staff. ANALYSIS: A draft of the Strategic Plan was proposed at the North Beach Task Force meeting on August 14, 1995. A significant number of these projects are still in the design and planning phases. Listed below are some of the projects that have commenced: North Beach Streetscape Project Community meetings are being held on park improvements Expanded recreation programs Biscayne Point project Hiring of two Code Compliance Officers AGENDA ITEM_ R l F DATE 12.10-¢15 A full status report implementation of these projects is being prepared and will be distributed to the Commission and North Beach community by January 15, 1996. QUALITY OF LIFE FUNDS' A key element of the City's financial commitment was the allocation of $350,000 in quality of life funds plus an additional $75,000 from CDSG funds to be utilized for projects to be prioritized by the community. The Administration requested North Beach Development to assist in establishing the community's input.. A North Beach Strategic Planning Committee was created, and Mr. Marvin Green was appointed Chairman. The committee included residents from all parts of the North Beach Community, including Biscayne Point, Biscayne Beach, Normandy Isle and Normandy Shores. The attached list of priority projects was arrived at after three meetings of the group on August 14, September 11, and October 18, 1995. CONCLUSION: It is recommended that the Mayor and City Commission approve the attached Resolution and authorize the appropriation of funds in the amount of $350,000 from the Resort Tax Fund for the North Beach community for implementation of the Strategic Plan.
