GRANT PROGRAMS FOR AT-RISK CONDO OWNERS NEEDING TO
COMPLY WITH THE FLORIDA CONDO LAW AS PROPOSED BY SENATE
BILL 554,HOUSE BILL 451,AND SENATE BILL 592;PROVIDING FOR
TRANSMITTAL;AND PROVIDING FOR AN EFFECTIVE DATE.

5 FLORIDA STATE LEGISLATURE IN ITS 2025 LEGISLATIVE
6 SESSION TO DECREASE PROPERTY INSURANCE
7 PREMIUMS FOR HOMEOWNERS AND CONDO OWNERS
8 AND TO PROVIDE GRANT PROGRAMS FOR AT-RISK
9 CONDO OWNERS NEEDING TO COMPLY WITH THE
10 FLORIDA CONDO LAW AS PROPOSED BY SENATE BILL
11 554,HOUSE BILL 451,AND SENATE BILL 592;PROVIDING
12 FOR TRANSMITTAL;AND PROVIDING FOR AN EFFECTIVE
13 DATE.
14 WHEREAS,homeowners and condominium owners in Hallandale Beach and
15 throughout the State of Florida have experienced significant increases in property insurance
16 premiums,placing many at risk of financial hardship and displacement;and
17 WHEREAS,in late September of 2024,over 1400 Hallandale Beach condominium
18 owners,many of whom are owners at the Hemisphere buildings on South Ocean Drive,
19 signed a petition circulated by then Vice Mayor Anabelle Lima-Taub and Mayor Joy Cooper
20 calling on the Broward County Board of Commissioners to form an immediate Condominium
21 Special Assessment Program similar to Miami-Dade County's residential financial relief
22 programs for owners whose condominiums are their primary residence;and
23 WHEREAS,to date,financial relief programs for owners whose condominium
24 owners are their primary residence have not been implemented,nor has the Broward
25 County Board of Commissioners acknowledged the dire needs many property owners face;
26 and
27 WHEREAS,Hallandale Beach is home to a substantial number of retirees and
28 residents on fixed incomes,including elderly homeowners and condominium owners who
29 are struggling to keep up with skyrocketing insurance costs;and
30 WHEREAS,many condominium owners in Hallandale Beach,particularly those
31 living in older buildings,are facing additional financial burdens due to mandatory
32 compliance with Florida condominium safety and structural integrity laws;and

33 WHEREAS,single-family homeowners in Hallandale Beach are experiencing
34 significant financial strain due to the continuous rise in property insurance premiums,
35 making homeownership increasingly unaffordable and placing many long-time residents at
36 risk of financial hardship or displacement;and
37 WHEREAS,Hallandale Beach homeowners,many of whom reside in older single-
38 family homes,face additional challenges in securing affordable insurance coverage due to
39 strict underwriting requirements,outdated property assessments,and the increasing
40 frequency of extreme weather events,necessitating immediate legislative action to provide
41 relief and long-term stability;and
42 WHEREAS,without legislative intervention,an increasing number of property
43 owners,particularly seniors and low-income residents,face the imminent risk of losing their
44 homes due to the inability to afford rising insurance premiums and compliance costs;and
45 WHEREAS,the City of Hallandale Beach Commission recognizes the urgent need
46 for relief measures,including legislative action to decrease property insurance premiums
47 and establish grant programs to assist at-risk condominium owners in meeting compliance
48 requirements without undue financial hardship;and
49 WHEREAS,the Florida State Legislature has the ability and responsibility to
50 implement reforms that protect residents,preserve homeownership,and maintain the
51 stability of communities across the state;and
52 WHEREAS,the City of Hallandale Beach Commission commends the efforts of
53 Florida State Senator Gaetz and State Representative Andrade for sponsoring,
54 respectively,SB 554 and HB 451,which aims to enact legislative measures to reduce rising
55 costs of insurance premiums and to improving the state's claims process and increasing
56 rate transparency,and hereby urges the Florida Legislature to pass both bills;and
57 WHEREAS,the City of Hallandale Beach Commission commends the efforts of
58 Florida State Senator Tom Leek for sponsoring SB 592 which would create and establish
59 the My Safe Florida Condominium Pilot Program within the Department of Financial
60 Services,revising the approval requirements to receive a mitigation grant,and hereby urges
61 the Florida Legislature to pass both bills.

62 NOW,THEREFORE,BE IT RESOLVED BY THE CITY COMMISSION OF HALLANDALE
63 BEACH,FLORIDA:
64 SECTION 1.The City Commission of Hallandale Beach strongly urges the Florida
65 State Legislature in its 2025 legislative session to take immediate action to decrease
66 property insurance premiums for homeowners and condominium owners in Florida.
67 SECTION 2.The City Commission further implores the Florida State Legislature to
68 establish grant programs specifically designed to assist at-risk condominium owners,
69 particularly those on fixed incomes,in meeting the financial requirements of compliance
70 with the Florida condominium laws.
71 SECTION 3.The City Clerk is directed to transmit a copy of this Resolution to the
72 Florida Governor,the President of the Florida Senate,the Speaker of the Florida House of
73 Representatives,Senator Gaetz,Senator Leek,Representative Andrade,the Broward
74 County Board of Commissioners and registered Hallandale Beach Condominium
75 Associations.
76 SECTION 4.The City Commission supports the adoption of SB 554,HB 451,and
77 SB 592,sponsored by Senators Gaetz and Leek,and Rep.Andrade.
