TO: Mayor Neisen O. Kasdin and
Members of the City Commission

SUBJECT: SOUTH POINTE STREETSCAPE
On September 23, 1998, the City Commission and RDA Board appropriated $3.8 million to
implement the South Pointe Streetscape, as prioritized.
An RFQ was issued on November 25, 1998, seeking proposals to prepare a master plan including
design, construction and bid documents and to assist in the construction bidding and administration
ofthe South Pointe Streetscape project. The scope of work will address the priority list including
undergrounding utility components. The priority streetscape projects include First Street from
Ocean Drive to W ashington Avenue, Third Street from Ocean Drive to Michigan Avenue including
the Mosaic Plaza, Washington Avenue from South Pointe Drive to Fifth Street, Jefferson Avenue
from Second Street to Fifth Street and Euclid Avenue from Third Street to Fifth Street. A total of
383 notices were sent out which generated 35 requests for RFQs. Responses from qualified
proposers are due on December 30, 1998.
Please note that W ashington Avenue improvements from Fifth Street to Sixth Street are included
in the streetscape plan prepared by Savino and Miller, and included in the Washington Avenue
Streetscape Plan appropriation approved by the City Commission on December 16, 1998.
The Duany Plater-Zyberk plan will serve as a basis for the South Pointe Master Plan and the project
will be phased based upon available funding. The master plan will serve as the coordinating
