AN ORDINANCE OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH,FLORIDA,AMENDING CHAPTER 2 OF THE
MIAMI BEACH CITY CODE,ENTITLED "ADMINISTRATION,"BY
AMENDING ARTICLE Ill,ENTITLED "AGENCIES,BOARDS AND
COMMITTEES,"BY AMENDING DIVISION 14,ENTITLED "NEXT
GENERATION COUNCIL,"BY AMENDING SECTION 2-176,ENTITLED
"ESTABLISHED;PURPOSE,"SECTION 2-177,ENTITLED "POWERS
AND DUTIES,"AND SECTION 2-178,ENTITLED
"COMPOSITION,"TO REVISE THE REQUIREMENTS FOR SERVICE
ON THE NEXT GENERATION COUNCIL;AND,PROVIDING FOR
REPEALER,SEVERABILITY,CODIFICATION,AND AN EFFECTIVE
DATE.
WHEREAS,the original purpose of the Next Generation Council ("NGC")was to provide
young people between the ages of 18 and 36 in Miami Beach with a vehicle to participate in City
government,represent and articulate the needs of the City's next generation,provide
recommendations to the Mayor and City Commissioners on issues and programs affecting the
18-to 36-year old population in the City,and to recommend strategies to attract and retain such
persons in the City and to assist persons between the ages of 18 and 36 with,among other
things,housing,career,and transportation opportunities or incentives;and
WHEREAS,the NGC has experienced difficulty maintaining a full roster of qualified
members;and
WHEREAS,the Mayor and City Commission directed the City Administration in May of
2024 to ensure the continuation of the NGC;and
WHEREAS,the NGC now has 8 of 11 positions filled,but the City Commission has
experienced difficulty recruiting new members within the current age limitations;and
WHEREAS,even with its limited membership,the NGC has met monthly;and
WHEREAS,the Mayor and City Commission desire to raise the age limit for
membership on the NGC from 36 to 40 and increase the term of members from one to two
years,in order to recruit and retain qualified members;and desires to allow the NGC to meet as
often as it deems productive.
NOW,THEREFORE,BE IT ORDAINED BY THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH,FLORIDA:
SECTION 1.Sections 2-176,2-177,and 2-178,of Division 14,of Article Ill,of Chapter 2 of the
City Code,are hereby amended as follows:

Sec.2-176.-Established;purpose.
There is hereby created the next generation council which is an advisory board of the city.The
purpose of the next generation council is to provide persons between the ages of 18 and 36 40
in Miami Beach with a vehicle to participate in city government,represent and articulate the
needs of the city's next generation,provide recommendations to the mayor and city
commissioners on issues and programs affecting the 18-to 36 40-year old population in the city,
and to recommend strategies to attract and retain such persons in the city and to assist persons
between the ages of 18 and 36 40 with,among other things,housing,career,and transportation
opportunities or incentives.
Sec.2-177.-Powers and duties.
The next generation council shall have the following powers and duties:

Serve in an advisory capacity to the mayor and city commission concerning
issues and programs affecting the city's 18-to 36 40-year old population with
regard to,among other things,housing,career opportunities,and transportation;
Foster increased involvement by the city's 18-to 36-40 year-old population in the
affairs of city government;
Research,discuss,and formulate recommendations on issues,activities,and
concerns of persons 18 to 36 40 years old in the city;
Comment upon existing or proposed legislation,ordinances,resolutions,and
policies that impact persons 18 to 36 40 years old in the city;
Meet no more than once quarterly on a schedule deemed appropriate and
productive by a majority vote of the current members,which schedule may be
adjusted from time-to-time as the committee deems prudent.
Sec.2-178.Composition.

(b)Members must be 18 years through 36 4 years of age at the time of appointment,must
have proven involvement in Miami Beach or South Florida community-based
organizations,and must demonstrate a high degree of interest in or have a background
in community-based activity in one of the following areas:transportation,sea level rise,
affordable housing,entrepreneurship,or technology.Council members shall be selected
as follows:
(1)Seven at-large appointments shall be made by the mayor and city commission.
(2)Three additional at-large appointments shall be made by the mayor and city
commission as follows:
a.One member must be a business owner in the city;
b.One member must be a licensed and actively practicing in the field of real
estate;
c.One member must be a licensed and actively practicing in the field of
architecture or engineering;
(3)A member of the Millennial Action Council of the Miami Beach Chamber of
Commerce shall be selected by the chamber's executive board of governors.
(c)The term of office for each member shall be one year two years.Members may be
appointed for one subsequent one two-year term;provided,however,that no member
shall serve on or after his/her 37th 41°birthday.In addition,board member terms shall
automatically expire upon the latter of December 31 of the year the appointing city
commission member leaves office or upon the appointment/election of the successor city
commission member.

SECTION 2.CODIFICATION
It is the intention of the Mayor and City Commission of the City of Miami Beach,and it is
hereby ordained that the provisions of this ordinance shall become and be made part of the
Miami Beach City Code.The sections of this ordinance may be renumbered or relettered to
accomplish such intention,and the word "ordinance"may be changed to "section,""article,"or
other appropriate word.
SECTION 3.REPEALER
All ordinances or parts of ordinances in conflict herewith be and the same are hereby
repealed.
SECTION 4.SEVERABILITY
If any section,subsection,clause or provision of this Ordinance is held invalid,the
remainder shall not be affected by such invalidity.
SECTION 5.EFFECTIVE DATE.
This Ordinance shall take effect 10 days after passage.

The attached Ordinance is submitted for the consideration of the Mayor and City Commission on
first reading by the sponsor,Commissioner Joseph Magazine.
The original purpose of the Next Generation Council ("NGC")was to provide young people
between the ages of 18 and 36 in Miami Beach with a vehicle to participate in City government,
represent and articulate the needs of the City's next generation,provide recommendations to the
Mayor and City Commissioners on issues and programs affecting the 18-to 36-year old
population in the City,and to recommend strategies to attract and retain such persons in the City
and to assist persons between the ages of 18 and 36 with,among other things,housing,career,
and transportation opportunities or incentives.
