RECOMMENDATION BACKGROUND/HISTORY ANALYSIS The attached Ordinance is submitted for the consideration of the Mayor and City Commission on first reading by the sponsor,Commissioner Joseph Magazine. The original purpose of the Next Generation Council ("NGC")was to provide young people between the ages of 18 and 36 in Miami Beach with a vehicle to participate in City government, represent and articulate the needs of the City's next generation, provide recommendations to the Mayor and City Commissioners on issues and programs affecting the 18-to 36-year old population in the City, and to recommend strategies to attract and retain such persons in the City and to assist persons between the ages of 18 and 36 with, among other things, housing, career, and transportation opportunities or incentives. The NGC has experienced difficulty maintaining a full roster of qualified members and the Mayor and City Commission directed the City Administration in May of 2024 to ensure the continuation of the NGC. The NGC now has 8 of 11 positions filled, but the City Commission has experienced difficulty recruiting new members within the current age limitations. However, even with its limited membership, the NGC has met monthly. If enacted, the proposed Ordinance would raise the age limit for membership on the NGC from 36 to 40 and increase the term of members from one to two years,in order to recruit and retain qualified members;and would allow the NGC to meet as often as it deems productive.
