A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH,FLORIDA,DIRECTING THE CITY
ADMINISTRATION TO ORGANIZE AND PRODUCE AN EXHIBIT
ENTITLED "MIAMI BEACH ART DECO"IN LUMMUS PARK FOR APRIL
2025 TO CELE BRATE THE HISTORICAL SIGNIFICANCE,UNIQUE
AESTHETICS,AND COMMUNITY EFFORTS THAT DEFINE MIAMI
BEACH'S ART DECO HERITAGE,WITH A BUDGET OF $75,000 TO BE
UTILIZED FROM THE CITY'S LARGE SCALE SPECIAL EVENT FUND;
AND FURTHER,ACCEPTING THE CITY MANAGER'S
RECOMMENDATION AND WAIVING,BY 5/7 OF THE VOTE,THE
COMPETITIVE BID REQUIREMENT UNDER SECTION 2-367(E)OF THE
CITY CODE TO ALLOW EASTERN HARBOUR GROUP,A
LONGSTANDING CITY-APPROVED VENDOR,TO BE THE SOLE
VENDOR FOR THE EXHIBIT,AND AUTHORIZING THE CITY
ADMINISTRATION TO NEGOTIATE AND EXECUTE ANY AND ALL
AGREEMENTS AND DOCUMENTS IN CONNECTION WITH THIS
EXHIBIT.
WHEREAS,Art Deco is one of Miami Beach's top tourist attractions,contributing
significantly to the city's cultural identity and generating substantial revenue for our local
economy;and
WHEREAS,2025 marks the global centennial celebration of Art Deco,
commemorating 100 years since the opening of the Art Deco exhibition in Paris in April
1925;and
WHEREAS,the City of Miami Beach recognizes the importance of celebrating its
Art Deco heritage,which has shaped the City's aesthetic,history,and tourism industry;
and
WHEREAS,the City Administration is hereby directed to organize and produce an
exhibition entitled "Miami Beach Art Deco"in Lummus Park with a budget of $75,000,
which includes production,setup,and promotional expenses,to celebrate the historical
significance,unique aesthetics,and community efforts that define Miami Beach's Art
Deco heritage;and
WHEREAS,the Galeria Ocean Drive,located at Lummus Park at 11th Street and
Ocean Drive,will serve as the location for the exhibition,and the existing WWII-themed
display plates will be replaced with new plates highlighting Miami Beach's Art Deco
history.;and
WHEREAS,the central space of the Galeria will be transformed into an immersive
environment with engaging,social-media-friendly activations to encourage participation
and sharing,complemented by striking photo opportunities with Art Deco-inspired
installations that blend historic motifs with modern design;and
WHEREAS,the "Miami Beach Art Deco"exhibition would not only a celebration of
the past but also a reinvention of how the City engages with its heritage,combining public
art with a forward-thinking social media campaign and marketing to make Art Deco
relevant and captivating for modern audiences;and
WHEREAS,the exhibits planned for the central area,along with other installations,
will be large-format and must be weather-and wind-resistant;and
WHEREAS,Eastern Harbour Group,a vendor with proven expertise in producing
high-quality exhibits,was responsible for the successful fabrication and maintenance of
the WWII exhibits for Veterans Day;and
WHEREAS,the City Manager recommends that the Mayor and City Commission
waive the competitive bid requirement under Section 2-367(e)to allow Eastern Harbour
Group to be the sole vendor for the Miami Beach Art Deco exhibition,ensuring that the
exhibition meets the City's standards for quality and timely delivery;and
WHEREAS,due to their proven reliability and expertise,the Mayor and City
Commission wish to accept the City Manager's recommendation and waive,by 5/7 of the
vote,the competitive bid requirement under Section 2-367(e)of the Code.
NOW,THEREFORE,BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH,FLORIDA,that the Mayor and City
Commission hereby direct the City Administration to organize and produce an exhibit
entitled "Miami Beach Art Deco"in Lummus Park for April 2025 to celebrate the historical
significance,unique aesthetics,and community efforts that define Miami Beach's Art
Deco heritage,with a budget of $75,000 to be utilized from the City's Large Scale Special
Event Fund;and further,accept the City Manager's recommendation and waive,by 5/7
of the vote,the competitive bid requirements under Section 2-367(e)of the City Code to
allow Eastern Harbour Group,a longstanding City-approved vendor,to be the sole vendor
for the Exhibit,and authorize the City Administration to negotiate and execute any and all
agreements and documents in connection with this Exhibit.
