Resolution 2025-33517RESOLUTION NO.2025-33517 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH,FLORIDA,APPROVING AND AUTHORIZING (AND,AS TO CERTAIN AGREEMENTS,RETROACTIVELY APPROVING AND AUTHORIZING)THE CITY MANAGER,OR HIS DESIGN EE,TO APPLY FOR, AND ACCEPT FUNDING,EXECUTE ANY AND ALL DOCUMENTS OR AGREEMENTS,AND APPROPRIATE FUNDING RECEIVED BY THE CITY OF MIAMI BEACH IN CONNECTION WITH THE FOLLOWING GRANTS, PROGRAMS,AND AGREEMENTS:1)FLORIDA DEPARTMENT OF HEALTH, EMERGENCY MEDICAL SERVICES (EMS)MATCHING GRANT;IN THE APPROXIMATE AMOUNT OF $84,000;2)LIFE TIME FOUNDATION,KIDS RUN MIAMI GRANT PROGRAM,IN THE APPROXIMATE AMOUNT OF $1,600;AND 3)U.S.DEPARTMENT OF HOMELAND SECURITY THROUGH THE UNITED WAY OF MIAMI-DADE COUNTY,EMERGENCY FOOD AND SHELTER PROGRAM (EFSP)PHASE 42,IN THE APPROXIMATE AMOUNT OF $35,000. WHEREAS,the Administration applies for grants and external funding from outside organizations;and WHEREAS,the Administration requests approval to apply for a grant in the approximate amount of $84,000 from Florida Department of Health,Emergency Medical Services (EMS) Matching Grant Program,the details of which are set forth in the Commission Memorandum accompanying this Resolution;and WHEREAS,the Administration requests approval to apply for a grant in the approximate amount of $1,600 from Life Time Foundation,Kids Run Miami Program,the details of which are set forth in the Commission Memorandum accompanying this Resolution;and WHEREAS,the Administration requests approval to apply for a grant in the approximate amount of $35,000 from U.S.Department of Homeland Security through the United Way of Miami- Dade County,Emergency Food and Shelter Program (EFSP)Phase 42,the details of which are set forth in the Commission Memorandum accompanying this Resolution. RECOMMENDATION Adopt the Resolution. BACKGROUND/HISTORY The City of Miami Beach applies for various grants and funding allocations from external agencies and organizations.Information regarding the projects and funding sources is included in the Analysis section of this Agenda Item. ANALYSIS 1.Florida Department of Health,Emergency Medical Services (EMS)Matching Grant Program, in the approximate amount f $84,000 for power stretchers. Section 401.113,Florida Statutes,gives authority to the Florida Department of Health to dispense funds contained in the Emergency Medical Services (EMS)Trust Fund via matching grants. These grants are for conducting research,increasing existing levels of emergency medical services,evaluation,community education,injury-prevention programs,and training in cardiopulmonary resuscitation and other lifesaving and first aid techniques. The City administration is applying for a grant to purchase two (2)Stryker power stretchers.The new Stryker power stretchers would be an equipment upgrade,replacing existing FERNO stretchers that have defects and have proven to be unreliable.The City is providing matching funds in the approximate amount of $23,000 from account number 011-1220-000343-19-401- 505-00-00-00. 2.Life Time Foundation,Kids Run Miami Program,in the approximate amount of $1,600 for after school programs. Page 434 of 1310 Complimentary to Miami-Dade County schools and youth organizations,the Life Time Kids Run Miami program aims to help reduce the health risks and conditions that kids face today by promoting physical education and an active lifestyle through running.Youth participants begin the program running one mile a week and gradually increase their running regimen over time with the opportunity to run together in a safe setting on the same course used by 18,000 marathon and half marathon runners. The City administration is applying for a grant to implement the Kids Run Miami Program at after school programs,located in North Shore Park and Youth Center,Scott Rakow Youth Center, Muss Park,and Flamingo Park.The grant will fund equipment,nutritious snacks,and educational materials.There are no matching funds required. 3.U.S.Department of Homeland Security through the United Way of Miami-Dade County, Emergency Food and Shelter Program (EFSP)Phase 42,in the approximate amount 0f $35,000 for homeless outreach services. The Emergency Food and Shelter Program (EFSP)was created in 1983 to supplement and expand the work of local social service agencies,both nonprofit and governmental,to help people with economic emergencies.EFSP funds must be used to supplement feeding,sheltering, rent/mortgage and utility assistance efforts. The City administration is applying for a grant to assist the Office of Housing and Community Services'homeless outreach efforts in providing rent,mortgage,utility,and mass shelter assistance to disadvantaged community members.There are no matching funds required.
