SUBJECT: Analysis of Potential Northbound Left Turn Restrictions at Certain Intersections
on Alton Road to Deter Cut-Through Traffic on Lower North Bay Road During
Weekday Afternoon Peak Hours
The purpose of this Letter to Commission (L TC) is to inform the Mayor and City Commission ("City
Commission") that, after further review of the data collected, the City Administration
("Administration") is recommending not to proceed with the concept plan or a potential pilot
program consisting of restricting left turns at certain intersections along northbound Alton Road
during weekday afternoon peak periods given the anticipated marginal benefits associated with
such restrictions.
Some residents of North Bay Road have expressed concerns with the volume of traffic causing
back-ups along North Bay Road, a local residential street, during the afternoon peak periods,
preventing residents from entering and exiting their driveways and affecting their quality of life.
In response to these concerns, in April 2024, the Transportation and Mobility Department
collected traffic data and vehicular turning movement counts at 17 non-signalized intersections
along Alton Road between 20 Street and 63 Street to evaluate the potential for restricting
northbound left turns at certain intersections to deter cut-through traffic on North Bay Road during
weekday afternoon peak hours. For Upper North Bay Road (from 44 Street to 63 Street), the
number of vehicles making left turns from northbound Alton Road to access North Bay Road was
minimal during the weekday afternoon peak hours, thus left turn restrictions were not considered
for this segment. For Lower North Bay Road (from 20 Street to Chase Avenue), the following
three (3) non-signalized intersections were preliminarily evaluated for potential northbound left
turn restrictions:
( 1 ) Alton Road and 21 Street
(2)Alton Road and 23 Street
(3)Alton Road and 27 Street
Based on the data collected, a total of 52 vehicles traveling northbound along Alton Road made
left turns (either onto 21 Street, 23 Street, or 27 Street) to access North Bay Road during the
weekday afternoon peak hour. It is important to note that most of the traffic on Lower North Bay
Road during the weekday afternoon peak period enters North Bay Road via the two (2) signalized
