RESOLUTION NO.
A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, CONSENTING TO THE APPOINTMENT OF STEVEN
ANTHONY,AS THE ECONOMIC DEVELOPMENT DIRECTOR OF THE CITY OF
MIAMI BEACH.
WHEREAS, the City Manager has appointed Steven Anthony, as the Economic
Development Director for the City of Miami Beach {the "City"), effective on or around May 19,
2025; and
WHEREAS, Mr. Anthony has over 18 years success across the banking, economic
development & finance sectors, including seven (7) years of executive-level economic
development experience, eleven (11)years of experience as a strategic leader in entrepreneurial
enterprises, and four(4) years of progressively responsible experience in banking; and
WHEREAS, Mr. Anthony has served as Vice President of Business Development at
Economic Development Corporation of Kansas City, winning new business development projects
totaling over $3 Billion in capital investments, and producing almost 5000 jobs that average
$76,000 in wages within the first 3 years, including the attraction of Meta & Google to Kansas
City, MO; and
WHEREAS, Mr. Anthony served as a Senior Economic Development Manager at Pepco
Holdings jurisdictions, which consist of Washington DC, Maryland, Delaware & Southern New
Jersey, to attract and retain businesses and generate new revenue streams; and
WHEREAS, Mr. Anthony served as a Business Advisor to the Washington Area
Community Investment Fund; providing programs for underrepresented entrepreneurs to
accelerate business growth, access and obtain capital, and pursue government contracting; and
conducting research around business trends in underrepresented communities; and
WHEREAS, since 2014, Mr. Anthony has served as the Chairman of Anthony Global
Holdings, a private equity firm; and
WHEREAS, Mr. Anthony's broad area of expertise includes financial management and
analysis, strategy, economic development and policy; and
WHEREAS, Mr.Anthony holds a holds a Master of Real Estate degree from Georgetown
University, awarded in May of 2017; and
WHEREAS, Mr. Anthony was awarded a Bachelor of Arts in Business Administration
degree from Dillard University in New Orleans in May of 2007; and
WHEREAS, Mr. Anthony holds a Certified Banking & Credit Analyst (CBCA) certificate;
and
WHEREAS, Mr. Anthony's awards include the 2018 Dillard University 40 under 40, the
2023 DCI Top 40 under 40 in Economic Development, and the Kansas City Tomorrow Class 45
Alumni; and

WHEREAS, pursuant to Section 4.02(b) of the City Charter, the City Manager has the
power to appoint the directors of City departments working within the City administration with the
consent of the City Commission; and
WHEREAS,the Mayor and City Commission wish to consent to the appointment of Steven
Anthony as the Economic Development Director for the City of Miami Beach, Florida.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH,FLORIDA,that the Mayor and City Commission
hereby consent to the appointment of Steven Anthony as the Economic Development Director for
the City of Miami Beach.

TITLE: A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, CONSENTING TO THE APPOINTMENT OF STEVEN
ANTHONY, AS THE ECONOMIC DEVELOPMENT DIRECTOR OF THE CITY OF
MIAMI BEACH.
RECOMMENDATION
Pursuant to the requirements of Article IV, Section 4.02 of the City Charter, it is recommended
that the Mayor and the City Commission adopt the attached resolution consenting to the
appointment of Steven Anthony as the Economic Development Director for the City of Miami
Beach.
BACKGROUND/HISTORY
Steven Anthony is an accomplished Senior Economic Development Executive, Finance
Professional and Board Member, with more than 18 years success across the banking, economic
development & finance sectors. Mr. Anthony has leveraged extensive experience helping
companies and communities realize their potential by identifying economic development
opportunities to grow and expand the tax base. His broad area of expertise includes financial
management & analysis, strategy, economic development & policy.
Mr. Anthony most recently led the Business Development department of the Economic
Development Corp of Kansas City to generate and close economic development projects. He
maintains expertise in the application of federal, state and county economic development
programs while having won multiple new business development projects within the almost 4 years
in the role totaling almost 5000 new jobs that average $72,000 a year and over $3 billion in new
capital investments for Kansas City, Missouri.
He previously served as the Senior Economic Development Manager for Pepco Holdings in
Washington DC where he created the management model of economic development for the utility
company and led the economic development efforts for their 3 operating companies within the
jurisdictions of Washington DC, Delaware, Maryland and southern New Jersey to attract and
retain large businesses as well as generate new revenue streams.
Mr. Anthony has also served a liaison with state, local and county officials regarding issues of
economic concern, development proposals & projects. He has been featured as a guest speaker
for numerous events on economic development, small business development and affordable
housing.
Steven Anthony holds a Master of Real Estate degree from Georgetown University and Bachelor
of Arts in Business Administration degree from Dillard University in New Orleans. Mr. Anthony
also holds a Certified Banking & Credit Analyst (CBCA) certificate. He most recently held board
positions with the Central City Economic Development Sales Tax Board of Kansas City where he

was appointed chairman of the board by the Mayor of Kansas City, MO in December of 2023 and
was the Board Chair for DeLaSalle Education Center charter school. His awards include the 2018
Dillard University 40 under 40, the 2023 DCI Top 40 under 40 in Economic Development, and the
Kansas City Tomorrow Class 45 Alumni.
ANALYSIS
Steven Anthony is recommended for appointment as the most qualified candidate for the position
of Economic Development Director. I believe that his significant experience in the field and his
dynamic leadership will assist the very talented group of individuals in the Economic Development
Department to improve all economic development services in our city. Mr. Anthony has the
knowledge and experience to help companies and neighborhoods in the City of Miami Beach
realize their potential by identifying economic development opportunities for their continued
improvement. I look forward to seeing the economic development of Miami Beach thrive with Mr.
Anthony as the Director of Economic Development.
