A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, DIRECTING THE ADMINISTRATION TO TAKE ALL
NECESSARY STEPS TO IMPLEMENT LIGHTING AND—SIDEWALK
IMPROVEMENTS ON COLLINS AVENUE BETWEEN 63RDSTREET AND 87TH
TERRACE CONSISTENT WITH THE DESIGN TO BE USED ON OCEAN DRIVE,
AS PART OF THE ONGOING EFFORTS TO ENHANCE PUBLIC SPACES,
SAFETY, AND AESTHETICS IN MIAMI BEACH; AND FURTHER, DIRECTING
THE ADMINISTRATION TO MAKE THIS PROJECT A PRIORITY DURING THE
FY 2026 BUDGET PROCESS AND TO IDENTIFY ALL POSSIBLE SOURCES
OF FUNDS, INCLUDING ANY GRANTS AS WELL AS NORTH BEACH
COMMUNITY REDEVELOPMENT AGENCY TRUST FUND REVENUES, THAT
MAY BE AVAILABLE FOR THE IMPLEMENTATION OF THIS PROJECT.
WHEREAS, Collins Avenue, a major thoroughfare in the City of Miami Beach, plays a
significant role in the City's tourism and economic activity, connecting various neighborhoods and
providing access to the beach, cultural attractions, and businesses; and
WHEREAS, the City of Miami Beach is committed to enhancing its public spaces and
improving the experience for residents, visitors, and businesses by investing in infrastructure
improvements that create pedestrian-friendly, accessible, and aesthetically pleasing
environments; and
WHEREAS, the City of Miami Beach has already made significant progress in the design
and planning of lighting and sidewalk improvements as part of the voter-approved General
Obligation (G.O.) Bond Ocean Drive Corridor Improvement Project, which aims to revitalize the
Ocean Drive area through improved streetscapes, lighting, and public amenities; and •
WHEREAS, Collins Avenue, like Ocean Drive, is a vital part of Miami Beach's iconic
streetscape and requires similar attention to improve lighting and sidewalks, enhance pedestrian
safety, and foster an inviting atmosphere for residents and visitors; and
WHEREAS, the design for lighting and sidewalk improvements on Ocean Drive is
pedestrian-focused, emphasizing safety, accessibility, and aesthetic appeal, and should serve as
the basis for similar improvements on Collins Avenue; and
WHEREAS, on December 11, 2024, the City Commission adopted Resolution No. 2024-
33435, sponsored by Commission Kristen Rosen Gonzalez, to direct the Administration to
implement lighting and sidewalk improvements similar to those being planned for the Ocean Drive
Corridor Improvement Project on Collins Avenue between 5th Street and 15th Street; and
WHEREAS, the City Commission desires to direct the Administration to pursue similar
lighting and sidewalk improvements for Collins Avenue between 63rd Street and 87th Terrace,
utilizing the same design concepts to ensure consistency and improve the pedestrian experience
along this important corridor; and
WHEREAS, as Collins Avenue is a State Road, the proposed lighting and sidewalk
improvements will require coordination with and approval from the Florida Department of
Transportation (FDOT); and
WHEREAS, the City Administration should explore whether any state funding is available
for the proposed improvements, in addition to City funding, to help offset project costs; and
WHEREAS, the City Commission recognizes that implementing these improvements will
require community engagement and input, and may also require approvals from the Historic
Preservation Board and/or Design Review Board as well as the City Commission to ensure the
project aligns with the City's long-term vision and regulatory requirements; and
WHEREAS, the Commission desires to make this project a priority capital project during
the FY 2026 budget process and that the Administration identify all possible sources of funds,
including any grants as well as North Beach Community Redevelopment Agency trust fund
revenues, that may be available for the implementation of this project.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby direct the
City Administration to take all necessary steps to implement lighting and sidewalk improvements
on Collins Avenue between 63rd Street and 87th Terrace, consistent with the design to be used
on Ocean Drive, as part of the ongoing efforts to enhance public spaces, safety, and aesthetics
in Miami Beach; and further, directing the Administration to make this project a priority during the
FY 2026 budget process and to identify all possible sources of funds, including any grants as well
as North Beach Community Redevelopment Agency trust fund revenues, that may be available
for the implementation of this project.
