A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE MOTION OF THE
COMMITTEE FOR QUALITY EDUCATION TO INCLUDE PUBLIC
SCHOOL PARENT TEACHER ASSOCIATIONS (PTAS) AND PRIVATE
SCHOOL EQUIVALENTS IN THE FESTIVAL OF LIGHTS ANCILLARY
MARKETS TO ENABLE FUNDRAISING FOR SCHOOL PROGRAMS
AND APPROVING THE ALLOCATION OF FUNDS TO COVER THE
COST OF TENTS AND PROVIDING $500 IN SEED MONEY FOR EACH
SCHOOL THAT WISHES TO PARTICIPATE, WITH THE TOTAL
AMOUNT NOT TO EXCEED $15,000; AND FURTHER, DIRECTING THE
ADMINISTRATION TO MAKE THIS A PRIORITY DURING THE FY 2026
BUDGET PROCESS.
WHEREAS, on February 3, 2025, at the request of Commissioner Kristen Rosen
Gonzalez, the Mayor and City Commission referred a discussion item to the City's
advisory Committee for Quality Education to evaluate the inclusion of public school Parent
Teacher Associations (PTAs) and private school equivalents in the Festival of Lights
ancillary and festive markets, enabling them to fundraise by selling baked goods, student
artwork, or other items in support of school programs; and
WHEREAS, the Miami Beach Classical Music Festival currently produces the
Festival of Lights celebration on Ocean Drive during the December holidays, fulfilling a
public benefit commitment made to the City in connection with its financing of mapping
projectors and related production equipment; and
WHEREAS, the Festival of Lights attracts significant community attendance and
creates a festive environment that includes festive markets; and
WHEREAS, by inviting local school PTAs and private school equivalents to
participate, the event can provide schools with a high-visibility platform for fundraising to
support educational programs, arts initiatives, and extracurricular activities; and
WHEREAS, at its February 25, 2025, meeting, the Committee for Quality
Education discussed the proposed initiative and unanimously recommended supporting
the inclusion of school PTAs and private school equivalents in the Festival of Lights
markets; and
WHEREAS, in order to facilitate school participation, the City Commission wishes
to allocate funding to cover the cost of tents for participating schools, each estimated to
cost $250, and to provide each school with $500 in seed money to assist with initial
expenses related to their participation; and
WHEREAS, as part of the item, the Mayor and City Commission wish to direct the
City Administration to make this project a priority during the FY 2026 budget process.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby accept the motion of the Committee For Quality Education to include
public school Parent Teacher Associations (PTAs) and private school equivalents in the
Festival Of Lights ancillary markets to enable fundraising for school programs; and
approve the allocation of funds to cover the cost of tents and providing $500 in seed
money for each school that wishes to participate, with the total amount not to exceed
$15,000; and further, direct the Administration to make this a priority during the FY 2026
budget process.
