A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, DIRECTING THE CITY MANAGER
TO WORK WITH THE CHIEF FINANCIAL OFFICER AND DEPARTMENT
HEADS IN IDENTIFYING AREAS FOR THE POSSIBLE
IMPLEMENTATION OF FISCAL RESPONSIBILITY MEASURES THAT
WOULD ALLOW FOR A MORE SUSTAINABLE FINANCIAL
EXPENDITURE TRAJECTORY FOR THE CITY WITHOUT IMPACTING
THE CRITICAL SERVICES PROVIDED TO OUR COMMUNITY AND TO
PRESENT FINDINGS TO THE FINANCE AND ECONOMIC RESILIENCY
COMMITTEE AS PART OF THE DISCUSSION RELATED TO THE CITY'S
COMPREHENSIVE FINANCIAL POLICY.
WHEREAS, Miami-Dade County Mayor Danielle Levine Cava has recently
directed each department within the County to produce 10 percent(10%) potential budget
reduction scenarios, as part of an effort to address budgetary pressures and promote
fiscal responsibility; and
WHEREAS, as part of these measures, the County has implemented a temporary
pause on various personnel actions, effective immediately, which include a pause on filing
vacancies (with due exceptions), a pause on all reclassifications and regrades,
suspension of annual merit increases for Assistant Directors and above, a pause on
special salary adjustments for non-bargaining employees, and a pause on all non-
essential travel requests; and
WHEREAS, Miami Beach, like Miami-Dade County, is facing its own budgetary
challenges, including new union contracts and a new constitutional officer of the County
exercising his constitutional funding authority, which may result in a $7 million annual
budget impact; and
WHEREAS, Miami Beach's General Fund expenditures have grown at an
unsustainable rate, increasing from $280 million in 2015 to $456 million in 2025, a 62%
growth over a 10-year period, far outpacing the consumer price index, even as the City
has experienced a population decline; and
WHEREAS, the City's overall operating budget has grown from $510.9 million in
fiscal year 2015 to $872.4 million in fiscal year 2025; and
WHEREAS, the City of Miami Beach recognizes that, as a government, our
primary ability to generate revenue comes through fees and taxes, much of which is borne
by our residents; and
WHEREAS, the Mayor and City Commission acknowledge that as elected officials,
their most important responsibility is to ensure the proper stewardship of taxpayer money
while providing critical public services to our community; and
WHEREAS, the City of Miami Beach must evaluate its operating expenditures to
ensure sustainable growth that does not place undue financial burden on its residents or
jeopardize the provision of essential public services.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby direct the City Manager to work with the Chief Financial Officer and
department heads in identifying areas for the possible implementation of fiscal
responsibility measures that would allow for a more sustainable financial expenditure
trajectory for the City without impacting the critical services provided to our community
and to present findings to the Finance and Economic Resiliency Committee as part of the
discussion related to the City's comprehensive financial policy.
