Attachment E-5 Resolution for Assistance 2025, $6,000,000 S" 5(01_ ATTACHMENT E-5 RESOLUTION FOR ASSISTANCE 2025 UNDER THE FLORIDA INLAND NAVIGATION DISTRICT WATERWAYS ASSISTANCE PROGRAM WHEREAS,THE City of Miami Beach is interested in carrying out the (Name of Agency) following described project for the enjoyment of the citizenry of City of Miami Beach and the State or Florida: Project Title: Fifth Street Pedestrian Bridge Baywalk Link Total Estimated Cost: $6,000,000.00 Brief Description of Project: The construction of the Fifth Street Pedestrian Bridge Baywalk Link to enhance pedestrian access and connectivity, with activities set to begin after October 1st,2025. AND, Florida Inland Navigation District financial assistance is required for the program mentioned above, NOW THEREFORE, be it resolved by the City of Miami Beach (Name of Agency) that the project described above be authorized, AND, be it further resolved that said City of Miami Beach (Name of Agency) make application to the Florida Inland Navigation District in the amount of 50 %of the actual cost of the project in behalf of said City of Miami Beach (Name of Agency) AND,be it further resolved by the City of Miami Beach (Name of Agency) that it certifies to the following: I. That it will accept the terms and conditions set forth in FIND Rule 66B-2 F.A.C.and which will be a part of the Project Agreement for any assistance awarded under the attached proposal. 2. That it is in complete accord with the attached proposal and that it will carry out the Program in the manner described in the proposal and any plans and specifications attached thereto unless prior approval for any change has been received from the District. 3. That it has the ability and intention to finance its share of the cost of the project and that the project will be operated and maintained at the expense of said City of Miami Beach for public use. RECOMMENDATION Adopt the Resolution. BACKGROUND/HISTORY The City of Miami Beach applies for various grants and funding allocations from external agencies and organizations. Information regarding the projects and funding sources is included in the Analysis section of this Agenda Item. ANALYSIS 1. Florida Inland Navigation District(FIND), Waterways Assistance Program, in the approximate amount of$3,082,000 for three(3) proiects. The Waterway Assistance Program is a grant program established by the Florida Legislature and the Florida Inland Navigation District (FIND)for the purpose of financially cooperating with local governments to increase public access associated with the Atlantic Intracoastal Waterway and associated waterways within the District. The City administration is applying for three (3) grants in the approximate combined amount of $3,082,000. The three(3)grant applications are described below. Night Vision and Sonar for Fire Boat: The City administration is applying for a grant in the approximate amount of$22,000 to purchase night vision and sonar equipment for Fire Boat 4. The equipment will refit the boat with modem technology that will allow the Miami Beach Fire Department to navigate firefighting and rescue operations on the waterways under various difficult conditions. The City is providing matching funds in the approximate amount of $22,000 from account number 011-1240-000325-19-401- 598-00-00-00-. Derelict Vessel Removal: The City administration is applying for a grant in the approximate amount of $60,000 to remove sixteen (16) derelict vessels located in Miami Beach waterways. The removal of these vessels will eliminate navigational hazards, increase boater access, and improve the health of the surrounding marine environment.The City is providing matching funds in the approximate amount of$60,000 from account number 011-1120-000312-20-401-595-00-00-00-. 5th Street Pedestrian Bridge Baywalk Link: The City administration is applying for a grant in the approximate amount of$3 Million to fund a portion of the 5th Street Pedestrian Bridge project. The grant would be for construction activities that take place after October 1st, 2025. The City is providing matching funds in the approximate amount of$3 Million from account number 391-0820-069357-26-410-522-00-00-00-21819. To submit these applications, FIND requires the City of Miami Beach to execute the attached FIND Resolutions,which indicate that: A. the City will accept the terms and conditions set forth in the FIND Rule 66B-2 F.A.C.which will be made part of the Project Agreement; B. the City will carry out the project in the manner described in the proposal and any plans and specifications attached thereto unless prior approval for change has been received by the District; C. the City has the ability and intention to finance its share of the project and that the project will be operated and maintained at the expense of the City; D. the City will not discriminate against any person and will comply with the terms of Title VI of the Civil Rights Act; E. the City will maintain adequate financial records; and F. the City will make available to FIND, if requested, a post-audit of expenses incurred on the project prior to, or in conjunction with, request for the final 10% of the funding agreed to by FIND. 2. Florida Department of Transportation (FDOT). Highway Traffic Safety Subgrant Program, in the approximate amount of$375,000 for five (5)projects. The Florida Department of Transportation (FDOT)State Safety Office awards subgrants to traffic safety partners that undertake priority area programs and activities to improve traffic safety and eliminate crashes, serious injuries, and fatalities. The City administration is applying for five (5) grants in the approximate combined amount of $375,000. The five (5) grant applications are described below. Distracted Driving Initiative: The City administration is applying for a grant in the approximate amount of$75,000 to combat distracted driving.The funding will enable the Miami Beach Police Department(MBPD)to conduct distracted driving enforcement activities and related overtime operations. No matching funds are required. Impaired Driving Initiative: The City administration is applying for a grant in the approximate amount of$75,000 to combat impaired driving. The grant will help to fund DUI Saturation Patrols and Checkpoints, and other alcohol and drug impairment safety operations. No matching funds are required. Motorcycle Safety Initiative: The City administration is applying for a grant in the approximate amount of $75,000 to ensure motorcycle safety. The funding will be used to conduct overtime enforcement operations that target motorcyclists and scooter operators. No matching funds are required. Occupant Protection and Child Passenger Safety Initiative: The City administration is applying for a grant in the approximate amount of$75,000 for passenger safety enforcement activities. The MBPD will implement a comprehensive occupant protection program consisting of high visibility enforcement, community outreach and seat belt education. No matching funds are required. Speed and Aggressive Driving Initiative: The City administration is applying for a grant in the approximate amount of$75,000 to combat speeding on Miami Beach roadways.The funding will be used to implement overtime enforcement activities that target speeding and aggressive driving infractions.
