95-21606 Reso 1 RESOLUTION NO. 95-21606 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA AUTHORIZING AND DIRECTING THE EXECUTION AND SUBMISSION OF AN APPLICATION TO THE STATE DEPARTMENT OF AGRICULTURE AND CONSUMER SERVICES FOR FINANCIAL ASSISTANCE TO THE CITY OF MIAMI BEACH FOR TREE PLANTINGS IN THE NORTH BEACH AREA AND AUTHORIZING THE ADMINISTRATION TO APPROPRIATE MATCHING FUNDS FROM ONE OF THE CITY'S SPECIAL FUNDS, IF THE GRANT IS APPROVED. WHEREAS, the State Department of Agriculture and Consumer Services has authorized local municipalities to provide cost-share funds to the State for the purpose of State reforestation efforts; and WHEREAS, the City of Miami Beach desires to participate in this program; and WHEREAS, participation in this grant program would further beautify and thereby improve the quality of life in the community. NOW THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA: 1 . That the Mayor and City Clerk be authorized and directed to make appropriate application to the State of Florida, Department of Agriculture and Consumer Services and execute a grant in the amount available to the City of Miami Beach, under Federal Register, the State of Florida Request for Proposal, Contractual Services Acknowledgement, which provides the criteria for such projects, for the State Fiscal Year 1995-96 . 2 . That all materials and funds necessary to meet the contract obligations of the City and its delegate agencies with the Department shall be appropriated, and said funds will be unexpended and unencumbered and will be available for payment as prescribed in the grant, if awarded. The City shall be responsible for such funds and materials for the local share. 3 . That the Mayor and the City Clerk are further authorized and directed to execute and deliver, for and on behalf of the City of Miami Beach, any required Agreement with the Department of Agriculture and Consumer Services, setting forth the City' s commitment to meet and comply with all the terms of the provisions of such grant, when and if made available . TO: Mayor Seymour Gelber and DATE: Members of the City Commission DUNE 21, 1995 FROM: Jose Garcia-Pedrosa City Manager SUBJECT: A RESOLUTION AUTHORIZING AND DIRECTING THE EXECUTION AND SUBMISSION OF AN APPLICATION TO THE STATE DEPARTMENT OF AGRICULTURE AND CONSUMER AFFAIRS FOR FINANCIAL ASSISTANCE TO THE CITY OF MIAMI BEACH FOR TREE PLANTINGS IN NORTH BEACH AND A RESOLUTION AUTHORIZING TO APPROPRIATE MATCHING FUNDS FROM ONE OF THE CITY' S SPECIAL FUNDING SOURCES, IF THE GRANT IS APPROVED. Administration Recommendation The Administration recommends that the City Commission adopt the attached resolution authorizing the submission of an application to the State of Florida Department of Agricultural and Consumer Services (FDACS) , Division of Forestry in the amount of $20, 000 . 00 for a street tree planting program in North Shore. The grant, if received, will be administered by the City' s Planning, Design and Historic Preservation Division, in conjunction with the Parks, Recreation and Culture Department . Background and Analysis The State of Florida Department of Agriculture and Consumer Services, Division of Forestry has allocated funds for disbursement to local governments for tree planting. Grants are awarded contingent upon the recipient matching the grant funding on a 50/50 basis . These matching funds will be available through one of the City' s special funding sources. The concept of a citywide street tree planting plan is evolving with the efforts of acquiring past Small Business Administration Grants (SBA) , Federal Emergency Management Administration Funds (FEMA) , and the acquisition of trees from a broad Dade County beautification effort . All of this help has netted the city hundreds of trees and has established plantings where median strips and swale areas were once barren. This particular grant application proposes to continue this tree planting momentum into North Shore with the installation of a variety of trees that will help establish different themes on such . AGENDA ITEM DATE (o- G("-1g streets as Fairway Drive, North Shore Drive and Seventy-seventh Street (by Biscayne Elementary School) , to name a few areas . A proposed total of two-hundred and seventy-nine (279) trees are to be planted by October of 1995 . Trees will be supplied through a special cache of mature trees that are at the City' s disposal. Conclusion The Administration recommends that the Mayor and City Commission adopt the attached Resolution authorizing the submission of the grant application.
