95-21608 Reso RESOLUTION NO. 95-21608 A RESOLUTION AUTHORIZING THE SUBMISSION OF AN APPLICATION TO TO THE METROPOLITAN PLANNING ORGANIZATION UNDER THE 1995-96 MUNICIPAL GRANT PROGRAM FOR THE MIAMI BEACH MUNICIPAL MOBILITY PLAN; AUTHORIZING THE MAYOR TO EXECUTE ANY MEMORANDUM OF AGREEMENT FOR THE FUNDS, WHEN AWARDED, AND AUTHORIZING APPROPRIATION OF THE FUNDS, IF NECESSARY. WHEREAS, the City has never had a transportation plan ; and WHEREAS, substantial redevelopment and urban densification are about to occur in Miami Beach and increased demands on certain roadways will follow; and WHEREAS, the City needs to develop a Municipal Mobility Plan (MMP), the quality- of-life planning tool which will help guide the development of transportation and transit projects aimed at reducing congestion and increasing mobility; and WHEREAS, the MMP will also help ensure that transportation projects are proactive and consistent with the City needs; and WHEREAS, the MMP is of utmost importance to Miami Beach's continuing desirability as a residential community and a convention/tourism destination; and WHEREAS, $100,000 in funding is needed to prepare the MMP; and WHEREAS, through the 1995-96 Municipal Grant Program, the Metropolitan Planning Organization (MPO) provides Dade County municipalities the opportunity of competing for transportation planning funds. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA; THAT the Mayor and City Commission authorize the submission of an application to the MPO's 1995-96 Municipal Grant Program for development of the Miami Beach Municipal Mobility Plan; authorize the Mayor and City Clerk to execute the memorandum of agreement for the funds, when awarded, and authorize appropriation of the funds, if necessary. ADMINISTRATION RECOMMENDATION The Administration recommends adoption of the attached resolution which authorizes the submission of a transportation planning grant application to the Metropolitan Planning Organization (MPO). The $100,000 in funding would be used to develop the Miami Beach Municipal Mobility Plan (MMP). BACKGROUND The Administration, the City Transportation and Parking Committee, the Miami Beach Chamber of Commerce Board of Governors and SoBe TMA have been strong advocates for the MMP. Due to the fact that the MPO failed to award four previous grant applications for the purpose, and recognizing the Plan's importance to the future of Miami Beach, the Administration requested that a $100,000 allocation be made in the 1995-96 City Budget for MMP development. The MMP has been endorsed by the Capital Improvements/Finance Committee and the $100,000 allocation recommended by the Budget Advisory Committee. Hoping to eventually refund the City Budget with grant monies, we propose to pursue the MPO source once again. The total grant amount available Countywide is $186,000 to be awarded competitively to the best application(s) submitted by municipalities. AGENDA ITEM C E DATE / _2(' /5 ANALYSIS Miami Beach has never had a transportation plan. Now more than ever, the Municipal Mobility Plan (MMP) is of utmost importance to our City's continuing desirability as a residential community and a convention/tourism destination: Substantial redevelopment and urban densification are about to occur and increased demands on certain roadways will follow. The MMP will do the following for the City: 1 . Guide the development of transportation and transit projects aimed at reducing congestion, increasing mobility, enhancing the quality of life, and protecting the character of residential neighborhoods; and 2. Ensure that transportation projects are proactive and consistent with the City needs; and 3. Be the City's capital planning tool for transportation and transit projects. Federal funding for project construction is obtainable, but only when sufficient technical data is furnished by the applicant municipality to the MPO committees who evaluate, select and prioritize all Dade County candidate projects. CONCLUSION The Administration re-emphasizes the importance of the Municipal Mobility Plan and proposes that the $100,000 allocation for Plan delopment be maintained in the City Budget, to be refunded by whatever grant amount, if awarded. Sincerely, ose Garcia-Pedrosa City Manager Attachments JGP/AJ/aj EXHIBIT A MIAMI BEACH MUNICIPAL MOBILITY PLAN DRAFT SCOPE OF WORK - 6/12/95 Objective: The objective is to develop a Citywide Municipal Mobility Plan for the City of Miami Beach which integrates truck and automobile traffic and parking facilities with a more localized public transit service and a system of bikeways and pedestrian routes to improve mobility, reduce congestion, maintain the safety and viability of neighborhoods and improve the quality of life. Previous Work: The City prepared a Citywide Future Transportation Plan which identified critical areas of concern from a roadway capacity standpoint and has proposed several improvements to enhance Dade Boulevard as a connector between Collins Avenue and Alton Road. ISTEA Enhancement funding has been allocated for the construction of bicycle and pedestrian facilities throughout the City including: * $140,000 for striping and signing for the Miami Beach Bicycle Network (Recreational Routes) scheduled for FY 1995-96, * $1 .3 Million for the Dade Boulevard Bicycle and Pedestrian facility scheduled for FY 1996-97. * $2.3 Million for the North Beach Recreational Corridor of bicycle and pedestrian routes, landscaping and lighting improvements, and dune crossings, scheduled for FY 1999-2000. Dade County is considering the installation of sidewalks and designated bikeways as part of the Venetian Causeway bridges restoration project scheduled for FYs 1995 through 1 998 by the Florida Department of Transportation (FDOT).. The South Beach Transportation Management Association (SoBe TMA) is negotiating with Metro Dade Transit Agency (MDTA) for the revamping of Route W, an existing South Beach circulator whose riders are basically senior citizens Metropolitan Planning Organization (MPO) planning funds have been awarded to study the feasibility of implementing a two-way dedicated busway circling the South Beach area and connecting to Downtown Miami via McArthur Causeway. The Circulator would interconnect parking garages to support the park-and-ride program. Background: The advent of certain land use changes and development plan approvals in the City, along with the opportunities associated with various transportation and parking improvements, require that a comprehensive plan be developed for integrating the various modes of automobiles, trucks, public transit vehicles, parking facilities, bicycle riders and pedestrians. The competing design considerations associated with each mode require a coordinated planning effort to balance their needs. The Miami Beach Municipal Mobility Plan will consider these issues and produce a comprehensive plan that will address local mobility needs and local concerns for neighborhood safety and improved quality of life. The many projects described above need to be coordinated to achieve local objectives for City residents through a plan developed by and implemented by the City. Methodology: The methodology to be used to develop the Miami Beach Municipal Mobility Plan will be traditional route planning using state of the art Geographical Information Systems (GIS) and CADD capabilities. The general task descriptions will include: * Data collection of demand forecasts for each of the modes and a survey of the available right of way to provide the needed facilities. * Establish typical design characteristics including typical sections and other geometric requirements. * Analyze system deficiencies in terms of right of way, infrastructure requirements, rolling stock, and parking/loading needs. * Route planning to identify network layout for roadways, transit lines, bike routes, parking/loading, and "livable community" features such as sidewalks and landscaping. * Identify potential conflict points among the modes in order to create a design which minimizes the impacts of these conflicts. The transportation plan will be presented in map format generated by CADD, using GIS capabilities. The plan's graphical nature will allow decision makers to guide the future development of each of the transportation modes in conjunction with maintaining neighborhood integrity and quality of life. End Products: The results of this planning effort will be a transportation planning document which has as its major elements: * Roadway network developed to provide acceptable levels of service. * Transit element which provides for immediate bus routes within the service area and establishes future strategic opportunities to expand to a higher level transit system. * Transit element which integrates with parking facilities and supports the park-and-ride program. * System of bikeways serving the community in a safe manner with a minimum of conflicts created with motorized vehicles and pedestrians. * Pedestrian network which provides a safe, convenient and attractive sidewalk system. These elements will be integrated into a system which attracts the use of each mode while minimizing the conflicts among them. Traffic demands on certain roadways will increase substantially, especially considering our limited street network and road right-of-way characteristics. On the other hand, urban densification is conducive to implementation of the effective public transit solutions needed on the Beach. Miami Beach has never had a transportation plan. The proposed Municipal Mobility Plan (MMP) will help develop creative means of reducing congestion and increasing mobility; it will also help ensure that transportation projects are proactive and consistent with the needs of our City. The proposed MMP is a quality-of-life planning tool which will aid in the development of needed capital projects. Answers to the MPO Project Evaluation Criteria: 1 . Level of service benefits of the proposed project: - Effective use of public transit and shuttle services - Effective use of parking facilities and park-and-ride option - A Citywide level of service "D" and below - Use of suited but underutilized road(s) by commuter traffic - Reduction of traffic volume at the southern section of Al A/Collins Ave. - Improved traffic flow at the southern section of Alton Road - Improved intersections that facilitate traffic flow - Improved traffic light timing that facilitate flow - Localized, one-way traffic crossing major streets. 2. Impact of mobility/traffic circulation gains: - A public transit and bicycle friendlier Miami Beach - A pedestrian friendlier South Beach (crosswalks/wider sidewalks) - Easier outbound/inbound movement by commuter traffic - Reduced on-street parking clutter and driving in search of parking - More public transit, less private automobiles - South/Mid/North Beach interconnection by localized public transit - Park-and-ride by local and out-of-town drivers - More customers/conventioneers/tourists but less vehicles and parking - More streetscaping - Further protected residential areas. 3. Intermodal nature of proposal: - Public transit interconnecting parking facilities; - Parking facilities supporting the park-and-ride concept; - Public transit interconnecting water taxi stops with City destinations - Revamped and interconnected sidewalk system; - Citywide network of bike routes (recreational and utilitarian); - Transfer facilities between modes of transit/transportation. - M.B. transit interconnecting with Metrorail/Metromover at Flagler Mall. 4. Consistency with MPO's Unified Planning Work Program (UPWP): The Miami Beach MMP supports UPWP-approved activities in all aspects. As an example, its anchor transit and transportation projects are being either funded by UPWP for feasibility study in 1995-96 (South Beach Circulator), or listed as "unfunded priority" in the MPO's Transportation Improvement Program (Dade Boulevard Connector). 5. Consistency with City Comprehensive Plan: As envisioned, the Miami Beach MMP (a planning document) is consistent with the City's Comprehensive Plan. Some of its capital projects are already listed in the Capital Improvements Element (CIE) and new projects will be added as proposed by the MMP to be developed. (mcgrant)
