WHEREAS,on November 19, 1986,the Mayor and City Commission adopted Resolution No. 86- 18677 which established a new fee schedule for the rental and/or use of City of Miami Beach Parks and Recreation Department facilities; and WHEREAS,the City's Garden Center was recently renovated and is now a highly desired location for weddings and other events; and WHEREAS, it is necessary to provide a rental fee for the use of this City facility. BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that effective November 19, 1986, there is hereby established a new fee schedule for the rental and/or use of City of Miami Beach Parks and Recreation Department facilities in accordance with said schedules as are hereby attached and made part thereof. Be it further resolved that Resolutions No. 82-17124; 86-18452; and 86-18463 be and the same is hereby rescinded. INSURANCE REQUIREMENTS(ALL FACILITIES) Lessees are required to provide an Owners, Landloards, and Tenants' Liability policy (premises address must be stated on the policy), or, a General Comprehensive Liability Policy. The Minimum coverage to be provided is $1,000,000 Single Limit for both Bodily Injury and Property Damage per Occurence on either of the above, plus Workers Compensation. The following statement must appear on the certificate and must also be stated on an endorsement and made a part of each policy of insurance: "The City of Miami Beach is an additional insured and this shall be primary coverage to all other coverage the City has for this rental agreement only." When special requirements are necessitated, lessee may be required to provide additional insurance such as, but not limited to products and completed operations. The Parks and Recreation Department must receive the insurance policy and certificate with endorsement, minimum one week prior to the requested date. NOTE: Insurance not required for rental of Picnic Pavilions, or Small Meeting Rooms (maximum 50 persons). SPECIAL NOTE: Rental by City of Miami Beach Employees, employee organizations, (i.e. unions, departments, boards and/or committees, etc.) will be at fifty percent (5096) of rental rate. Any direct costs incurred must be paid by user. ADMINISTRATION RECOMMENDATION: The Administration recommends the amendment of Resolution No. 86-18677 to include rates for rental of the Miami Beach Garden Center. BACKGROUND: The subject resolution addresses the rental rates for various facilities within the Recreation, Culture and Parks Department. The Miami Beach Garden Center is not included in the current rental rates. However,due to its recent renovation, the Garden Center has become a highly desirable location for weddings and other events and is being requested for rental on a more frequent basis. It is therefore requested that Resolution No. 86-18677 be amended to include the Garden Center with the following rental rates established(see comparable facilities included in Exhibit A): Miami Beach Garden Center Rentals(no admission charged): Board Room(meeting room) $125.00 $25 each additional hour Auditorium $250.00 $25 each additional hour Conservatory $250.00 $25 each additional hour Auditorium/Conservatory $500.00 $50 each additional hour Paid admissions usage of entire facility $750.00 $75 each additional hour Rates are charged for events lasting up to four(4)hours: Rates for additional hours are noted. These rental rates do not include staffing, insurance,janitorial or other direct costs which are billed to lessee for facility rentals. The recommended rates are identical to those charged for the 21 st Street Recreation Center which hosts similar type functions. These rates were presented for discussion and subsequent approval to the Recreational Facilities and Parks Advisory Board on June 14, 1995 and to the Garden Center Council on June 15, 1995. Both the Advisory Board the Garden Center Council voted in favor of the recommended rates. CONCLUSION: It is recommended that the Mayor and City Commission amend Resolution No. 86-18677 to include aforementioned rates for rental of the Miami Beach Garden Center.
