A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, ACCEPTING THE DONATION ($11,900
VALUE) OF TWENTY SIMON PERSONAL COMMUNICATORS FROM
BELLSOUTH MOBILITY.
WHEREAS, BellSouth Mobility has implemented the "Simon Hurricane Awareness
Program" to assist local municipalities improve their communications capabilities during the hurricane
season; and
WHEREAS, the requirement of BellSouth Mobility is that the City of Miami Beach activate
such personal communicators with BellSouth Mobility and that assigned users complete two user
surveys at six-month intervals; and
WHEREAS, the City of Miami Beach is desirous of enhancing its hurricane readiness by
accepting the donation from BellSouth Mobility.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the City hereby accepts
the donation of twenty Simon personal communicators from BellSouth Mobility under the conditions
stated above.

COMMUNICATORS FROM BELLSOUTH MOBILITY AS PART OF THEIR HURRICANE
AWARENESS PROGRAM
ADMINISTRATION RECOMMENDATION
The Administration recommends that the City Commission of the City of Miami Beach adopt the
attached Resolution accepting a donation of twenty (20) Simon personal communicators from
BellSouth Mobility as part of their "Hurricane Awareness Program".
BACKGROUND
BellSouth Mobility, the City's cellular telephone service provider, has offered the City twenty (20)
Simon personal communicators as part of their newly implemented "Simon Hurricane Awareness
Program". The City's obligation under this program would be to activate the personal communicators
and for each assigned user to complete two (2) user surveys at six-month intervals. The City would
have no further obligation at the end of the one year period.
ANALYSIS
The Simon personal communicator has the following features: telephone and mobile office (includes
receiving/sending faxes, e-mail, note pad, address book, etc.). The features of Simon will significantly
enhance the City's readiness during hurricane season or other times of significant need.
Bell South would have preferred to activate the personal communicators as a new services($15 per
month plus air time)but has agreed on the "2 for 1" concept where communicators could be activated
under existing services ($9.95 per month). Activating all 20 communicators on the 2 for 1 concept
would be $200 per month. The value of the twenty Simon personal communicators is $11,900.
