95-21638 Reso RESOLUTION 95-21638 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE FURNISHING AND INSTALLATION OF A FIRE SUPPRESSION SYSTEM, TO BE ALLOCATED AS A CHANGE ORDER TO THE BALLET VALET PARKING GARAGE PROJECT; AND APPROPRIATING $193 , 820 FROM THE GULF BREEZE LOAN FUND, SUBJECT TO FINAL REVIEW OF THE ALLOCATION AS A CHANGE ORDER BY THE CITY ATTORNEY'S OFFICE. WHEREAS, the City recognizes the need to alleviate the demand for parking in the South Beach area; and WHEREAS, the Mayor and City Commission have instructed the Parking Department to move forward with the Ballet Valet Parking Garage Project; and WHEREAS, the City of Miami Beach Fire Department has reviewed all applicable fire codes for compliance and has recommended the furnishing and installation of a fire suppression system in the Ballet Valet Parking Garage; and WHEREAS, appropriations are required to cover expenditures associated with the installation of a fire suppression system in the Ballet Valet Parking Garage; and WHEREAS, the appropriation of funds requested herein will allow the Administration to pay for the system. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission approve the appropriation of monies from the Gulf Breeze Loan Fund, in the amount of $193 , 820, to be allocated as a Change Order to the Ballet Valet Parking Garage Project for the furnishing and installation of a fire suppression system. This allocation shall be conditioned upon final review by the City Attorney's Office that same is required as a Change Order. BACKGROUND: On March 30, 1994, the Mayor and City Commission authorized the Administration to finalize negotiations with Ballet Valet to construct a 640 space parking garage located on 7th Street and Collins Avenue. The Parking Department and the GSA Construction Management Division is presently moving forward with this project in order to alleviate the parking shortage in South Beach. The project has undergone all approval processes including a review by the City of Miami Beach Fire Department. The Fire Department has reviewed the Ballet Valet Parking Garage for compliance with all applicable fire codes and is requiring compliance with Florida Statute No. (see attached), which requires all new construction to be equipped with a fire suppression system. All concerned recommended that a fire suppression system be installed in the structure due to this requirement. ANALYSIS: The Administration recommends that the Mayor and City Commission appropriate$193,820 from the Gulf Breeze Loan Fund to furnish and install a fire suppression system in the Ballet Valet Parking Structure. The following is an itemization of all expenses to be incurred by the installation of a fire suppression system as per Project General Contractor,McCarthy: /continued.... The fire suppression system will meet all state statutes for fire protection in new construction.
