A RESOLUTION OF THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH,
FLORIDA DIRECTING THE CITY MANAGER TO
IMPLEMENT A POLICY FOR THE PREPARATION
(INCLUDING ANNUAL REVISIONS WHERE
NEEDED) OF CITY DEPARTMENT POLICY
MANUALS.
WHEREAS, policy manuals have proven effective in establishing a daily guideline for intra-
office activities and responsibilities; and
WHEREAS, in order to provide a more efficiently run City Government, implementation of a
procedure requiring policy manuals for all City departments is believed to be necessary; and
WHEREAS, the City Manager is hereby directed to implement a policy for the preparation
(including annual revisions where needed)of City department policy manuals.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA that the City Manager is hereby
directed to implement a policy and establish criteria for the preparation(including annual revisions where
needed) of City department policy manuals.

SUBJECT: RESOLUTION DIRECTING PREPARATION OF DEPARTMENT POLICY
MANUALS
The City of Miami Beach Audit Committee has recommended that the City Commission pass
a resolution directing the City Manager to implement a policy for the preparation of City Department
Policy Manuals-it is believed that greater efficiency in City government will be achieved as a result
of infra-department policy manuals being in place. Accordingly, the attached Resolution is ready
for City Commission review and discussion.
