A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, APPROPRIATING $158,972 INTO WORK ORDER
366-2114 FOR PHASE II OF THE ALTON ROAD MEDIAN LANDSCAPE
IMPROVEMENT PROJECT,WITH $79,486.00 TO BE PROVIDED BY A GRANT
FROM THE FLORIDA DEPARTMENT OF TRANSPORTATION (FDOT) AND
$79,486.00 TO BE PROVIDED BY THE CITY.
WHEREAS, the City, through its Recreation, Culture and Parks Department, has been working
toward a long term,multi-component plan designed to beautify, landscape and re-forest our parks,
medians and causeways; and
WHEREAS, in an effort to support this goal, the City applied for, and thereafter was awarded, a
Highway Beautification Grant in the amount of $79,486.00 from the Florida Department of
Transportation(FDOT),for landscape improvements of select medians on Alton Road(SR 904);and
WHEREAS, on January 4, 1995, the Mayor and City Commission adopted Resolution No. 95-
21449 authorizing the acceptance of the above grant as well as approval for the necessary cash match
equal to the amount of the grant award, and also authorizing the Administration to execute the
necessary agreement(s) with FDOT; and
WHEREAS, as a requisite to receipt of the grant from FDOT the City has agreed to match their
contribution, which will result in a total appropriation of$158,972.00; and
WHEREAS,this appropriation will allow the City to proceed and complete Phase II of the Alton
Road Beautification Project.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission approve the appropriation of funds totalling $158,972.00, with half of the funds to be
provided by a grant from FDOT and a matching contribution provided by the City, into Work Order
2114 in Capital Project Fund No. 366, for Phase II of the Alton Road Median Landscape
Improvement Project.

ADMINISTRATION RECOMMENDATION:
The City Administration recommends that the Mayor and the City Commission adopt the attached resolution authorizing
the Mayor and the City Commission to appropriate$158,972.00 for the Alton Road Median Landscape Improvement
Project Phase II.
BACKGROUND:
The Administration,through the Recreation, Culture and Parks Department, has been working toward a long term,
multicomponent plan designed to beautify,landscape and re-forest our parks,medians and causeways. In an effort to
support this goal the City has applied for various grant funds.
On January 4, 1995 the City Commission adopted Resolution No.95-21449 authorizing the Mayor and City Clerk to
execute an application for a Highway Beautification Grant from FDOT for landscaping improvements on selected
medians of Alton Road, appropriate the necessary cash match equal to the grant award, and enter into Grant and
Landscaping Maintenance Memorandums of Agreements should the City be awarded and accept the grant.
On June 1, 1995,FDOT notified the City that we had been awarded a$79,486.00 Highway Beautification grant which
is to be matched by$79,486.00 in City funds. FDOT has been notified of our intent to accept the grant and enter into
the required agreement(s). The grant funds and the City's matching contribution must be appropriated into Work Order
2114 into Fund No.366.
ANALYSIS:
The implementation of this project is Phase II of a multi-year program to completely re-landscape Alton Road. To this
effort,landscape architectural design plans and construction documents were prepared by the Rosenberg Design Group,
Inc. Medians to be landscaped in Phase II include: the first median north of North Michigan Avenue,two(2)medians
between West 47th Court and West 51st Street,and three(3)medians between West 56th Street and West 58th Street.

The landscaping of these medians will continue the palm planting theme established on the median of Alton Road north
of Dade Boulevard.
CONCLUSION:
Consideration of the City's goal of urban reforestation and landscape beautification in conjunction with the high
visibility of the Alton Road medians was given when developing this project. The plan, when completed, will
dramatically enhance the aesthetic beauty of Alton Road,further improving the quality of life for our residents and
guests. The Administration therefore recommends the approval of the attached resolution appropriating $158,972
provided by a grant from FDOT and a matching contribution by the City into Work Order 2114 in Capital Project Fund
No.366.
