SUBJECT: APPROPRIATION O FUNDS FOR THE NORTH SHORE REVITALIZATION PROJECT
Administrative Recommendation
The Administration recommends that the Mayor and City Commission approve the Resolution appropriating
an additional$19,456,497 to Work Order Number 2043 in Bond Fund 363.
Background
Design development and community involvement has been an ongoing process for several years for the North
Shore Revitalization Project This Project movement through the various steps of the design and the creation
of the Special Assessment District have insured sufficient public involvement and acceptance of the Project
and its design. There was an initial appropriation of$1,582,539 to provide the funds for this process. Now that
the Bids have been received the balance of the Project funding needs to be appropriated.
The total Project costs are $21,039,036. The amount to be appropriated is the total cost less the original
$1,582,539 appropriation or $19,456,497. The $19,456,497 is to be funded from three sources; Florida
Department of Transportation-$8,093,502,Water and Sewer Capital Funds- $908,675,and Sunshine State
Municipal Loan Funds-$10,454,320. The City will receive a portion of the Sunshine State Fund back through
special assessments on property owners at the completion of the Project.
Conclusion
The North Shore Revitalization Project has been endorsed by the citizens of the North Beach area. The
citizens have authorized the City to construct the Project and charge them annually for the cost of the
improvements. Therefore, the City should move the Project forward and appropriate the funds necessary for
the Project construction.
