A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA,
AUTHORIZING THE APPROPRIATION OF$119,130 FROM
PARKING BOND FUND 485,FOR THE RESURFACING,AND
RESTRIPING AND METER RELOCATION WORK OF SIX
SURFACE PARKING LOTS IN THE SOUTH BEACH,
LINCOLN ROAD AND MID-BEACH AREAS
Whereas, the asphalt surface of a number of the City's parking lots require immediate
improvement; and,
Whereas, the Parking Department intends to develop and undertake a systematic capital
improvement plan which will address all parking facilities over the coming years, but must
immediately address the specific need of six facilities in high visibility/high utilization areas; and,
Whereas, in conjunction with the above improvements, a number of multi-space parking
meters need to be relocated from the Convention Center/TOPA area to a facility for which they are
better suited and which requires resurfacing.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, THAT THE
APPROPRIATION OF $119,130 FROM PARKING BOND FUND 485 BE AUTHORIZED
TO PAY FOR THE RESURFACING,RESTRIPING,AND METER RELOCATION WORK
OF SIX SURFACE PARKING LOTS IN THE SOUTH BEACH, LINCOLN ROAD, AND
MID-BEACH AREAS.

SUBJECT: APPROPRIATION OF $119, 130 FROM PARKING FUND 485 FOR
PAVING OF SIXLMUNICIPAL PARKING LOTS IN THE SOUTH BEACH,
LINCOLN ROAD, AND MID-BEACH AREA.
ADMINISTRATION RECOMMENDATION:
The Administration recommends that the Commission approve the
resolution authorizing the appropriation of $119, 130 for paving and
striping six municipal parking lots . The funds will also be used
to relocate 13 electronic multi-space meters to one of the lots
prior to resurfacing. The locations of the facilities are: Collins
Avenue and 27th Street, Collins Avenue and 46th Street (multi-space
meter relocation) , 42nd Street and Prairie Avenue, South Lincoln
Lane between Euclid and Meridian Avenues, North Lincoln Lane
between Jefferson and Meridian Avenues, and 10th Street and
Washington Avenue.
BACKGROUND:
Miami Beach has over 50 metered parking lots scattered fairly
evenly over its nine square mile area. The most heavily used lots
tend to be those near shopping areas, the beachfront, and the Art
Deco district (South Beach) . The high utilization of these
facilities, combined with exposure to the elements and proximity to
the ocean has led to the deterioration of many of these lots .
The Parking Department has established a Lot Refurbishing Program
which will systematically improve the aesthetics of the lots by
performing thorough rehabilitation of its hardware (meter poles

and heads, re-striping, signage, etc. ) . However, the pavement in
a number of facilities has reached a condition which needs to be
addressed in the near term. Six facilities in particular have been
chosen due to their condition, utilization and visibility. After
these facilities are completed, the remaining parking facilities in
the Department ' s inventory will be systematically resurfaced as
part of a capital improvement program. Irrigation systems and
improved landscaping will be installed in all resurfaced facilities
which require it (a different funding source is available for
this) .
ANALYSIS:
The priority and cost of paving and striping for the parking lots
are as follows :

*includes cost of trenching and wiring to relocate multi-space meters from the
surface lot on 17th Street and Washington Avenue. Relocation of the meters was
concurred with by Duke Hanson of Lockheed Martin Corporation.
Collectively, these facilities comprise roughly 25 percent of the
city' s off-street surface metered spaces. The group includes two
of the three largest metered surface lots (19X and 8B) . Although

in need of resurfacing, it was purposely ommitted due to future
construction plans at that site .
CONCLUSION:
The Commission should approve the resolution appropriating the
funds from Parking Fund 485 to pay for the paving and stripping of
approximately 1, 000 parking spaces encompassed by the six
facilities proposed.
