95-21673 Reso RESOLUTION NO. 95-21673 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, SETTING THE AD VALOREM MILLAGE RATE FOR FY 1995/96, FOR THE NORMANDY SHORES NEIGHBORHOOD IMPROVEMENT DISTRICT, DETERMINING THE CALCULATED ROLL-BACK RATE AND THE DATE, TIME, AND PLACE OF THE PUBLIC HEARING ON THE MILLAGE RATE AND BUDGET; FURTHER AUTHORIZING THE CITY MANAGER TO TRANSMIT THIS INFORMATION TO THE DADE COUNTY PROPERTY APPRAISER, AS REQUIRED BY SECTION 200.065, FLORIDA STATUTES. WHEREAS, Section 200 . 065, Florida Statutes, has specified the method by which municipalities and special assessment districts may fix the millage rate and adopt an annual budget; and WHEREAS, the Normandy Shores Neighborhood District (District) was established to provide special security services; and WHEREAS, the District provides for a special millage to be levied to cover the cost of the services and that no one property shall pay more than $500 in ad valorem taxes . NOW, THEREFORE BE IT DULY RESOLVED BY THE MAYOR AND THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the following recommendations of the Administration be and are hereby ratified for transmission to the Dade County Property Appraiser, as specified in Section 200 . 065, Florida Statutes : 1) That the proposed FY 95/96 ad valorem levy for the Normandy Shores Neighborhood Improvement District for providing security services is 1 . 116 mills . 2) The calculated roll-back rate is 1 . 110 mills . 3) The public hearing on the millage levy and the proposed budget for Fiscal Year 1995/96 shall be held on Wednesday, September 13 , 1995 at 5:30 p.m. , in the City Commission Chambers, City Hall, 1700 Convention Center Drive, Miami Beach, Florida. RECOMMENDATION The Administration recommends that the City Commission adopt the attached resolution which sets the following: 1) Ad Valorem millage rate for the Normandy Shores Neighborhood Improvement District at 1 . 116 mills . 2) The calculated roll-back rate is 1. 110 mills . 3) The public hearing to consider the proposed millage rate and budget for FY 1995/96 shall be at 6 : 00 p.m. , Wednesday, September 13 , 1995 . Further, that the City Commission authorize transmission of the above information to the Dade County Property Appraiser. BACKGROUND FS200 .065, entitled "Method of Fixing Millage" establishes specific guidelines that must be used by all local government entities in setting millage (property tax) rates . The process for setting the millage rate for dependent special districts is similar to that for the operating and debt service millages for the City. After setting the proposed operating millage rate, the City Commission may, at any time prior to the final adoption, lower the rate by adjusting priorities. Increasing the millage rate may only be accomplished by an expensive mailing and advertising process . The proposed budget for the district has been presented for review by the Chairman of the Normandy Shores Neighborhood Improvement District Advisory Council . • AGENDA ITEM DATE �� ba IS Proposed Operating and Debt Service Millage July 26, 1995 Page - 2 - ANALYSIS The Normandy Shores Neighborhood Improvement District was established during 1994 to provide additional security to the neighborhood. Funding is provided by a special ad valorem millage levy on each property in the District, not to exceed $500 for any one property. Based on the January 1, 1995 assessment roll, the most expensive property in the District is valued at $447, 909 . This value establishes the $500 limit, and provides for a millage levy of 1 . 116 mills which is . 05 percent increase over the calculated roll-back rate of 1 . 110 mills. The millage rate levied for FY 1994/95 for the District is 1 . 117 mills . As of January 1, 1995, the total taxable assessed value of the District is $48 , 243 , 888 and will provide ad valorem proceeds of $52 , 225 . The total budget for providing security services, utilities and maintenance is $90, 011 which is $5, 179 more than the FY 1994/95 budget, primarily as a result of higher than anticipated maintenance costs. The difference of $37, 786 will be provided by a contribution from the Normandy Shores Golf Course for its share of the required security services and is $5, 179 more than the City' s contribution for the current year. /KM:kw c/kaslyn/normandy.dl
