A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, FIXING A TIME AND PLACE AT WHICH
THE OWNERS OF PROPERTY SPECIALLY BENEFITTED BY THE
CREATION OF A SPECIAL ASSESSMENT DISTRICT TO BE KNOWN AS
THE LINCOLN ROAD MANAGEMENT DISTRICT NO 2, FOR THAT AREA
OF LINCOLN ROAD BOUNDED ON THE WEST BY ALTON COURT,
BOUNDED ON THE EAST BY COLLINS AVENUE, BOUNDED ON THE
SOUTH BY EITHER 16TH STREET OR LINCOLN LANE SOUTH, AND
BOUNDED ON THE NORTH BY 17TH STREET, ALL WITHIN THE
CORPORATE LIMITS OF THE CITY OF MIAMI BEACH, FLORIDA, OR
ANY OTHER PERSONS INTERESTED THEREIN MAY APPEAR BEFORE
THE MAYOR AND CITY COMMISSION TO BE HEARD AS TO THE
PROPRIETY, ADVISABILITY, AND COST FOR THE PROVISION OF THE
PROPOSED SERVICES THEREIN,AS TO THE AMOUNT THEREOF TO BE
ASSESSED AGAINST EACH PROPERTY SO BENEFITED,IN ACCORDANCE
WITH CHAPTER 170, FLORIDA STATUTES.
WHEREAS, on July 26, 1995, the Mayor and City Commission adopted Resolution No.
95-21678 , entitled, "A Resolution of the Mayor and City Commission of the City of
Miami Beach, Florida,creating a special assessment district for a period of one (1) year, to be known
as the Lincoln Road Management District No. 2; providing for the levying for special assessments;
indicating the location, nature and estimate cost of those services whose costs is to be defrayed in part
by the special assessments; providing the potion of the estimated cost of the services to be partially
defrayed by the special assessments;providing the manner in which such special assessments shall be
made; providing when such special assessments shall be made; designating lands upon which the
special assessments shall be levied;providing for publication of this resolution; and authorizing related
actions", and
WHEREAS, in accordance with Resolution No. 95-21678 ,a preliminary assessment
roll has been prepared and all of the conditions precedent set forth in Chapter 170, Florida Statutes, as
to the holding of the aforementioned public hearing have been satisfied, and are available for public
inspection at the Office of the City Clerk, 1700 Convention Center Drive, Miami Beach, Florida.
NOW,THEREFORE,BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA:
SECTION 1. There is hereby declared a public hearing to be held at the Commission
Chambers in the City of Miami Beach City Hall, at the hour of 11:10 a.m. on the 27th day of
September, 1995, for the purpose of hearing public comment and objections to the proposed special
assessment district to be known as the "Lincoln Road Management Services District No. 2", as
identified in the preliminary assessment roll, a copy of which is attached and made a part hereof.
SECTION 2. Notice of the hearing shall be advertised in accordance with Chapter 170,Florida
Statutes, and the City Clerk is hereby authorized to place the Notice in a newspaper of general
circulation within the City of Miami Beach.
SECTION 3. This resolution shall come in effective upon its adoption.
PASSED and ADOPTED this 26th day of Ju 995.

The Lincoln Road Management Services District #1 provides both property and
business owners the opportunity of leadership and involvement in the improvement
and enhancement of the Lincoln Road area. The District both enhances and expands
the services or service levels within the district. Participation and baseline services
provided by the City will be established by a Management Agreement with the
Lincoln Road Partnership, Inc..

LINCOLN ROAD MANAGEMENT DISTRICT NUMBER 2
FOR THE PROVISION OF SPECIAL SERVICES FOR
THAT AREA BOUNDED BY COLLINS AVENUE ON THE
EAST, 17TH STREET ON THE NORTH, ALTON COURT ON
THE WEST, AND EITHER 16TH STREET OR LINCOLN
LANE SOUTH ON THE SOUTH, AND TO SCHEDULE THE
REQUIRED PUBLIC HEARING.
ADMINISTRATION RECOMMENDATION:
The Administration recommends that the City Commission adopt the attached
resolutions to 1) create a special assessment district to be known as the
Lincoln Road Management District No. 2 for the provision of special services
for that area bounded by Collins Avenue on the east, 17th Street on the north,
Alton Court on the west, and either 16th Street or Lincoln Lane South on the
south and 2) schedule the required public hearing.
BACKGROUND:
After more than two years of extensive open study, debate, and planning with
the Lincoln Road Task Force and it's succeeding organization, the Lincoln
Road Partnership, Inc., the City of Miami Beach, Miami Beach Development
Corporation, and all other interests in the Lincoln Road area, consensus was
reached on the interest and commitment present to revitalize the Lincoln Road
area, and thus the need for capital improvements and effective management of
that area.
On July 13, 1994, the City Commission enabled the formation of the Lincoln
Road Capital Improvement District #1, for the purpose of a $16 Million capital
improvement in the established district, and the formation of the Lincoln Road
Management District #1 to provide services that would enhance the physical
and business environment for citizens and visitors, as well as business and
property owners. These services were seen as necessary to improve the
appearance, safety, and ultimately the business and cultural viability before,

during, and after the capital improvements. With special emphasis on public
involvement, the management district was requested by the Lincoln Road
Partnership, Inc., as part of a long range plan for revitalization.
The Lincoln Road Partnership, Inc. now proposes to continue the district for a
second one year period. Administrative staff has met with representatives of
the district to discuss budget, and alternate sources of funding in place of the
current allocation of city funds.
ANALYSIS:
The Administration proposes that current districts receive funding from the
City for a period of 5 years from inception subject to the availability of resort
tax following priority pledges. In years one through three the districts would
receive the same level of funding from the City. For the Ocean Drive,
Washington Avenue and Lincoln Road Districts, the City currently funds
approximately two-thirds of the total budget for each district.
The level of funding from the City would decline in years four and five such
that funding provided by the City in year four would be reduced by one-third of
the funding level in year three and in year five the funding level would be a
third less than the funding in year four. There would be no funding provided to
the districts by the City in year 6 and in subsequent years.
Administrative staff and representatives of the districts met on July 17, 1995 to
discuss alternate methods of funding the districts in lieu of city funds. Some
potential funding sources suggested by the districts' representatives include an
increase in the service fees charged by establishments within the district,
funding from the Greater Miami Visitors and Convention Bureau and
implementation and use of sidewalk cafe permit fees on Lincoln Road and
Washington Avenue. Ocean Drive is currently using this revenue source to
help fund its operations. Lincoln Road has considered other revenue sources,
including revenue sharing with the City from increased activity in the district.
Additional meeting will be held to develop a plan for these districts to reduce
and ultimately eliminate their dependence on the City to provide funding.
Services to be provided to the District for the second year are described in the
budget summary attachment (Exhibit A). No budget increase is proposed for
the second year, based upon the successful programs and procedures initiated
in the first year. This also means there will be no substantive change in the
assessment of individual property owners.
CONCLUSION:
Lincoln Road continues to generate excitement, and its dramatic comeback is
dependent upon the support of management services, especially in the next two
years. During the critical construction period, as well as the continuing
emergence as a cultural and commercial destination, the Lincoln Road district
will be dependent on these management services. The initial positive impact

of this district, forged by the consensus and commitment of this community, is
evident.
The continuation of the management services, enabled by the formation of
Lincoln Road Management District No. 2, is vital in this period of Lincoln
Road and the City of Miami Beach's history. It is another step in the exciting
process that the City of Miami Beach and the Lincoln Road community are
taking together to restore and enhance the heritage and secure an even better
future for this "World Class Center of Commerce and Culture of Miami Beach".
