A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA,
APPROPRIATING $59,710,000 FROM BOND FUND NO. 426
FOR PHASE ONE OF THE WATER AND SEWER CAPITAL
IMPROVEMENTS.
Whereas, the City of Miami Beach provides water and sewer service to its citizens through
a utility system funded by user charges; and,
Whereas,the Mayor and City Commission has determined that the health, safety and welfare
of the citizens will be enhanced by improvements to such utility system; and,
Whereas, the Mayor and City Commission have provided the funds necessary for such
improvements through the issuance of revenue bonds; and,
Whereas, these funds must be appropriated to the project in order for the procurement
process to occur.
NOW,THEREFORE BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH,FLORIDA that$59,710,000 be appropriated in Bond Fund No.
426 for Phase One of the water and sewer capital improvements.

Subject: Appropriation of Funds for the Water and Sewer Capital Improvements
Administrative Recommendation
The Administration recommends that the Mayor and City Commission adopt the resolution
appropriating$59,710,000 from bond fund 426 for the Water and Sewer Capital Improvements.
Background
On June 8, 1995 the 1995 Water and Sewer Revenue Bonds were delivered to the purchasing
underwriting team and funds were received by the City. These bonds were the first in a series of
Water and Sewer Bonds to be issued for the proposed capital improvement program outlined in the
consultant's study of the system. This program will repair the existing system and will reduce the
current costs of the system by eliminating water loss and sewer infiltration. These studies were
discussed in detail with the Commission during the April and May meetings.
Analysis
The Water and Sewer Capital Program has five main segments. These segments are cleaning and
repairing water mains throughout the City; replacement of unlined galvanized water mains;
replacement and upgrading of water storage facilities and water pump stations; sewer renovation and
infiltration mitigation and sewer pump stations upgrades. This program involves the entire City and

this first phase of the improvement project will be completed and the next series of bonds needed in
an anticipated two and a half years. Care will be taken to coordinate the stormwater improvements
and street improvements so that problems with traffic are minimized throughout the project.
Conclusion
As these needed improvements to the system have been funded, the Administration requests the
Mayor and City Commission to appropriate the existing funds so that plans may be completed and
bids taken to begin this project.
