95-21781 Reso RESOLUTION NO. 95-21781 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ESTABLISHING A POLICY THAT ALL REQUESTS FOR CITY SUPPORT OF PROPOSED CULTURAL, SPECIAL OR CONVENTION-RELATED EVENTS SHALL FIRST BE REFERRED TO THE VCA FOR REVIEW AND RECOMMENDATION; PROVIDING FOR A 5/7THS VOTE OF THE COMMISSION TO GRANT FUNDING OF AN EVENT NOT RECOMMENDED BY THE VCA. WHEREAS, the Miami Beach Visitor and Convention Authority (VCA) provides public funding support to cultural organizations, special events, convention activities and other programs that promote a positive image of the City of Miami Beach and contribute to its attractiveness as a visitor destination; and WHEREAS, the VCA has established equitable and effective methods and processes for evaluating requests for public support from presenting or producing organizations, and that those processes are openly competitive and accessible to all qualified applicants; and WHEREAS, the Miami Beach City Commission has limited resources available to invest in activities asserting to provide beneficial promotional opportunities to Miami Beach and does not regularly consider requests for funding from event presenting and producing organizations in a comprehensive and competitive fashion; and WHEREAS, the VCA has offered the Mayor and City Commission to consider and screen requests for City support of proposed cultural, special or convention-related events and make its recommendations for or against City support. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA that all requests for City support of proposed cultural, special or convention- related events shall first be referred to the VCA for review and recommendation for or against funding. A:resolut.VCA.res By _� _5 ��(lide& s, Date c2-' / q 4 s_ 2 • CITY OF MIAMI BEACH CITY HALL 1700 CONVENTION CENTER DRIVE MIAMI BEACH FLORIDA 33139 COMMISSION MEMORANDUM NO. 10'3 J TO: Mayor Seymour Gelber and Members of the City Commission DATE: July 26, 1995 FROM: Jose Garcia-Pedrosa City Manager / SUBJECT: A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH,FLORIDA,ESTABLISHING A POLICY THAT THE MAYOR AND CITY COMMISSION WILL ONLY HEAR REQUESTS FOR CITY SUPPORT OF PROPOSED CULTURAL, SPECIAL OR CONVENTION-RELATED EVENTS WHEN SUCH EVENTS HAVE PREVIOUSLY RECEIVED VCA FUNDING OR HAVE BEEN RECOMMENDED FOR CITY SUPPORT BY A MAJORITY VOTE OF THE VISITOR AND CONVENTION AUTHORITY (VCA) ADMINISTRATION RECOMMENDATION: The Administration recommends the adoption of the attached Resolution of the Mayor and City Commission of the City of Miami Beach, Florida, establishing a policy that the Mayor and City Commission only hear requests for City support of proposed cultural, special or Convention-related events when such events have previously received VCA funding or have been recommended for City support by a majority vote of the Visitor and Convention Authority (VCA). BACKGROUND: At the July 7, 1995,meeting of the Miami Beach Visitor and Convention Authority(VCA),the VCA Board voted unanimously to recommend to the City of Miami Beach City Commission that for any cultural, special-and convention event to be eligible for City Commission consideration,the event first must be reviewed by the VCA. As the deliberative authority appointed by the City Commission for these purposes,the members of the VCA feel strongly that it is appropriate and necessary for this screening function to be enforced without exception. The VCA recommended that the City Commission adopt a policy that a cultural and/or special event can be considered by the City of Miami Beach Commission for support of any kind only if: • the event has been reviewed and/or funded by the VCA; and • the VCA has recommended that the event be referred to the City Commission for additional support. Memo./Resolution(VCA Events) July 26, 1995 Page 2 The VCA stated that the City Commission's adoption of this policy will provide the following advantages: • it will apply the proven VCA evaluation process to conduct in-depth reviews of projects' management capabilities, estimations of their benefit to the City of Miami Beach and assessments of real budget needs. • it will help to coordinate funding investments by the VCA and the City Commission. • it will assist with prioritizing funding requests by submitting them to the VCA's competitive process that annually considers the impact and effectiveness of a broad array of cultural and special events. The VCA offered this suggestion in the spirit of continuing to work closely with the City Commission to coordinate the work of creating a vibrant cultural and special events environment for the City's residents and visitors. This, in the form of the attached Resolution, was passed unanimously by the VCA. The policy is intended to eliminate any duplication of funding and preserve the evaluation process as a responsibility of the Authority. ANALYSIS: The Miami Beach Visitor and Convention Authority (VCA) provides public funding support to cultural organizations, special events, convention activities and other programs that promote a positive image of Miami Beach and contribute to its attractiveness as a visitor destination. In the past,it has evaluated requests for public support from individuals and organizations seeking funds to promote their events. The procedures used in the process are openly competitive and accessible to all qualified applicants. CONCLUSION The Administration agrees with the VCA recommendations to the City Commission that all requests for funding for special events must appear before the VCA for approval.
