A RESOLUTION OF THE MAYOR AND THE CITY
COMMISSION OF THE CITY OF MIAMI BEACH,FLORIDA,
APPROVING THE 1995-96 BUDGET OF THE MIDDLE
BEACH-41ST STREET DISTRICT.
WHEREAS, on July 13, 1994,the Mayor and the City Commission approved the creation
of the Middle Beach-41st Street District; and
WHEREAS,the Middle Beach - 41st Street District has assumed a leadership role in the
revitalization of the 41st Street Business District and the hotels along Collins Avenue and Indian
Creek; and
WHEREAS, The Middle Beach Partnership,a public-private,not-for-profit corporation has
been formed to manage the affairs of the District; and
WHEREAS, the approval of the District's 1995-96 budget is necessary for its continued
administration; and
WHEREAS,the Administration has agreed to loan the District funds to pursue the creation
of a self-sufficient management district; and
WHEREAS,the Middle Beach-41st Street District agrees to repay the City all the funds
advanced to the District for these purposes.
NOW THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND THE CITY
COMMISSION OF THE CITY OF MIAMI BEACH,FLORIDA, that the 1995-96 budget for
the Middle beach-41st Street District, in the amount of$121,000,is hereby approved and adopted.

Renewed financi 1 commitment to the
formation of the Middle Beach District
ADMINISTRATION RECOMMENDATION:
The Administration, in recognition of the progress achieved by the Middle Beach
Steering Committee over the last 15 months, recommends the continued funding in
the amount of$121,000 (FY1995-96) as a loan to the Middle Beach Partnership for
the administration and operating expenses to assist them in achieving their goal of a
self-sufficient special services-management district by October 1, 1996.
BACKGROUND:
The Middle Beach Steering Committee was created on July 13, 1994 by the City
Commission to assume a leadership role in the revitalization of the 41st Street
Business District and the Hotel District along Collins Avenue and Indian Creek. The
Commission agreed to loan the Steering Committee $60,000 for FY 1994-95 to
facilitate the development of a management district. This loan was to be repaid in full
upon formation of the district.
Since that time the following has occurred toward the development of the Middle
Beach Management District:
• July 1994 Visioning Process for 41st Street held.
• September 1994 City Commission adopted visioning recommendations,
loaning the Middle Beach Steering Committee $60,000 to hire a Director.
• November 1994 national search held for Director's position.
• January 1995 District Director hired.
• March 1995 - June 1995 community consensus building, planning and
adoption of a "Streetscape Master Plan" to address the revitalization and
enhancement of this important business district and gateway to Miami Beach.
• August 1995 contest held for the creation of a new logo for 41st Street, with

over 91 entries accepted.
• September 1995 adoption and implementation of a marketing and advertising
campaign for 41st Street - Middle Beach.
• October 1995 incorporation of the Middle Beach Partnership, Inc. a 501 (c)(6)
not-for-profit corporation.
• October 1995 groundbreaking held for the $1.5 million Collins Avenue
Beautification Project in Middle Beach.
• November 1995 implementation of Phase I of the Streetscape Project utilizing
Community Development Disaster Relief Funds.
• November 1995 implementation of a Community Development Block Grant
Commercial Facade Revitalization Program for a target area of the district.
ANALYSIS:
The attached budget reflects a lean, hands-on management budget for the Middle
Beach District for the 1995-96 fiscal year. Members of the Middle Beach Partnership
have provided in-kind office space, meeting rooms, office equipment and professional
in-kind services as their commitment to the success of the district. The Partnership
and City Administration support the FY 1995-96 request for funds for the
administrative and operating expenses of the district in the amount of $121,000 .
These funds will insure the continued momentum and development of the Special
Services/Management District for Middle Beach, and will be treated as a loan to the
district, to be repaid in full to the City once the district and assessments have been
put in place.
CONCLUSION:
The Middle Beach Partnership has demonstrated the ability to move forward with the
adopted recommendations of the Summer of 1994 visioning process and the directive
of the City Commission. With the continued financial support of the City, the Middle
Beach Partnership should be able to accomplish the establishment of a self-
sufficient management district by October 1996.
