A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE
FILING OF AN APPLICATION FOR A GRANT AND IF FUNDED,
AUTHORIZING THE BUDGETING AND EXPENDITURE OF FUNDS
UNDER THE UNITED STATES DEPARTMENT OF JUSTICE,
',COMMUNITY POLICING TO COMBAT DOMESTIC VIOLENCE'
PROGRAM FOR THE FUNDING OF TWO (2) NEW DOMESTIC
VIOLENCE COORDINATORS AND OTHER CITIZEN SERVICES.
WHEREAS, the City of Miami Beach is eligible to apply for grant
funds from the United States Department Justice under the "Community
Policing to Combat Domestic Violence" Program; and,
WHEREAS, the United States Department of Justice has funds
available for this type of project; and,
WHEREAS, the total estimated funds for this one (1) years
project is $98, 500. 00 all funded by the Grant. There is no cash
match required by the City.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA
Section 1. The City of Miami Beach Police Department through
the Office of the City Manager, is authorized and directed to make
application to the United States Department of Justice for grant
funding under the "Community Policing to Combat Domestic Violence"
• Program.
Section 2 . The City of Miami Beach certifies that it will
accept the terms and conditions set forth in the Project Agreement
for any assistance awarded under the proposal for grant funds, and
the City of Miami Beach is in complete accord with the proposal and
any plans and specifications thereto unless prior approval for any
change has been received.
Section 3 . The City of Miami Beach will not discriminate
against any person on the basis of race, color or national origin in
the use of any property or facility acquired or developed pursuant to
this proposal and shall comply with the terms and intent of the Title
VII of the Civil Rights Act of 1964, P.L. 88-352 (1964) and design
and construct all facilities to comply fully with statutes relating
to accessibility by handicapped persons as well as other federal,
state and local laws, rules and requirements.
Section 4 . The City of Miami Beach Finance Department will
maintain adequate financial records on the proposed project to
substantiate claims for reimbursement.

Project Summary

The project would add two (2) coordinators to provide training, counsel
victims, establish community awareness events, assist with housing and
refer individuals for obtaining protection injunctions. The coordinators
would be a segment of the communal support base dedicated to aiding in the
elimination of violence.
The coordinators will monitor statistical data involving domestic crimes.
The information will be used to dictate enforcement efforts based on
compilation of the facts. In addition, the latest legislative addendums
regarding domestic violence, stalking and sexual battery will be
distributed to police personnel to ensure that victims are afforded all
opportunities available to them.
A neighborhood support center will be established to provide an accessible
means for victims to receive assistance. In addition, the facility will
be used for group meetings and community forums to foster a team approach
in confronting domestic violence. The partnership involving community
policing, Victim Services Center, the Domestic Violence Unit and the
citizens will strive to lower incidents of violence through prosecution

Application Summary

A. Innovative project description
1. A statement of the problem that the project seeks to
address.
The Miami Beach Police Department is committed to
combining the efforts of community policing in
conjunction with counselors to combat domestic violence.
The program will provide a decentralized approach by
developing a domestic violence center within the
community encouraging an accessible avenue for victims.
The Miami Beach Police Department will work in concert
with Victim Services Center to assist victims with
referrals, housing, counselling and prosecution. The
agencies will develop a partnership devoted to enhancing
the enforcement and social facets involved to address
domestic violence.
2. An explanation of what your agency has done prior to
solve the problem.
The Miami Beach Police Department developed the Domestic
Violence Unit in August of 1993 . The Domestic Violence
Coordinator has realized the following accomplishments
since its inception.
a. Located shelters for victims through outreach
program.
b. Developed a highly effective networking
relationship with other civic organizations while
providing this resource information to victims of
domestic violence.
c. Increased the awareness of domestic violence for
employees of the police department and the
community by implementing training.
d. Assisted victims in completing restitution or
compensation forms.
e. Maintained liaison with the appropriate agencies to
obtain restraining orders, domestic violence
injunctions and counseling.
f. Offered emotional support to victims and witnesses
which increased the probability of cooperation with
the judicial system.
g. Provided statistical information on domestic
related calls for service.
The aforementioned Domestic Violence Coordinator is
limited to working one shift, forty hours per week. The
incidence of domestic violence cases has increased
dramatically since 1992 . In 1992 , there were 497
reported cases; in 1993 , there 797 cases reported; in
1994 , there were 1, 003 documented cases of domestic
violence. The escalation represents a 101% increase in

reported cases in just two years. While the efforts of
the Domestic Violence Coordinator have been successful,
additional services are required to provide immediate
crisis services and follow-up of domestic violence
offenses.
In addition, a Community Policing Program has been
implemented to provide a partnership with the community
to enhance the quality of life. A decentralized sub-
station has been opened in the north section of Miami
Beach, and the citizens have become active in working
together with the police department to enhance the
community.
3. The goals and objectives of the project.
GOALS:
1. To enhance the quality and quantity of service to
victims of domestic violence.
2 . To augment services to address the exigent short-
term needs of domestic violence victims.
3 . To expand the partnership involving police and the
community to intensify service.
OBJECTIVES:
1. To increase the number of counselors available to
provide emotional support and referrals to victims.
2 . To reduce the recidivism rate of domestic violence
calls by conducting training and community outreach
programs.
3 . To increase awareness of domestic violence and
training by establishing a community-based support
center.
4 . To consolidate efforts with community policing,
Victim Services Center and the Domestic Violence
Unit to increase the participation of victims in
the prosecution of domestic violence subjects.
4. The anticipated outcomes of the project.
The expectations of the Miami Beach Police Department are
to work with Victims Services Center, a non-profit
organization, to develop viable resources to address
domestic violence Victims Services Center currently
receives referrals from the police department, therefore,
the mechanics are in place to expand our efforts.

B. Partnership and the Memorandum of Understanding.
1. Provide background information on the nonprofit,
nongovernmental agency with which your department intends
to partner for this project. Include agency personnel
size, budget, source of funding, location, mission
statement, and objectives.
Victim Services Center (VSC) has been founded to fulfill
the mission statement of providing victims of crime
relief from the mental effects that commonly follow
traumatic events. VSC has the secondary mission
statement of bringing relief to trauma victims of any
type. Our objectives include providing cost-effective
short-term treatment that eliminates the effects of
trauma and empowers any type of victim to return to
normal. We also have the secondary objective of
providing student interns meaningful training and
experience.
VSC is unique in that is counselors will use an approach
called Traumatic Incident Reduction (TIR) . TIR has been
the subject of studies with those who suffer from PTSD
and anxiety. TIR has proven to be effective in reducing
or eliminating PTSD in a relatively brief amount of time
(six to 16 hours) . VSC will be participating in a study
of TIR, which will replicate the study done on crime
victims in London, England.
VSC is able to service clients of all ages and
nationalities.
VSC currently has three staff members - Teresa Descilo,
C.T.S. , is the Director, Shirley Hawkesworth, L.C.S.W. ,
is the Assistant Director, and Judy Gjebre is the
Administrative Director. Victor Lyons is holding the job
of Technical Director as a volunteer. There are three
part time social work students and 10 volunteers trained
in TIR. Florida International University and Barry
University will provide more interns as needed.
VSC has applied for a grant from the National Institute
of Justice and funding from the Board of County
Commissioners. We will be receiving partial payment for
our services from the Victim's Compensation Fund.
The main office is located at the office of the Dade
County State Attorney' s Office: 1350 N.W. 12th Avenue,
Miami, Florida 33136.
2. Describe the past relationship between your department
and the nonprofit, nongovernmental agency with which your
department intends to partner for this project. Please

provide any success stories as a result of this
partnership.
The relationship between the Miami Beach Police
Department and the Victim Services Center began in August
1995. Since that time, the Miami Beach Police Department
has referred ten (10) victims to the Center.
3. Clearly outline the responsibilities and obligations of
both partners in this project. Provide a discussion of
the respective roles of the partners throughout the
project and any plans to ensure that the partners are
represented equally throughout this project.
The Miami Beach Police Department and Victims Services
Center will be in a joint partnership with an emphasis on
community policing to combat domestic violence. The
department will refer crime victims to Victim Services in
order to provide free or affordable mental health
services for the resolution of trauma. Below are the
services to be rendered:
1. Two (2) City of Miami Beach Domestic Violence
Coordinators will refer victims of domestic
violence to Victim Services for counseling sessions
to be held twice a week for a total of 3 and one
half hour sessions. These sessions will be staffed
by a Victim Services staff member and interns from
a state university who are acquiring their graduate
degree (MSW) in a related social or psychological
field. Payment for said staff member will be rated
at $25. 00 per hour with above-mentioned interns
providing service on a volunteer basis.
2 . The sessions will take place in a facility provided
by the police department, physically located in the
north end of the city. The emphasis of this
program is to provide referral service to the
victims of domestic violence as well as in-house
professional counseling. The location of this
office will enable victims to attend without
transportation problems and will provide services
to individuals in an area that has a high
statistical rate for this crime.
4. Attach a copy of the memorandum of understanding signed
by your agency' s head and the head of the agency with
which your agency intends to collaborate for this
project. Applications without a signed memorandum of
understanding will not be considered.

C. Community Policing Strategy

1. Community policing has been practiced agencywide or on a
special unit basis for at least 2 years.
The Miami Beach Police Department has used the community
policing concept in targeted areas for several years.
The Ocean Drive area utilizes bicycle patrol officers in
order to adequately service this visible area. This unit
has developed a rapport with the Ocean Drive Association
and developed open communications through direct contact
and attending regular meetings. The officers are engaged
in problem-solving through this co-active relationship.
The officers proactive response to the crime and disorder
issues that created the need for this unit, has reduced
the crime rate in that targeted area. This program has
been so successful, it has expanded to be a demand from
the public for more of this type of policing in other
areas.
Plans to expand the community policing project are
underway. The Miami Beach Police Department has made a
commitment to the North Beach area of the city to
institute community policing. Bicycle beats were
established in two (2) sections of the heavily traveled
business district. However, due to manpower constraints,
these beats do not cover all of the district and
scheduling only permits coverage part of the week and on
one shift. Future plans include expansion of the beats
and coverage seven days a week on two (2) shifts (days
and evenings) .
As part of the city' s commitment to the North Beach area,
a new community policing substation was opened on
December 21, 1994 . This stations allows the department
to bring some services closer to the area. It is the
focal point of the community policing unit. It is
staffed 24 hours a day. The Crime Prevention Unit and a
Domestic Violence Coordinator also work out of this
substation. The substation also provides a community
meeting room that is utilized by many neighborhood
organizations.
2. Officers receive community policing training with a
strong, problem-solving focus.
Community Policing training is integrated within the
curriculum of courses a new recruit receives.
In addition, in 1996, the police department will sponsor
a series of training programs directly related to
Community Policing.
The first in the series will be a strategy session for
the police department command staff. Following that, day
long community policing sessions will be held for all

members of the police department. The police department
is currently reviewing proposals with regard to the
selection of a company to provide the training.

3. The department has a strong commitment to taking an
analytical approach to reducing crime problems.
Each Monday, a command staff meeting is held. An
intricate part of the meeting is a crime analysis
presentations and discussions of the problems/solutions
primarily focused on a multi-disciplinary approach.
Crime problems are resolved through the use of all
resources and, in particular, the involved neighborhood.
There are many active neighborhood and business
associations in the city and they are considered
intricate to the solution and actively participate.
4. The department has technologically advanced crime-
analysis capabilities.
The police department has highly sophisticated crime
analysis capabilities.
The Crime Analysis Unit is capable of providing a wide
variety of reports, including geo-mapping.
5. Two examples of successful problem-solving efforts.
Two examples of successful problem-solving efforts
involved the Ocean Drive Association and the Washington
Avenue Association.
In July 1992, the police department implemented the
Sector Community Policing Patrol Plan. The Sector Plan
was implemented in order to have the police department
deliver community policing. The Sector Plan has been in
place over two years and is working to the extent that
our depleted manpower permits and demands in terms of
Calls for Service. In addition to the Sector Plan, the
police department, in cooperation with the Miami Beach
Housing Authority, has implemented a community-oriented
policing team for the Housing Authority public housing
sites.
The major attraction in the city is the area known as
Ocean Drive. This area is a world renown tourist and
entertainment area. Though only 16 blocks in length, it
is an entertainment area that rivals any other place in
the world. With this success, the attend crime, traffic
and other problems have evolved.
In order to address the concerns of the city, the

business community, the residents and the visitors to the
area, the Ocean Drive Association and the City entered
into a unique partnership. This partnership evolved over
the course of two years and countless meetings with all
concerned to arrive at a consensus decision' as how to
proactively address the issues. The result was an
agreement between the City and the Ocean Drive
Association wherein the parties jointly fund a dedicated
array of city services that include an eight (8) person
Community Police Unit, Park Services, Sanitation
Services, etc. This effort became operational on October
1, 1993 .
The following year, the Washington Avenue Association
followed suit. Washington Avenue is adjacent to Ocean
Drive and is rapidly becoming as popular, and those
concerned desired the same type of city services as Ocean
Drive. In keeping with the police department ' s
commitment to community policing, in 1994 , the Washington
Avenue Tax District was formed.

MEMORANDUM OF UNDERSTANDING
This Memorandum of Understanding is by and between the Miami Beach
Police Department and Victim Services Center. This M.O.U. is prepared
in order to delineate the duties and responsibilities in furtherance of
the Community Policing to Combat Domestic Violence Grant.
The Miami Beach Police Department will refer crime victims to Victim
Services in order to provide free or affordable mental health services
for the resolution of trauma. Below are the services to be rendered:
1. Two City of Miami Beach Police Department's domestic
violence coordinators will refer victims of domestic
violence to Victim Services for counseling sessions to be
held twice a week or as needed for a total of 3 and one
half hour sessions. These sessions will be staffed by a
Victim Services staff member and interns from a state
university who are acquiring their graduate degree (MSW)
in a related social or psychological field. Payment for
said staff member will be paid at $25.00 per hour with
above-mentioned interns providing service on a volunteer
basis.
2 . The sessions will take place in a facility provided by
the police department, physically located in the north
end of the city. The emphasis of this program is to
provide referral service to the victims of domestic
violence as well as in-house professional counseling.
The location of this office will enable victims to attend
without transportation problems and will provide services
to individuals in an area that has a high statistical
rate for this crime.

Traumatic Incident Reduction (TIR) Training and Victim
Services
IN BRIEF: Victims of violent crimes in Miami have very few options as far
as finding relief for the mental stress that usually follows any traumatic
event. There is no agency set-up in Dade County to address the mental
health needs for the 260,000 yearly victims of crime. Over 60,000 cases
a year are handled by the States Attorneys Office Victim Witness
Services. The Director of Victim Witness Services will support an effort
to help these victims, specifically using TIR as the counseling approach.
In fact, the State's Attorney has given us a letter of commitment to refer
us victims.
•
TIR is a regressive desensitization procedure for eliminating the
negative residual effects of traumatic experience. While TIR like many
other procedures, finds it's principles clearly stated in the earliest
writings of Freud and Pavlov, TIR differs from other approaches in that it
is highly structured, but person-centered. TIR has recently been the
subject of a research with victims of violence in London, England. The
approach was so successful, Victim's Assistance in London hired a
counselor who practices this approach to continue his work with
victims.
• We are looking for volunteers to help with Victim Services in
Miami. Volunteers would be taught TIR free of charge (except for a S20
fee for a course pack) and be eligible for Basic Certification in TIR. The
requirements for Basic Certification are:
1 . Successful completion of the TIR workshop;
2. Delivery of 50 hours of TIR to two or more clients with pre and
post tests, which will be supplied;
3. Audio taping one session and
4. Submitting session worksheets, the audio tape, tests and S40
processing fee to Metapsychology of Florida, 18721 S. Dixie Hwy,
#224, Miami, Fl. 33157
In exchange for the training, volunteers will give 50 hours of
session time to Victim Services at a minimum of four hours (1 client) per
week.
Volunteers who participate will benefit in that they are receiving a
solid, effective, clinical skill that will serve them well in future practice.
Those who pursue their certification in Basic TIR will become part of a

TIR Workshop Schedule
Three workshops will be given in August and September. The schedule is
as follows:
The first workshop will be given evenings and one Saturday starting
Monday, August 28 and ending September 6.
The second workshop will be held on September 22, 23, 29, and 30. The
third workshop will begin on September 27 and conclude on September 30.

The trainings will be given at the State's Attorney's Office, 1 350 NW 12th
Avenue, Room 409.
The cost of the training for those not volunteering hours is $350 if
registered before August 15 and $400 after that. The full time student rate
is $250 if registered before August 15 and $300 after that date
Continuing Education: This workshop,sponsored by Metapsychology of South Florida, provides 28 CE credits
for Psychologists, Marriage & Family Therapists, Clinical Social Workers, and Mental Health Counselors.
Participants in all specialties will be provided with documentation for use in securing CE credits for their
perspective licensure boards and/or professional associations. Metapsychology of South Florida is approved
as a provider of Continuing Education by Florida's Department of Professional Regulation and maintains
responsibility for the program.

POLICING TO COMBAT DOMESTIC VIOLENCE PROGRAM', IN THE AMOUNT
OF $98,500.00
ADMINISTRATION RECOMMENDATION
Approval of the Resolution.
BACKGROUND
The City has applied for grant funding in the amount of $98, 500. 00
from the United States Department of Justice "Community Policing to
Combat Domestic Violence Program" . There is no cash match required
by the City.
The project would add two (2) Domestic Violence coordinators to
provide training, counsel victims, establish community awareness
events, assist with housing and refer individuals for obtaining
protection injunctions. The Domestic Violence coordinators would be
a segment of the communal support base dedicated to aiding in the
elimination of violence.
The Domestic Violence coordinators will monitor statistical data
involving domestic crimes. The information will be used to dictate
enforcement efforts based on compilation of the facts. In addition,
the latest legislative addendum regarding domestic violence, stalking
and sexual battery will be distributed to police personnel to ensure
that victims are afforded all opportunities available to them.
A neighborhood support center will be established to provide an
accessible means for victims to receive assistance. In addition, the
facility will be used for group meetings and community forums to
foster a team approach in confronting domestic violence. The
partnership involving community policing, Victim Services Center, the
Domestic Violence Unit and the citizens will strive to lower
incidents of violence through prosecution and prevention.

ANALYSIS
The City has made significant progress towards its goal of increased
police presence, the reduction of crime, and safe neighborhoods.
This project will be an extension of the City's commitment to
community oriented policing.
CONCLUSION
This grant will enable the City of Miami Beach to receive $98, 500. 00
in grant funds to assist in funding the two (2) new Domestic Violence
Coordinators.
