95-21830 Reso • RESOLUTION NO. 95-21830 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE FILING OF AN APPLICATION FOR A GRANT, AND IF FUNDED, AUTHORIZING THE BUDGETING AND EXPENDITURE OF FUNDS, UNDER THE UNITED STATES DEPARTMENT OF JUSTICE, "COPS UNIVERSAL HIRING" PROGRAM, FOR FUNDING TWENTY-SEVEN (27) NEW POLICE OFFICER POSITIONS. WHEREAS, the City of Miami Beach is eligible to apply for grant funds from the United States Department of Justice under the "Cops Universal Hiring" Program; and WHEREAS, the City desires to participate in this program in order to help fund needed new police officer positions and may not be able to secure all of the monies necessary through the General Fund; and WHEREAS, the United States Department of Justice has funds available for this Program; and WHEREAS, the total estimated funds for this three (3) year Program are $3 , 782 ,835. 00, of which $2 , 025, 000. 00 will be funded by the United States Department of Justice and the remaining $1,757, 835. 00 will be funded by the City. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA: Section 1. The City of Miami Beach Police Department, through the Office of the City Manager, is authorized and directed to make application to the United States Department of Justice for grant funding under the "Cops Universal Hiring" Program. Section 2 . The City certifies that it will accept the terms and conditions set forth in the Project Agreement for any assistance awarded under the proposal for grant funds, and that it is in complete accord with the proposal and any plans and specifications thereto, unless prior approval for any change has been received. Section 3 . The City verifies that it will not discriminate against any person on the basis of race, color or national origin in the use of any property or facility acquired or developed pursuant to this proposal and shall comply with the terms and intent of the Title VII of the Civil Rights Act of 1964 , P.L. 88-352 (1964) and design and construct all facilities under the proposal, if any, to comply fully with statutes relating to accessibility by handicapped persons as well as other federal, state and local laws, rules and requirements. ADMINISTRATION RECOMMENDATION Approval of the Resolution. BACKGROUND The City is applying to the United States Department of Justice for twenty-seven (27) new police officers under the "Cops Universal Hiring" Grant Program. The purpose of the program is to hire new police officers, and/or rehire police officers who were laid off or furloughed due to financial difficulties. Communities applying for the funds must be actively involved in community policing and commit to using these offices in a community-oriented policing plan. The funds may be used only to pay salaries and fringe benefits of new and/or rehired police officers. The total estimated cost of hiring twenty-seven (27) new police officers for the three year Grant period is $3,782 ,835. 00 of which $2 , 025, 000. 00 will be funded by the Grant and $1, 757, 835, 00 will be funded by the City. ANALYSIS The City has made significant progress towards its goal of increased police presence, the reduction of crime, and safe neighborhoods. This project will be an extension of the City's commitment to community oriented policing. The new police officers hired under this grant will help staff our new police substation in the north beach area.
