A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY
OF MIAMI BEACH APPOINTING THE MEMBERS OF A SELECTION
COMMITTEE TO REVIEW AND MAKE RECOMMENDATIONS FOR THE
AWARD OF A CONTRACT PURSUANT TO RFP NO. 13-95/97 FOR
GOVERNMENTAL REPRESENTATION AND CONSULTING SERVICES IN
WASHINGTON, D.C.
WHEREAS,the City of Miami Beach's ("City") contract with the firm of Sylvester Lukas
& Associates for Governmental Representation and Consulting Services in Washington expired on
September 30, 1995; and
WHEREAS, the City is desirous of maintaining a representative presence in Washington,
D.C.; and
WHEREAS, on October 16, 1995, the City issued RFP 13-95/97, seeking the services of a
governmental representative and consultant in Washington, D.C.; and
WHEREAS, on November 14, 1995, the City received six responses to the RFP; and
WHEREAS, in order to continue the selection process, it is necessary for the City
Commission to appoint the members of a Selection Committee.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby appoints Murray Dubbin, Sergio Rodrigue2,Michele Puldy-Burger, and Bruce
Singer to serve as members of the Selection Committee for reviewing and making recommendation
with respect to RFP 12-95/97, as well as Joshua High, Citizen At-Large.
PASSED and ADOPTED this 6th day of December, 1995.

SUBJECT: A Resolution Appointing a Selection Committee to Review and Recommend the Award
of a Contract Pursuant to RFP No. 13-95/97 for Governmental Representation and
Consulting Services in Washington,D.C.
ADMINISTRATION RECOMMENDATION
Adopt the Resolution.
BACKGROUND
The previous contract for a Washington lobbyist expired on September 30, 1995. On October 24,
1995, the City Commission approved the issuance of RFP No. 13-95/97 for Governmental
Representation and Consulting Services in Washington, D.C. On November 14, 1995, six responses
were received by the Purchasing Division in response this RFP.
SELECTION PROCEDURE
The RFP requires that "Each submittal shall be reviewed by the Committee appointed by the City
Commission and a shortlist of not more than five (5), but no less that three(3)firms to be
interviewed by the Committee shall be prepared Such interviews will take place at a time and
place to be designated by the City. The finalists shall be ranked by the Selection Committee and
the list presented to the Ciry Commission at the next meeting for final selection,following which
negotiations shall beginwith the selected firm."
SELECTION COMMITTEE
It is recommended that the following individuals be appointed to be members of the Selection
Committee:
Murray Dubbin, City Attorney
Sergio Rodriguez, Deputy City Manager
Michele Puldy-Burger, Mayor and Commission Aide
Bruce Singer, Miami Beach Chamber of Commerce
Joshua High, Citizen-At-Large
Further, if the City Commisson desires, other member may be added to this Committee.
