RESOLUTION NO. 95-21836
A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA GRANTING A
CERTIFICATE OF APPROPRIATENESS FOR DEMOLITION
OF PORTIONS OF THE FORMER ST. MORITZ HOTEL, AN
HISTORIC STRUCTURE LOCATED AT 1565 COLLINS
AVENUE, REQUESTED BY THE ST. MORITZ HOTEL
CORPORATION AND MIAMI BEACH REDEVELOPMENT
AGENCY IN ORDER TO ALLOW FOR THE CONSTRUCTION
OF A CONVENTION CENTER HOTEL.
WHEREAS, the applicants, St. Moritz Hotel Corporation and
Miami Beach Redevelopment Agency, have requested a Certificate of
Appropriateness for Demolition of portions of the former St. Moritz
Hotel , an historic structure located at 1565 Collins Avenue, in
order to allow for the construction of a convention center hotel
which will include most of the existing St. Moritz Hotel structure;
and
WHEREAS, the St. Moritz Hotel structure is located on one of
the proposed hotel sites between 15th and 16th Streets as shown on
the City Center/Historic Convention Village Redevelopment and
Revitalization Area Plan; and
WHEREAS, pursuant to Subsection 19-11 of Zoning Ordinance No.
89-2665, Certificates of Appropriateness for the proposed hotel
sites located between 15th and 16th Streets as shown on this Plan
are granted or denied in accordance with procedures set forth in
the former Zoning Ordinance Section 19 (as amended prior to May 5,
1994) ; and
WHEREAS, pursuant to Subsection 19-6 of former Zoning
Ordinance Section 19 , the procedures for granting or denying a
request for a Certificate of Appropriateness for Demolition of an
historic structure require that the Historic Preservation Board
hold a public hearing and transmit a recommendation to the City

Commission, and that the City Commission then hold a public hearing
and vote on the request; and
WHEREAS, the former St. Moritz Hotel was classified as an
historic structure in the City's Historic Properties Data Base; and
WHEREAS, on October 24, 1995 the City' s Historic Preservation
Board held a public hearing to consider the request, after which
the Board voted 2 to Q to recommend that the request be granted;
and
WHEREAS, pursuant to former Zoning Ordinance Subsection 19-6,
the City Commission has now considered the request at a public
hearing; and
WHEREAS, the City Commission agrees with the recommendation of
the City' s Historic Preservation Board that a Certificate of
Appropriateness for Demolition of portions of the former St. Moritz
Hotel be granted as requested.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the request
for a Certificate of Appropriateness for Demolition of portions of
the former St. Moritz Hotel, an historic structure located at 1565
Collins Avenue, in order to allow for construction of a convention
center hotel which will include most of the existing St. Moritz
Hotel structure, is hereby granted.

SUBJECT: A Resolution of the ayor and City Commission of the City of Miami Beach,Florida
Granting a Certificate of Appropriateness for Demolition of Portions of the St.Moritz
Hotel,a Historic Structure located at 1565 Collins Avenue,Requested by the St.Moritz
Hotel Corporation and the Miami Beach Redevelopment Agency,in Order to Allow
for the Construction of a Convention Center Hotel.
RECOMMENDATION
The Administration recommends that the City Commission approve the attached Resolution granting a
Certificate of Appropriateness for Demolition of portions of the former St.Moritz Hotel,a historic structure
located at 1565 Collins Avenue, in order to allow for construction of a convention center hotel.
BACKGROUND
The St. Moritz Hotel structure is located on one of the proposed hotel sites between 15th and 16th Streets
as shown on the City Center/Historic Convention Village Redevelopment and Revitalization Area Plan. The
subject structure was classified as a historic structure in the City's Historic Properties Data Base. Pursuant
to Subsection 19-11 of Zoning Ordinance No. 89-2665, Certificates of Appropriateness for the proposed
hotel sites located between 15th and 16th Streets as shown on this Plan are granted or denied in accordance
with procedures set forth in the former Zoning Ordinance Section 19(as amended prior to May 5, 1994).
Pursuant to Subsection 19-6 of former Zoning Ordinance Section 19,the procedures for granting or denying
a request for a Certificate of Appropriateness for Demolition of a historic structure require that the Historic
Preservation Board hold a public hearing and transmit a recommendation to the City Commission,and that
the City Commission then hold a public hearing and vote on the request. On October 24, 1995 the City's
Historic Preservation Board held a public hearing to consider the request, after which the Board voted to
recommend that the request be granted. On November 8, 1995 the Mayor and City Commission of the City
of Miami Beach,Florida,set a date and time for a public hearing to consider the request for a Certificate of
Appropriateness for Demolition of portions of the former St. Moritz Hotel to be held before them in
Commission Chambers on the Third Floor of City Hall,on December 6, 1995 beginning at 3:00 p.m..
ANALYSIS
On October 24, 1995 the City's Historic Preservation Board held a public hearing to consider the request for
a Certificate of Appropriateness for Demolition, after which the Board voted to recommend to the City
Commission that the request be granted to demolish portions of the former St. Moritz Hotel, primarily
including lower portions of the north and south exterior walls,the front entrance stairs,and portions of the

interior public spaces,subject to staffs recommendation that the hotel's architecturally significant original
second level dining room and lounge area be retained and substantially restored to its original condition,as
more particularly described in the attached Miami Beach Planning, Design and Historic Preservation
Division Staff Report, dated October 24, 1995,as well as the restoration of the original second level east
porch. The St. Moritz Hotel Corporation and the Miami Beach Redevelopment Agency agreed with and
accepted the recommendation of the Board.
CONCLUSION
Based on the foregoing,the Administration recommends that the City Commission approve by resolution
a request by the St.Moritz Hotel Corporation and the Miami Beach Redevelopment Agency for a Certificate
of Appropriateness for demolition of portions of the former St.Moritz Hotel,a historic structure located at
1565 Collins Avenue,as recommended by the Miami Beach Historic Preservation Board, in order to allow
for the construction of a convention center hotel.
