A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH FLORIDA AUTHORIZING THE ISSUANCE OF
A REQUEST FOR PROPOSALS FOR THE FORMULATION OF A BEACH
MASTER PLAN.
WHEREAS,a Beach Task Force was established to identify current problems experienced
by residents and tourists who visit the City's beaches and to formulate recommendations and
solutions to these problems; and
WHEREAS,the Beach Task Force was divided into four(4) sub-committees as follows:
1) Funding and Management Contract; 2) Ecology; 3) Beach Activities and Aesthetics; and 4)
Beachfront Concessions; and
WHEREAS,the sub-committees identified goals and recommendations to address issues of
concern in each of these areas; and
WHEREAS,it is the recommendation of the Beach Task Force that the City issue a Request
for Proposals for the creation of a master plan and that the guidelines and recommendations
developed by each of the sub-committees be used as the basis for the formulation of the master plan
for beachfront management.
NOW THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH,FLORIDA,that authorization is hereby
given for the issuance of a Request for Proposals for the formulation of a beach master plan.

SUBJECT: BEACH TASK FORCE
ADMINISTRATION RECOMMENDATION:
The Administration recommends that the Commission approve the issuance of a Request for Proposals for
the formulation of a Beach Master Plan.
BACKGROUND
During August 1995, the Administration, under the direction of Commissioner David Pearlson, conducted the
Beach Task Force meetings. A total of five committee and eight subcommittee meetings took place. The
Task Force members represented various segments of the community. There was representation from the
hotels, concessionaires,the Marine Authority, Recreational Centers and Parks Facilities Board, Metro-Dade
County Parks and Recreation, Metro-Dade County DERM,the Greater Miami Hotel Association, Miami Beach
Chamber of Commerce, Miami Beach Development Corp., North Beach Development Corp., Council of
Condominiums, State Representative Elaine Bloom, State of Florida DERM, U.S. Coast Guard, and the
Florida Marine Patrol.
The objective of the Task Force was to identify the current problems experienced by the residents and tourists
visiting our beaches and to formulate recommendations and solutions to these problems. The Task Force
was divided into subcommittees to address these issues. The subcommittees'findings and recommendations
are as follow:
Funding and Management Contract Subcommittee
The Subcommittee identified the following goals:
1) create a funding mechanism for the effective implementation of a beachfront master plan;
2) review the beach management contract and ensure beachfront concession operations are in
compliance with contracted provisions; and
3) create new revenue sources.

The Subcommittee recommends that:
1) a plan be designed to encompass the area from Government Cut to Baker's Haulover Cut;
2) the cities of Surfside and Bal Harbour be included in the planning and management of the proposed
management district;
3) the proposed district be comprised of seven (7) members: one from Surfside, one from Bal Harbour,
two from Miami Beach,two from Dade County, and one from the hotel owners or operators that are
located in the district; and
4) the funding of the district include the $1.5 million Dade County currently spends on beach
maintenance, $2 million currently spent on lifeguards by Miami Beach, the amounts currently spent
by Surfside and Bal Harbour regarding the beach, and a portion of the resort tax and tourist
development tax dollars, as well as consideration of a special assessment district of property owners
east of Collins Avenue.
Ecological Subcommittee
The Subcommittee identified the following goals:
1) review the plan for the renourishment and erosion problems on the beach;
2) create educational opportunities;
3) expand the turtle hatchery program;
4) address the homeless issue at the Boardwalk;
5) discuss the dangers of the reef and the creation of artificial reefs; and
6) improve the cleanliness and protection of the dune.
The Subcommittee recommends that:
1) requested the City Commission on July 26, 1995 to pass a resolution notifying Metro-Dade County
of the emergency erosion situation existing on the beach;
2) requested Sylvester Lukis to identify federal funding for beach restoration;
3) requested the Hotel Association and the Miami Beach Chamber of Commerce to send letters to the
State of Florida concerning the inaccessibility of emergency vehicles to the beach due to erosion;
4) recommended that cleaning of the dunes be performed quarterly by volunteers from either Dade

County or Miami Beach's Parks and Recreation Department;
5) recommended that educational signage be placed by the dune in order to inform residents and
tourists of the purpose of the dune and encourage the public to assist in maintaining it clean;
6) recommended that a list of needs be prepared to ensure increased protection of the dune; and
7) grants should be sought to fund an interpretive center that would address the environmental
concerns of the beach. (This effort is underway and is currently included in the school curriculum
and summer programs; in the future, it will be included in the media, cable television, and
familiarization field trips); and
8) a plan be prepared to address the matter of the homeless living under and on the Boardwalk.
Beach Activities and Aesthetics Subcommittee
The Subcommittee identified the following goals:
1) create perimeters for a beach master plan;
2) discuss the types of recreation and special events activities which should be permitted on the beach
east of Collins Avenue and Ocean Drive;
3) discuss the architectural considerations for concessionaires, kiosks, restrooms, streetends, signage,
landscaping, and lifeguard stands located on the coastline;
4) discuss the requirements for enhancing the streetend entrances to the beach, including parking and
transportation alternatives;
5) develop a code compliance schedule for enforcement east of Collins Avenue and Ocean Drive; and
6) discuss an improvement and extension of the Boardwalk or recreational corridor to the north and
south of the existing Boardwalk.
The Subcommittee's recommendation is:
1) to enter into an agreement for the formulation of a master plan of the entire beach area.
The attached document from the Beach Activities and Aesthetics Subcommittee highlights four pages of
recommendations addressing the above findings.
Beachfront Concessions Subcommittee
The Subcommittee identified the following goals:
1) devise a practice for selecting and permitting beachfront concession operators;

2) establish operational and maintenance standards for concession operators;
3) designate the appropriate authority or agency responsible for the operations, maintenance, and
enforcement of rules and regulations on the beachfront;
4) create guidelines for water sports safety and enforcement;
5) improve the cleanliness of restrooms throughout the beach;
6) develop a policy for using the beach areas for the film, fashion, and movie industry;
7) develop guidelines for improved security on the Boardwalk;
8) designate the allowable number and allocation of beach equipment and water sport operators and
ensure unhindered public access to the beach area;
9) address the lack of compliance with the Americans With Disabilities Act(ADA); and
10) discuss the replanting of palm trees as a means to beautify the beach that existed in past years,
as well as other alternatives.
The Subcommittee's recommendations are:
The attached report on the recommendations of the Beachfront Concessions Subcommittee outlines the
various guidelines for the above issues. These recommendations and guidelines submitted are a basis for
a master plan to be formulated for the beach area.
ANALYSIS:
The Beach Task Force Committee, under the direction of Commissioner David Pearlson, submitted various
guidelines and recommendations to be used as a basis in formulating a master plan. The overall
recommendation of the Committee and the Administration is to contract a firm to formulate a master plan.
1) The Commission referred the project to the Capital Improvement\Finance Committee. On November
26, 1995, the Committee discussed the project's merits and recommended discussion of the project
by the Commission for approval to the Administration to proceed with Request for Proposal.
CONCLUSION;
The Administration recommends that the Commission approve the issuance of a Request for Proposals for
the formulation of a Beach Master Plan.
