95-21841 Reso RESOLUTION No. 95-21841 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA,APPROVING THE GARDEN CENTER RENOVATION CONCEPTUAL PLANS AND THE ISSUANCE OF A REQUEST FOR PROPOSAL FOR AN ARCHITECTUAUENGINEERING FIRM FOR DESIGN OF THE PROJECT. WHEREAS, the Administration, in conjunction with the Tourist Convention Center Expansion Authority(TCCEA) and the Miami Beach Garden Clubs, has developed a proposed renovation for the Garden Center (Project); and WHEREAS,this Project will provide a center for citizens who have an interest in horticulture and an area for relaxation to our conventioneers and residents; and WHEREAS,this Project will include restorations to the existing glass atrium, an extensive variety of plant displays and educational elements, a new conference/banquet facility, additional meeting space for the Garden Clubs and to events being held at the Convention Center, a cafe, gift shop, and restroom facilities for the Garden Center and one contiguous to the Holocaust Memorial; and WHEREAS,the total cost of the Project is approximately$3.2 million and TCCEA has approved the allocation of up to$3 million from the Expansion Funds to assist in the development and construction of the Project; and WHEREAS, on November 21, 1995, the Mayor and City Commission referred the Project to the Capital Improvements/Finance Committee which subsequently recommended, at its November 26, 1995 meeting, that the City issues a Request for Proposal for an architectural/engineering firm for the design of the Project. NOW,THEREFORE,BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Garden Center Renovation conceptual plans are hereby approved and the issuance of a Request for Proposal for an architectural/engineering firm for design of the Project is hereby authorized. BACKGROUND: The City Administration in conjunction with the Tourist Convention Center Expansion Authority (TCCEA) , and the Miami Beach Garden Clubs, have developed a proposed renovation for the Garden Center. This renovation will provide a Garden Center that will be a tourist resource to all visitors of the Convention Center and the City of Miami Beach. Additionally, the project will provide a center for citizens who have an interest in horticulture and an area for relaxation to our conventioneers and residents . Restroom facilities will also be provided for the contiguous Holocaust Memorial . The project includes renovation to the existing glass atrium located at the Garden Center. A new conference/banquet facility would be constructed to provide for additional meeting area space for the Garden Center Club and for events being held at the Convention Center. It would be complemented with a gift shop at the main entrance to the Center. There will also be a variety of plant displays and educational elements . The total cost of this project is approximately $3 . 2 million. TCCEA has approved the allocation of up to $3 million from the Expansion Funds to assist in the development and construction of the project . The Commission on November 21, 1995, referred the project to the Capital Improvement/Finance Committee . On November 26, 1995, the Committee reviewed the project . The Committee recommends for the Administration to issue a Request for Proposal for an architectural/engineering firm for design of the garden. CONCLUSION: The Administration recommends the City Commission to approve the Garden Center Renovation Conceptual Plans after renovations and the issuance of a Request for Proposal for an architectural/engineering firm for design.
