COMMISSION MEMORANDUM NO. t 05" 1S

SUBJECT: 10TH STREET • ,t COLLINS AVENUE PARKING
GARAGE REDESIGN-APPROPRIATION
ADMINISTRATION RECOMMENDATION:
The Administration recommends that the Mayor and City Commission appropriate $80,000 from
Parking Fund 485 into work order number 2101. This appropriation will cover costs associated with
the architectural and engineering redesign of the proposed 10th Street and Collins Avenue Parking
Garage.
BACKGROUND:
On September 22, 1995,the Mayor and City Commission approved the appropriation of$217,800
for architectural and engineering design of the proposed parking garage at 1027 Collins Avenue.
The Design Review Board and City Commission approved this design. However, the Miami Design
Preservation League(MDPL)raised a concern regarding the original design setbacks. Both MDPL
and the Administration agreed to increase setbacks five feet which reduced the east-west dimensions.
Upon carrying out MDPL's additional five-foot setback recommendation to the original design of
the facility, the turning radius and ramp slopes went from marginally acceptable to substandard.
Therefore, a redesign of the proposed structure is necessary.
ANALYSIS:
The original design of the facility (Split Level Design) is being abandoned in favor of a Sloping
Floor Design. This redesign will decrease construction costs from $3,310,000 to $2,860,000, a
savings of$450,000. However, the consultant has incurred an expense of$80,000 to date on the
abandoned design. Therefore,an appropriation for said amount is necessary to move forward with
the project.

Avenue Parking Garage.
