A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, AUTHORILNG THE CITY OF MIAMI
BEACH, ON BEHALF OF THE MIAMI BEACH POLICE DEPARTMENT, TO
EXPLORE THE ACQUISITION OF AXON ENTERPRISE'S FUSUS
PLATFORM FOR USE IN THE POLICE DEPARTMENT'S REAL-TIME
INTELLIGENCE CENTER.
WHEREAS,Axon Enterprise, Inc. ("Axon")is a global provider of public safety technology
and services, including taser weapons, body-worn cameras, and soflware solutions, which are
currently utilized by multiple departments within the City; and
WHEREAS, Auon developed a plafform known as FUSUS, which has the capability of
integrating various data sources, including but not limited to video feeds, sensor data, and other
digital evidence, into the Miami Beach Police Department's ("MBPD") Real-Time Intelligence
Center, and
WHEREAS, MBPD has identifed a need to use Axon FUSUS to enhance real-time
situational awareness, which incorpo2tes GPS tracking systems; and
WHEREAS, the integralion of real-time GPS tracking systems offers significant benefits,
including enhancing o�cer safety and accountability, along with increasing transparency and
public trust by enabling real-time vehicle tracking, supporting policy compliance, investigations,
and complaint resolution; and
WHEREAS, the addition of Axon FUSUS would facilitate the seamless integration of
existing Axon technologies; and
WHEREAS, Auon FUSUS' open-plalform design allows the City to maintain compatibility
with existing hardware and soflware solutions; and
WHEREAS, the adoption of the proposed solution will demonstrate the City's commitment
to innovation, efficiency, and public safety.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby authorize the City of Miami Beach, on behalf of the Miami Beach Police
Department, to explore the acquisition of A�con Enterprise's FUSUS plattorm valued for use in the
Miami Beach Police DepartmenYs Real-Time Intelligence Center, which aids the Police
Department in intelligence gathering, response coordination, and crime prevention efforts.

TITLE: DISCUSS/TAKE ACTION — POTENTIAL ACQUISITION OF AXON'S FUSUS
PUBLIC SAFETY ECOSYSTEM TO PROVIDE A FULLY-INTEGRATED REAL-TIME
CRIME CENTER SOLUTION.
RECOMMENDATION
According to Auon Enterpdse, Inc. ("laon"), Fusus is a map-based interface that combines private
and public video sireams into a single feed,enabling greater situational awareness and a wmmon
operalinq picture, with their Fusus product being ihe (rst truly open Real-Time Crime Center
("RTCC"). Closed systems dictate what can and cannot be used, but Ncon states ihat with ihe
Fusus platfoim, law enforcement and public safety agencies are free to choose the hardware and
software solutions that fit iheir needs best. Video streams hom fixed and mobile sources can all
be seamlessly integrated into a single platform. Furtherrtare, Fusus streamlines emergency and
incident management, by�using all of a communiry's video assets(both public and private) into a
single platform, which enables an RTCC to eKciently gather intelligence, and provide firsF
responders with the tools to efficiently rtanitor and rapidly respond to evolving situalions.
Presently, the Ciry has Axon body-wom cameras ("BWC"), Axon Tasers, and Axon
Evidente. The addilion of Axon Fusus would facilitate the seamless integration of community
came�as, Axon Air (for drones), Axon Evidence, Axon Taser, and even real-time GPS vehicle
location in(ormation which the Ciry currently has installed in all City vehicles through
TrackStar. Ifs rtry understanding that while ihe Ciry would need to retain TrackStar(or a similar
provider tor the "hardware" in each vehicle), the addition of Fusus would provide an exiremely
user-friendly, integreted map-based intertace to ingest and display the information in real-
time. Acquinng Fusus and having this real-time, viewable map-based GPS iracking system for
all City vehicles would provide significant safety, accountability,and transparency benefits. From
a salety and accountabiliry standpoint, GPS tracking enhances both oKcer and public safety by
providing accurate, real-time location dafa. If a police officer or city employee faces an
emergency or becomes unresponsive, their precise location can be determined instantly on ihe
viewable map intertace, enabli�g rapid assistance. Furthermore, real-time, instantly viewable
GPS information enhances transparency and accountabiliry by documenting vehicle movements,
which ran be useful in addressing wmplaints, ensuring compliance with policies, and
investigating incidenis. Moreover, by making this data readily viewable for appropriate City
personnel, the City can tlemonstrate its commitment to innovation, eKciency, and public safety.
Accordingly, I would like to hear irom ihe Ciry Administretion (including the Police Department
and Fleet Management Deparimeni) concerning this proposal, so that my colleagues and I can
discuss this important initiative and take any appropriate action.
