RESOLUTION No. 99-23232
A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, ADOPTING
THE FIFTH AMENDMENT TO THE POLICE
CONFISCATION TRUST FUND FOR FISCAL YEAR 1998/99,
IN THE AMOUNT OF $224,215, FUNDED FROM THE
PROCEEDS OF STATE CONFISCATED FUNDS.
WHEREAS, Section 932.705, Florida Statutes, addresses the purpose and procedures to
be utilized for the appropriation and expenditures of the Police Confiscation Trust Fund; and
WHEREAS, the Chief of Police of the City of Miami Beach has determined that the
need for appropriation and expenditures exist and the appropriation and expenditure of forfeiture
funds is in compliance with Section 932.705, Florida Statutes; and
WHEREAS, such funds are available in the Police Confiscation Trust Fund.
NOW, THEREFORE BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby adopt the Fifth Amendment to the FY 98/99 Police Confiscation Trust Fund
Budget for the City of Miami Beach, in the amount of$224,215, as reflected in the attached
Exhibit "A".

FOR OVERTIME generated by the Florida Impact
Task Force during the fourth quarter ofFY 98/99
CONTRIBUTION TO THE POLICE ATHLETIC LEAGUE
SUMMER JOBS PROGRAM: The Miami Beach Police Athletic
League Explorers consists of young adults sharing a common
interest in law enforcement. The Explorers get "hands on
experience" concerning law enforcement through their many
functions, some of which include traffic control, accident
investigation, crime prevention, security, field interrogations
and arrest procedures. During the summer months, the Police
Department hires the Explorers. This provides direction to the
Explorers, and the Department benefits from the additional
manpower which increases programming and saves overtime
COMPUTER VOICE STRESS ANALYZER
For use in pre-employment background investigations.
It will eliminate pre-employment polygraph expenses and
allow the Department to conduct exams in-house
CONTRIBUTION TO THE HISPANIC COMMUNITY
CENTER FOR ITS "YOUTH PROGRAM". This program
seeks to involve the kids in civic-oriented activities, create a
sense of community pride, and promote self-sufficiency that
will encourage the kids to take care of themselves and their
community
NATIONAL SELF DEFENSE, a not for profit
(501(C)(3) corporation to develop a self-defense, rape
prevention video to be utilized by the Crime Prevention Unit
ALARM FOR INTERNAL AFFAIRS required by
ACCREDIT A TION. Includes initial installation,
monitoring fee and maintenance

INITIATIVE FOR MIAMI BEACH SENIOR HIGH SCHOOL 8,400
This program will pay for a 10ft fence on the north end of Miami Beach
Senior High School. The installation of this fence will reduce vandalism
and gang activity as well as other criminal violations while enhancing the
overall security of the students.

Adopt the Resolution
BACKGROUND
Florida Statute 932.705 provides for expenditures of forfeiture funds for law enforcement purposes.
The Chief of Police of the City of Miami Beach has reviewed and identified the need for the
appropriation and the expenditure of forfeiture funds and confinned that it is in compliance with
Section 932.705, Florida State Statutes.
ANALYSIS
The Administration requests authorization to adopt the Fifth Amendment to the operating budget for
the FY 98/99 Police Confiscation Trust Fund in the amount of $224,215 from State funds to be
used to provide for the expenditures listed in Exhibit "A".
In accordance with Florida State Statute 932.705 forfeiture funds have been deposited in the Police
Confiscation Trust Fund. The City has complied with all statutory procedures involved in the
transaction of these funds.
CONCLUSION
The attached Resolution provides for the Fifth Amendment to the FY 98/99 Police Confiscation
Trust Fund in the amount of $224,2] 5 to be used for the expenditures listed in Exhibit "A".
