The Park was once a place where intense vagrancy was visible; the City, to ameliorate this situation, brought in trailers to feed the homeless. Washington Avenue is the main shopping artery for the City of Miami Beach and home to the Convention Center. At 3rd Street, a short block away on Washington Avenue, the SanfordL. Ziff Jewish Museum of Florida is housed in a former synagogue designed by noted Deco era architect Henry Hohauserin 1934, and is currently on the National Register of Historic Places. In 1955, a Library building was built to serve as a branch to the public library system. 29 June 20076Washington Park, Miami Beach, FL BODR Basis Of Design ReportThe existing building, located within Washington Park, is a goodexample of Miami Modern (MIMO) style architecture.The name MIMO was first used in 1998 as a promotional tool to create public awareness, and to preserve structures built after World War II through the mid-'60s. This style, influenced by the climate and vibrant light, reflects an exotic twist on the modernist look with curved surfaces, bright colors, concrete cantilevers, cheese holes, eyebrows and textured stucco.The City of Miami Beach has identified the need for the total renovation of Washington Park to give the community a much needed place for rest and recreation. The renovations include the preservation of the MIMO style architecture building. The Park is currently open but is partly fenced off from the existing building. The building currently houses the Clerk of County Courts.Swanke Hayden Connell Architects (SHCA) has taken all these issues into consideration, and presented different options that will transform the existing conditions into an urban oasis, preserving the historical characteristics which will help shape the design and development of the park.History of Existing Building

An excerpt from A Historyby Howard Kleinberg, Centennial Press, Miami:“Redevelopment, renewal and gentrification are about to change this. The area is beginning to blossom with condominium buildings, time-share hotels and town houses. Cascada, a new European-style community, has homes inspired by the Mediterranean architecture of a Tuscan villagio. 5th Street cuts a swathe across South Beach from Ocean Drive on the east to Alton Road on the west where it becomes the Mac Arthur Causeway, the main link with downtown Miami. North of 5th begins the official Art Deco district stretching north to 23rd Street and concentrated in three parallel streets, Ocean Drive, Collins Avenue and Washington Avenue. After years of neglect and plans for the wholesale demolition of buildings, the fanciful architecture of the ‘30s and ‘40 was given a new lease of life in 1979. The following results from a Preliminary Concept Development meeting applicable to the three (3) concept plans are as follows:Consider the condition of the existing structures on the Washington Avenue Parcel. Our recommendation, which holds true for the three (3) concepts, is to provide an opportunity for the redevelopment of the land.Green space is often reduced to meet minimum local zoning regulations. This reduction of green space, along with an increase in high density housing associated with urban redevelopment, has created a demand for public recreational areas.On June 4, 2004, Swanke Hayden Connell Architects (SHCA) presented the following three (3) Preliminary Design Concepts, including sketches and estimates of probable costs to the City of Miami Beach applicable departments: Design Concept One: “Dog Park”Design Concept Two: “Green Market”Design Concept Three: “Traditional Park”Based on that meeting, the Design Team was directed to further explore Design Concept Three, the “Traditional Park”.4. Design Concept One, will create an enclosed area for off-leashed dogs to exercise under the supervision of their owners. Various additions include; fountains / shallow wading areas, canine agility course equipment, separate enclosed areas for smaller canines, and sitting areas for owners. The existing structure will service tenant operations that are directly related to the usageof the park. Several ideas to explore are as follows:Private Practice Veterinarian Office–A private operator would lease the building from the City.Kennel / Boarding or Doggie Daycare Facility–A private operator would lease the building from the City, and provide programming for the park, including but not limited to communityeducation and social events. Canine Training Facility–Entire park could become a training facility for specialized dogs such as Guide dogs or K-9 Police dogs. Facility can also be an Obedience Training School open to the public.Dog Rescue Organization (Greyhound or general rescue)–A private operator would lease the building from the City. Workshops could be given to youth and elderly participants in conjunction with local schools or elderly community associations.“Canine Companions”–In conjunction with the Humane Society, participants in need ofcompanionship could be accompanied by canines bought from the Humane Society. Pet Supply Store / Bakery–A private operator would lease the building from the City and provide pet supplies. Part of the programming could also facilitate a bakery for the community.

One such example is the introduction of community gardens for the purposeof growing produce in an urban setting, which has been illustrated with the relocation and improvements of the“Victory Garden”on the adjacent parcel. Concept Two will sponsor a Farmer’s or Green Market working in cooperation with the community gardens directly to the east of the site. The existing structure will service the park with tenant operations that are directly related to the usage of the park. Several ideas to explore are as follows:Elementary Workshops–The building will be programmed to serve as a learning center with educational workshops in conjunction with local elementary schools and Parksand Recreation. As part of the school curriculum, students will participate in workshops focused on environmental awareness, ecology, health and nutrition, biology and botany, etc. As part of the program, plots of land will be assigned to students to participate in the growing of fruits, vegetables, and flowers, which in turn could be sold at the Green Market. This weekly / bi-weekly / monthly market, as well as the workshops could be co-sponsored by the members of the community gardens.“Latch Key”Program–An after hours “latch key”program will be implemented to provide supervision to neighborhood children that would otherwise be left alone until parent’s arrive home from work. Programs that tie into the elementary workshops could be implemented. Children would have the opportunity to engage in the elementary workshops and participate in the Farmer’s/Green MarketSummer Camp–Programmed by Parks and Recreation, the building and adjacent land could serve as a Summer Day Camp for inner city children. Programs and workshops once again would be focused on ecological concerns and the natural environment. A xeriscapecould be created with identifications, and included into the studies of the natural vegetation.Farmer’s/Green Market–A centralized area of the park would be programmed to receive accommodate vendors on defined days to sell fresh fruits, vegetables, herbs, spices,meats, flowers, etc. This event could be co-sponsored by the members of the community gardens, the elementary schools participating in the study program and Parks and Recreation. Programs could in turn facilitate the interaction between older and younger community members.Performing Arts Center–Programs admitted by Parks and Recreation in cooperation with aPerforming Arts Group, the building and adjacent land could serve as a Performing Arts Center offering programs and workshops for youth and elderly residents. An outdoor amphitheater or pavilion couldfacilitate community involved performances. Theater, Symphony and/or Ballet program space could also be included and any proceeds from these events could be used to assist with the funding of the programs. Funding for the facilities could be generated by endowments for the arts funds.Nature Resource Information Center –Under Parks and Recreation approval, the building and adjacent parcel could serve as a Nature Resource Information Center. This space could provide information on organized activities such as sailing, boating, kayaking, cycling, camping or a multitude of other outdoor activities. It could also program other recreational activities such as bird watching in cooperation with national organizations such as the Audubon Society. The SHCA Design Team presented the three (3) Design Concepts which included sketches and preliminary estimates of probable costs to the local community members. With their comments, the SHCA Design Team gained a better understanding of the community’s vision of the park.The second workshop was held on April 25, 2005. All schemes include allowances for benches. All the existing vegetation on the site is non-native, and can be removed. There are very large un-kept ficustrees to the South of the property encroaching on the public sidewalk and on the public trees along Washington Avenue affecting the streetscape. In addition, there are trees growing closely around the existing building that are going to be removed. The coconut palms and cluster palms are to be relocated based on the final design. All three (3) schemes include a variety of tree shaded areas and landscape upgrades.The design includes a circular fountain surrounded by pathways. As in traditional park planning, the formal entrance on Washington Avenue leads to the focal point; the Fountain, which then proceeds to the Multi-purpose Building. A secondary path to the entry along Second Avenue can be found along with a winding path to the Victory Gardens to the East. The library at Washington Park will be relocated at the beginning of 2005. The gates are proposed to be installed at the three interconnecting entry points. The remainder of the fence is to be the City of Miami Beach standard picket fence, painted white.The Multi-purpose building is to receive Mechanical, Electrical, Plumbing, and Fire Protection improvements, ADA and finish upgrades, including multipurpose flooring. Also the building’s south elevation, which faces the park, is to be modified to accommodate doors with glazing inserts. The buildingis to have a unisex ADA accessible restroom open to the exterior at the east side of the building with close access for Victory Park. All modifications to the structure need to be approved by Historic Preservation.The park furniture and equipment proposed is not the City of Miami Beach standard, and are more in keeping with the MIMO style of the building. The City of Miami Beach stated that it was important to present these options to the Board. Gate height can be lowered-Preference for benches to be located in shaded areas.-Preference for not removing the ficustree at the south west end of parcel. -Preference to incorporate drinking fountain into park equipment specifications.-Preference over proposed park furnishings vs. City of Miami Beach standard-Preference to have the park open to the public while the proposed concept is being developed into a real project.-Preference of not having an exterior restroom without security.-Preference for incorporating hedge along east gate to conceal alley way.06.04.12The next step is for the City of Miami Beach to review the community’s comments noted above with SHCA Design Team. 29 June 200740Washington Park, Miami Beach, FL BODR Basis Of Design ReportBased on the outcome of the first and second Community Design Workshop, and the follow up of the Refined Design Concept, SHCA’s“Green Room”Concept was selected as the most suitable option for the neighborhood. The lawn is to be tilted approximately eighteen (18) inches maximum above finished floor elevation so as to have the building terrace become the focal point, while also allowingthe lawn to function as an auditorium for open air activities. Pole lighting, building accent lighting, and recessed lighting are proposed along the pathways. Park benches and a cluster of (3) three planters along the Terrace for seasonal plants are also included as part of the design. The design also includes a MIMO inspired entry gate feature similar to the eyebrow element on the existing building. The gates are proposed to be installed at the three (3) interconnecting entry points. The Park will be open with no perimeter fencing. If the program requires the Park to be fenced, an entrance/fence will be added in the future. Refer to proposed optional Entrance/Fence elevation on page 43.The Multipurpose Building is to receive mechanical, electrical, plumbing, and fire protection improvements, ADA and finish upgrades, including multipurpose flooring. The building’s South elevation, which faces the Park, is to be modified to accommodate doors with glazing inserts. The buildingis to have a unisex ADA accessible restroom open to the exterior at the East side of the building with closeaccess from Victory Park. All modifications to the structure need to be approved by the City’s Historic Preservation Board.The CIP department stated that it was important to present theseoptions to the City of Miami Beach Commission. The proposed Park furniture and equipment is not in accordance with City of Miami Beach standards yet will respect and accentuate the existing MIMO style of the building.The design concept approached the replacement of two (2) of the ficustrees located in the South East section of the Park. These trees will be replaced by new non-invasive species such as palm trees that are consistent with thelandscape along Washington Avenue . 9. 29 June 200748Washington Park, Miami Beach, FL BODR Basis Of Design ReportCapital Improvement Projects OfficeAll estimates of the Probable Costs for Washington Park Parcel in the BODR report are preliminary and need to be updated according to current market unit prices for design and construction.The Property Management Department:The final concept chosen retains the need for an ADA compliant facility. This includes the entrance to the building (path of travel) as well as the restrooms in the Park which are located inside the building. Regardless of which design is chosen, full ADA compliance is mandatory.Planning and Zoning Department:General consensus was reached with the simple and clean proposeddesign. There were still some outstanding issues as to which types of trees would be planted in the southwest corner to replace the invasive Ficustrees, as well as whether a fence was going to be required by the Planning and Zoning Department on the street. Another issue, raised by the Planning and Zoning Department was whether the roots of the remaining Ficustrees (good type) in the southeast corner would be protected during construction as well as not be adversely effected by the new walkway.The Police Department:The following are some recommendations from the Police Department:The perimeter fencing should be crime prevention through environmental design (CPTED), fencing out any hedges which would reduce or eliminate the natural surveillance capabilities.All landscaping should conform to the two (2) feet/six (6) feet rule.No ground cover landscaping should be above two (2) feet and all tree canopies should be above six (6)feet.Any proposed benches should be designed to discourage anyone from laying down (the proposed benches do not provide this attribute).Although the park closes at sunset, the improved lighting shouldbe adequate to illuminate the park for easy visibility into the park from the sidewalks/streets.Any irrigation system installed should have the capability to automatically turn on at night throughout the park.
